QUESTIONS AND ANSWERS

Q1: Volume I, Technical Proposal ii – Format and Content) C. Summary of Technical Proposal (pg. 53)

• What specific information is requested for the Summary of Technical Proposal? Is this equivalent to a Technical Summary? If yes, is this included in the 10‐page limit?

A1: The Technical Summary is a document that provides a short, descriptive summary of how the offeror intends to perform the work identified in the Scope of Work within the period of performance stated in the solicitation. The Technical Summary shall be part of the 10‐page limit but will not be evaluated as a separate factor. Failure to submit a Technical Summary may result in an Unacceptable Rating.

Q2: Factor 2: Past Performance (pg. 54) “Offerors shall not include nor incorporate by reference into their proposal PPQs previously submitted for other proposals.”

• Are we allowed to use previous PPQ’s for the projects listed so long as they contain the same required information and/or are already on the same PPQ‐0 form or is it required to have new PPQ’s filled out specifically for this solicitation?

A2: New PPQ’s shall be submitted specifically for this solicitation.

Q3: Will the Government consider experience and past performance of affiliate and/or tribally‐owned sister companies as Offeror experience as long as we demonstrate they will perform major and critical aspects of the requirement and demonstrate that the company will clearly affect contract performance?

A3: Add the following as the last paragraph to Section L:

“If an Offeror is utilizing experience or past performance information from any entity that does not match the name, CAGE code, and / or Unique Entity ID (UEI) of the Offeror exactly as stated on the SF 1442 (e.g. affiliates, subsidiaries, parent companies, sister companies, etc.) the proposal shall clearly demonstrate how that entity will have meaningful involvement in the performance of the contract and specifically address which resources are being committed to the contract. Failure to comply with this requirement or failure to adequately demonstrate meaningful involvement and commitment of resources on behalf of that entity may result in that experience and past performance information to be considered not relevant and may result in an Unacceptable Rating. This explanation shall be provided in paragraph (h) of Attachment J05, Company Specialized Experience Form, as applicable for each project.”

Q4: The current Solicitation Number: 75H70123R00045, Emergency Generator, Clinton, OK shows Small Business set‐aside with North American Industry Classification System (NAICS) code 238210 and Small Business size or the associated size standard for this procurement is $19 million. We respectfully request that IHS consider a reassignment of this project NAICS code from 238210 to 236210 for the following reasons:

Since the Clinton Indian Hospital is a clinic and administration building, we feel it would fall into the industrial definition. The definition would of course include electrical projects.

A4: The NAICS shall remain 238210.
