3 B.1. Type of Contract Can clarification be provided as to what extent bidders can partner with a non-IEE subcontractor as part of our bid?

The American Indian (AI) or Alaska Native (AN) small business prime contractor must provide at least 50% of the contract cost for personnel if the IDIQ contract is ultimately awarded to the AI/AN or ISBEE set-aside.

Will subcontractors be approved at the IDIQ or the Task Order level?

If it is known at time of proposal submission that a particular subcontractor will be utilized, that information can be provided. However, each task order will stand-alone as to subcontractor utilization.

Please clarify that for task orders awarded under the IDIQ, a subcontractor other than an Indian economic enterprise can be subcontracted with, for up to 50% of the subcontracted work, after following the contractors Indian Preference processes to first identify applicable Indian economic enterprises.

The small business prime contractor must provide at least 50% of the contract cost for personnel.

9 C.3.3.2 Contract Administration

In the referred section on page 9, the statement, “The Contractor will meet with the COR and IHS within 10 working days of contract award […] is different from Required Deliverables in Section F, under Deadline column, “Within 7 days of contract execution.” Which is the correct deadline to follow in writing the technical proposal? Both sections state 7 days.

56 L.1 Content of Technical Proposal Are there any other proposal specifications besides Times New Roman 11 and no more than 25 pages for Technical Capability and Management Approach/Key Personnel to be aware of?

As with any proposal, ensure that your proposal adequately conveys your ability and approach to meet the projected contract scope.

56 L.1. Content of the Technical Proposal The solicitation states, “The technical proposal shall be single spaced and the font size shall be no smaller than Times New Roman – 11.” Will tables, exhibits, graphics, charts, and appendices be allowed to be a font smaller than 11-point?

Yes, you may use your discretion and present tables, exhibits, graphics, charts, and appendices in the most convenient font size. However, it is the contractor's responsibility to ensure that the materials are able to be seen clearly. Otherwise, there is a risk that some important material may be overlooked.

The solicitation states, “At a minimum, offeror shall submit a proposed Section 508 Annual Report that’s in compliance with the performance of the contract.” Will the proposed 508 annual report be allowed to be excluded from the technical page limitations and included as an appendix?

Yes, contractors may provide this requirement as a separate attachment.
