General/SOOAre you looking for a single company to provide a full team, or are you willing to go with multiple companies to provide the needs?Vendor likely unable to provide a full/complete solution alone. Teaming arrangments and partnerships are the recommended alternative if an offeror is not able to fully meet the requirement, especially for a certain Area/Region.It is anticipated that multiple awards may need to be issued to fulfill this requirement. Once additional industry informaton is obtained, that determination will be made. Please keep in mind that teaming arrangements and partnerships, espeically with Small Businesses and Indian Owned Economic Enterprises are also encouranged. It is anticipated that multiple awards may need to be issued to fulfill this requirement. Once additional industry information is obtained, that determination will be made. Please keep in mind that teaming arrangements and partnerships, especially with Small Businesses and Indian Owned Economic Enterprises, or academic health professions teaching programs; are also encouraged. For the initial Team, IHS preference is for a single contractor ( Prime Vendor), to staff the entire Team with each of the required labor categories.
SOOHow many teams are going to be formed, will a single team be expected to travel to the clinics all around the country?Logistics planning purposes. Likely assessing the notice with the intent to provide one (1) highly mobile teams, or teams by region. It is anticipated that a single team will be formed at the onset of performance. Pending results and antipcated need, the ability to scale this requirement for additional teams is prevalent. It is anticipated that a single team will be formed at the onset of the contract period of performance that will be available to service at least one federal or tribal location in the SOO. However, due to the increasing number of confirmed or suspected COVID-19 cases across Indian Country, it is likely that more than one location may require a team at the same time, and 100% coverage, per Task 2, is required at each location. The number of team or teams needed will depend on the contractor’s management approach identified in Task 1, to ensure adequate resources are available each of the locations in the SOO to meet all task areas. RFI responses must address the organization’s capabilities to staff an initial team, but scale the requirement to add additional team members, and/or additional team(s), should the needs arise.
SOOWill background clearance be expedited? If so, in what way-how long do you anticipate before a person is cleared to start working?Related to how quickly they can hire, onboard and get an employee performing under the award requirement.Yes, background clearance and credentialing will be expedited for conditional approvals. However, the full clearance etc. will be completed at a later date. See Attachment 3 for additional information.Yes, IHS is following the Office of Personnel Management guidance for onboarding contractors during the COVID-19 Public Health Emergency. While the federal background clearance process to determine suitability for employment is a separate process from the IHS medical staff credentialing and privileging process, each Critical Care Response team member (contractor employee), will need to submit complete and timely files as required in order to expedite the government review. Both processes will occur in parallel. IHS encourages contractors to seek candidates who will likely be successful to obtain federal background clearance in an expedited timeline, or who already have a federal security clearance. Refer also to Task 2.7.3 and Attachment 3 as a guide.
SOO/Attachment 1If we put together – x number of teams, would they be amenable to a “team” being flexible to location but still move from location-to-location w/in a geographical local area? Such as i.e. New Mexico and Arizona or all Alaska facilities, or OK, SD, and ND?Related to question #3. Two separate vendors submitted the question. Likely taking a the goegraphical region approach to secure a standdardiazed rate per Region/Area.Yes, proposal of that approach is acceptable. However, please specificy the geographical locale/location area(s).Yes, the approach proposed in this question is acceptable. In addition, RFI responses must specify the geographical locales/specific facilities which would be serviced, if this approach is selected.
SOOAre you willing to multiple award this contract, so if we are not able to provide RT but can provide all the other team members, is that allowable?Multiple Award Schedule type contract is possible, but would ideally beg eared toward full teams that can address needs in specific Areas. Teaming arrangments and partnerships are the recommended alternative if an offeror is not able to fully meet the requirement, especially for a certain Area/Region.A Multiple Award Schedule type contract is possible. Teaming arrangements and partnerships are the recommended alternative if an offeror is not able to fully meet the requirement, especially for a certain Area/Region or for a specific labor category. For the initial Team, IHS preference is for a prime contractor to staff the entire Team with each of the required labor categories. Respiratory Therapist is a required labor category for the contract.
General/Attachment 1Can we identify which sites have onsite housing available?Impacts proposal rates for medical specialties. The intent is to award non-personal services contracts with all-inclusive rates (housing, food, taxes etc. covered by the contractor. However, for those rural/remote locations that go have Government housing but no private housing available within a reasonable commuting distance, a seperate rate may need to be considered.Sites with onsite housing available will be included with a resulting RFQ, should one be issued.Onsite housing is not available at most locations in the SOO. If government or other onsite housing is available, that will be discussed after contract award before deploying a team to a specific location. In the event an RFP is issued, offerors must provide all-inclusive fixed price rates, which includes the costs for lodging all Critical Care Response Team members.
GeneralHow soon will the companies know if they are selected?Likely related to planning/logistics/staff courcing.Once a RFP is issued and proposals are evaluated, award(s) will be issued promptly.Once a RFP is issued and proposals are evaluated, award(s) will be issued promptly.
