About this file

This document is an amendment to Solicitation 75H70124Q00021 for Electrical Safety Review, Training, and Reporting services for six facilities in Washington, Oregon, and Idaho. The purpose of the amendment is to answer questions, revise the technical proposal requirements, and extend the quote due date to May 23, 2024.

The scope of work requires the contractor to evaluate the existing electrical systems at five Indian Health Service (IHS) clinics and one youth treatment center, complete an arc flash study and report, review electrical safety policies, and provide on-site training on arc flash awareness and lockout/tagout procedures. The work must be completed within 20 weeks after contract award. The procurement is set aside for small businesses under NAICS code 238210, with a size standard of $19 million. The contract will be awarded on a best value basis considering technical capability, past performance, and price.

Amendment A00001 – SF 30, Block 14 (Cont’d)

1. The following questions received in response to this solicitation have been answered:

NO. QUESTION ANSWER

1 A second site visit may be required to perform the required scope of effort. Is this allowable?

The contractor must perform a minimum of one site visit to each location. Offerors have the flexibility to propose additional site visits as a part of their technical approach.

2 Is there a particular software that must be used to perform the modeling and analysis?

No particular software is required.

3 Would you like an arc flash model as a deliverable?

An arc flash model is not a required deliverable

4 Is the “Schedule Overview” in Section C a recommendation or a requirement?

All work, inclusive of all submittals, must be completed within the total period of performance (POP) of 20 weeks.

The number of weeks between tasks is a recommendation.

The contractor is expected to perform all work diligently in order to complete on schedule. The contractor must be prepared for the NTP to be issued within two weeks after award.

5 Will there be a pre-bid site visit? No pre-bid site visit is planned due to the number of locations.

If you have any site specific questions, please reach out to the

Contracting Officer at toby.hayden@ihs.gov

6 With proper coordination with the established clinic point of contacts, is it possible to schedule the clinic site visits on consecutive days?" For example, visit one clinic on Tuesday, one on Wednesday and one on

Thursday in the same week. This will help expedite gathering the field data and maximize the calculation time to meet the POP.

Yes, this should be possible. The contractor may provide a preferred schedule and IHS will do all it can to accommodate within normal business hours and days. No after-hours work, weekend work, or holiday work is permitted.

7 Are we able to combine staff training sessions between different sites? Since the number of staff to be trained appears to be quite small at each location, we believe it would be more efficient for staff from the Wellpinit, Spokane, and Nespelem locations to combine into a single training. (SOW, pg 6)

Training sessions must take place at each site in order to address site-specific equipment and questions.

8 What is the skill level of staff to be trained? Are they qualified electrical personnel? We recommend any facility managers/supervisors be included in the training. (SOW, pg 5-6)

Generally, staff are maintenance people, not electricians.

Facility managers and supervisors are included in the training numbers. Staff will need to understand the implications of

Arc-flash evaluation, recommendations, and be able to share with contract electricians who may be doing electrical installation and repair. Staff need to be able to recognize electrical hazards; understand what they as maintenance staff can energize and de-energize safely at their site (with or with-out PPE); and know what they should call an electrician for

(for example, is it safe for the facility manager to energize the main clinic breaker?). Besides the Healing Lodge of the

Seven Nations, these are small ambulatory health clinics.

9 Are there local contractors who typically work on the sites that should also be included in safety training?

(SOW, pg 5-6)

No, contractors will not be part of safety training.

10 Are installation codes based on NFPA 70, and if so which edition is required? (SOW, pg 5)

Installation code is based on NFPA 70. The most currently published edition is required.

11 The SOW states, “Utilization of Tribal individuals will be a requirement of hiring goals for a set craft or skill level.” Could you clarify this requirement? Are we required to employ Tribal individuals to complete this work? Or are we simply required to contract

You are not required to employ Tribal individuals to complete the work. You are encouraged to employ Tribal individuals if additional labor is required to accomplish this contract.

Contact the TERO office for each site to determine their specific requirements (see paragraph H.7.). TERO is not mailto:toby.hayden@ihs.gov

Tribal workers if we need additional labor beyond our in-house staff? (SOW, pg 13) applicable at the Western Oregon Service Unit or the Healing

Lodge.

12 Will we require a separate business license from each

Tribal office, or is there one encompassing TERO license that will cover us for all sites? What is the typical processing time for a TERO business license?

(SOW, pg 13)

It is the sole responsibility of the contractor to comply with

TERO requirements and fees. See paragraph H.7. of the solicitation for the TERO contacts for the Tribes with TERO offices. Each TERO office may have differing requirements and fees that apply to the portion of work being performed within their area of responsibility.

13 Task A in the Scope of Work mentions drawings “for each of the five locations”. Could you confirm there are actually six locations that require this work?

(SOW, pg 5)

That should read "for each of the six locations". There are five Federal sites and one non-Federal site (The Healing

Lodge of the Seven Nations) for a total of six sites. The SOW lists six site addresses and provides six electrical drawing sets under "J01 Electrical Diagrams".

14 Our company’s safety policy requires a safety backup person when performing energized inspections and data collection. Will the client be able to provide an

NFPA-qualified safety backup with proper PPE for each location, or should we plan to provide that personnel ourselves?

We do not have NFPA qualified backup people. The contractor would need to provide.

15 Are the existing standby generator(s) to be included as part of the base bid arc flash study & electrical review/assessment & training?

Yes, existing generators are included.

16 Please clarify if all panels, including subpanels (or only the main service panels), will require Arc Flash labeling.

Labeling must meet NFPA 70E requirements

17 Please clarify whether it will be acceptable to provide motor contributions at 4 times their rated current.

Labeling must meet NFPA 70E requirements

18 Can we assume that the equipment at the facilities will be allowed to be accessed (i.e. pulling panel covers or equipment covers off to verify equipment and wiring characteristics) by qualified personnel without a utility or power shutdown, or will outages need to be scheduled and performed for this work?

The contractor will have access to the facilities and equipment. If outages are determined necessary, they must be coordinated in advance with the COR and Facility Manger.

19 If outages are required for site equipment investigations, will this work be able to be performed during normal hours or will it be required to be performed after hours?

If required, the outage may take place during normal hours in coordination with the COR and facility staff. The qualified electrical contractor will need to make the determination of the need for outages.

2. Section L, paragraph L.3. is revised to add an additional quote requirement under Factor I: Technical Capability and increase the page allowance:

5) Two examples of similar projects performed to include project name, customer name, location and client point of contact.

The SOO is limited to eight (8) single sided pages; 12pt font, Times New Roman.

3. Section M, paragraph M.1. is revised as follows (change in RED text):

Factor I: Technical Capability

Evaluation of Factor I will be a subjective assessment of the offeror’s technical approach to effectively perform the work required by this solicitation. To be considered acceptable, the offeror’s Statement of Objectives (SOO) must demonstrate a clear understanding and compliance with the requirements set forth in Section C and experience performing projects of a similar scope. Offerors must provide all the information required by Section L for this Factor. Failure to submit a SOO and address any of the submission requirements may result in an UNACCEPTABLE rating and possible elimination from further consideration for contract award.

4. The quote due date is extended to unchanged at May 23, 2024 at 2:00 P.M. PT.

5. All other terms and conditions remain unchanged.

Offerors are reminded to acknowledge all amendments when submitting a quote in accordance with the RFQ requirements. A conformed copy of the solicitation is provided below.

SECTION C. STATEMENT OF WORK

I. OVERVIEW

A. OBJECTIVE

The contractor shall evaluate the existing electrical systems at five Indian Health Service (IHS) clinics and the

Healing Lodge of the Seven Nations youth treatment center. The contractor shall complete a full clinic arc flash study with panel labeling, complete an arc flash report and review each sites’ current electrical safety policies, complete onsite training on Arc Flash awareness, and Lock out tag out (LOTO) training. Ensure clinic electrical hazards are identified and Facility Staff know what the industry best practice is for handling electrical equipment safely (such as but not limited to main power breakers, HVAC motors, what to do if power is lost to the building, etc.). The reports and training will be used to both confirm and help local Facility staff update clinic policy on work place electrical safety.

B. BACKGROUND

The five current Federal IHS health clinics and Healing Lodge of the Seven Nations were built before Arc flash was as much of a concern. IHS wants to review current electrical safety programs, identify any hazards, complete site training, and make sure staff are aware of any hazards. Current NPFA 70 will be the leading document that the contractor must use for analyzing the clinic Electrical Safety Program.
