About this file

This document contains an amendment to a federal solicitation for parking lot maintenance work at the Cheyenne River Health Center in Eagle Butte, South Dakota. The amendment provides answers to vendor questions, clarifying that epoxy markings will be acceptable instead of thermoplastic as specified, and that the project should include a fog seal applied over the chip seal work. The solicitation seeks repair and maintenance of the health center's parking facilities, including crack repair and chip sealing of the parking lot estimated to have over 9,000 linear feet of cracks, replacement of weathered signage, and repair of damaged fencing for the staff parking lot. Offerors must acknowledge receipt of this amendment by the specified date and time. The period of performance is 180 calendar days and pricing is estimated between $500,000 to $1,000,000. This is a full and open competition under NAICS code 237310 for highway, street and bridge construction, with a size standard of $45 million and requirement for small business subcontracting plans from large business awardees. The soliciting agency is the Department of Health and Human Services Indian Health Service.

Solicitation: 75H70124R00005 Amendment 00001 4 January 2024

QUESTIONS AND ANSWERS

Q1. I have a question regarding the pavement markings calling for thermoplastic on the new chip sealed roads and lots. The only thermoplastic used around in South Dakota is the preformed thermoplastic, which needs to be heated and melted into the roadway surface. I have some concerns about using a heat torch on the fresh chipseal as it may damage the surfacing. Epoxy markings are currently specified for the parking stalls and was wondering if epoxy markings would be acceptable instead of the thermoplastic markings.

A1. Epoxy markings will be acceptable.

Q2. Will this just a chip seal, or would you like a fog seal overtop as well?

A2. The project should have a fog seal overtop as well.

Q3. Do you know the approximate total lengths of cracks within the parking lot?

A3. An estimate from 2021, was calculated at 9200 LF.
