Wastewater Improvements for the Grindstone Indian Rancheria

California Area Office, Indian Health Service

1. Abstract

California Area Indian Health Service (IHS) has a need for a contractor to complete wastewater improvements for the sewer lift station for the Grindstone Indian Rancheria (Tribe). This work will be completed per the terms of the Memorandums of Agreement for Projects CA 05-L62 and

CA 19-E75 between the IHS and the Tribe.

This contract will be advertised as a firm fixed price contract per the terms of the Bid Schedule.

2. Background

The Grindstone Indian Rancheria’s lift station lacks a permanent backup power source, rendering it vulnerable to sewage overflows in the event of a commercial power outage.

Additionally, the sewage pumps are in poor condition and the variable frequency drive motor controllers are undersized. The Indian Health Service is constructing these facilities for the Tribe in accordance with two Memorandums of Agreement for Projects CA 05-L62 and CA 19-E75 between the IHS and the Tribe.

3. Objective

Work of the Project includes construction of backup power facilities and upgrades for an existing sewer lift station on the Grindstone Indian Rancheria. The work includes the following:

A. Removal of two existing sewage pumps and installation of two new 5-horsepower sewage pumps. (Old pumps should be returned to the Tribe.)

B. Replacement of two existing 7.5-horsepower variable frequency drives (VFD’s) with two new 10-horsepower VFD’s for sewage pumps listed above.

C. Installation of 15 amp duplex GFCI receptacle within control panel and replacement of in-ground electrical junction box near control panel.

D. Installation of 250-gallon propane storage tank, pipe bollards and high pressure fuel line with primary and secondary regulators from propane tank to generator location.

E. Installation of 25 kilowatt (kW) propane generator, including concrete pad, automatic transfer switch, all wiring and propane gas connections.

F. Programming, troubleshooting, repair, testing and startup of sewage pump lift station.

G. Minimum eight (8) hours of training for up to four individuals on all aspects of lift station operation and maintenance, including backup power system.

H. Establish a 5-year maintenance and service agreement for the generator.

I. Fully functioning sewer lift station with back-up power supplied.

The attached Project Manual and Construction Plans provide more detail about the complete scope of work for this Contract.

4. Period of Performance

The period of performance is 120 days for substantial completion – facilities installed and functioning properly. A total of 150 days is allowed for full contract completion – to include minor punchlist items, operator training and execution of five-year service agreement.

Liquidated damages at a rate of $965 per day will be charged for each calendar day that the contract exceeds the period of performance, unless the delay is the result of circumstances beyond the control of the contractor (e.g. weather, Owner-caused delays).

5. Quality Control

The Government will perform periodic and milestone inspection of construction, as well as a comprehensive final inspection to ensure that construction is completed in accordance with this contract’s plans and specifications. The Contracting Officer’s Representative will oversee the inspection process.

6. Place of Performance

The work will be performed at the Grindstone Indian Rancheria’s sewer lift station. The Tribe’s address is:

Grindstone Indian Rancheria

3600 Phil’s Way, County Road 305

Elk Creek, CA 95939

The work will take place at the sewer lift station, shown in the attached Construction Plans as well as the Exhibits of the Project Manual. During construction there may be a need to make entry into the lift station, which will require necessary confined space equipment.

7. Type of Contract

The Government intends to issue a firm fixed price type of contract based on unit prices awarded. Payment will be based on actual quantities installed or services performed. Minor in quantities differences (less than 20% deviation from amount in Bid Schedule) will be resolved based on unit prices and actual quantities installed. Significant changes in work will require a formal contract amendment.

8. Post Award Conference / Periodic Progress Meeting(s)
