About this file

This amendment to solicitation 75H70123R00068 provides responses to contractor questions regarding the Big Bend Sewer Renovation project for the Department of Health and Human Services Indian Health Service. The responses clarify that Fernco couplings cannot be used and require Romac 501 couplings instead. All existing sanitary sewer pipes are PVC. Eight-inch pipes will connect manholes except for the line between MH-7 and MH-8, which is four inches. At least ten feet of pipe must be replaced at each manhole inlet connection, including nine additional inlets requiring replacement of approximately ninety feet of eight-inch and four-inch pipe beyond what is indicated on drawings. Exterior joint collars for manhole installation must be Cretex External Chimney Seal or approved equal. The proposal due date of November 3, 2023 remains unchanged.

RFI Response:

1. For connections to existing sanitary, can Ferncos be used instead of the Romac 501 couplings specified? If any of the existing is clay, I’m not sure how well that would hold up with a heavy duty coupling style such as this. Typically for gravity sewer pipe, Ferncos are all I ever see to use in specs. I can send submittals if needed.

Ferncos are not permitted on IHS projects. Sewer Transition Couplings must be Romac Industries 501 Straight and Transition Coupling for Sewer or Approved Equal per Section 02530 – Sanitary Sewer of IHS CSI Specifications.

The offeror shall provide the brand name product referenced in the solicitation. If offering an “equal”, the offeror shall provide a second proposal, in addition to the brand name proposal, clearly indicating the product being offered is an “equal”. The offeror shall include information sufficient to evaluate “equal” products.

2. Is it known what kind of material the existing sanitary pipe is? PVC or possibly clay?

All existing material is PVC.

3. Are all the existing sewer main sizes expected to be 8” for the connections?

All existing sewer mains are expected to be 8-inch with the exception of the sewer line that runs between MH-7 and MH-8 – it is 4-inch. MH-7 is slated to be replaced, however, existing MH-7 was poured with an 8-inch inlet and fitted with a boot that reduces the inlet to 4-inch.

4. Anytime a manhole is replaced, will every invert need to have at least 10’ of PVC pipe stubbed out and then connect to existing? Or just where the plans show a darkened black line signifying new pipe? Just trying to determine the number of connections to existing sewer main there will be. I came up with 4, when only going off of darkened lines being shown.

It is approximated that at least 10 L.F. of pipe will need to be replaced for each invert/connection. The dark lines (proposed sewer pipe) indicate the pipe that needs replacement due to the pipe itself being in poor condition – not pipe that is part of the manhole replacement. There are nine (9) additional inlets that are incidental to manhole replacement; therefore, there is approximately 90 L.F. (80 L.F. of 8-inch and 10 L.F. of 4-inch) of replacement that is not called out on the drawings (8-inch: MH-2 x2, MH-4 x2, MH-5 x1, MH-9 x2, MH-10 x1; 4-inch: MH-7 x1).

5. Do sanitary manholes need chimney seals?

Yes. Exterior joint collars must be Cretex External Chimney Seal or Approved Equal per Section 02532 – Sanitary Sewer Manholes of IHS CSI Specifications.
