SF30 CONTIUATION OF BLOCK NARRATIVE
SUMMARY OF CHANGES
The solicitation is hereby amended (A00003) to address the following:
1. Respond to RFQ inquiries received in addressing the solicitation package.
(Inquiries 0001-0008 answered in A00001; Inquiries 0009-00223 answered in A00002; Inquiries 0024 – 0026 answered in this amendment A00003)
INQUIRY 0001: (A00001)
Are you anticipating the firms who apply for this to offer all of these services in-house or would you accept a team of qualified partners?
RESPONSE:
Either option is acceptable as long as all services stated within the consolidated SOW can be accomplished during the term of the contract.
INQUIRY 0002:
Typically, for an SF330 Submission, the consultants are listed in the under the Prime as a consultant/ team member in the document since that is how the document is designed.
Is this separate SF330 only a requirement for Joint Ventures and the entities associated with it?
RESPONSE:
In this specific case, one (1) SF330 Part I is required and shall be filled out per the instructions on the SF330 (i.e., every firm, including the joint venture itself listed). A separate SF 330 Part II is required for the Joint Venture itself and the individual partners making up the joint venture and/or prime A-E firm(s) and every subconsultant (i.e., a SF330 Part II is required for every firm included in the team and should match the team listed in Part I of the SF330).
INQUIRY 0003:
Can you confirm whether or not MEP is required in-house for the Prime or can we prime as an architecture firm and include MEP as a subconsultant?
RESPONSE:
As stated in the solicitation, ”Mechanical, Electrical, and Plumbing (MEP) design services provided in-house under the prime A-E firm may be rated more favorably”.
INQUIRY 0004:
Are SBA certifications required to propose on the RFP or can we self-certify and provide documentation that we are both women owned and native American owned?
RESPONSE:
Only registration within SAM.gov (and having a SAM UEI number, pending or final) is required at the time of submission. Please review the announcement for the requirements of a Native American owned firm and any Native American owned firms proposed as subconsultants.
INQUIRY 0005:
Are there any meetings planned or other due dates besides the solicitation due date?
RESPONSE:
There is no pre-solicitation meeting as this is just a request for qualified Architect-Engineering (A-E) firms to submit Standard Form 330 (SF330) Architect / Engineer Statement of Qualifications for Architectural and Engineering Services for IHS facilities located nationwide. The questions due date is listed under Pre-Qualifications Inquiries. “Pre‐Qualification Inquiries will be accepted up to 5 days prior to due date of the qualifications.”
INQUIRY 0006:
Will the Cover Page, Table of Contents, and SF 330 Pt. II's be included in the page count?
RESPONSE:
As stated under Instructions to Offerors, indexing tabs are excluded from the page count. The cover page is also excluded from the page count. SF330 Part II’s are included in the page count.
INQUIRY 0007:
Is there a required font type or size?
RESPONSE:
There is no required font type or size. The only requirement is that it must be legible.
INQUIRY 0008:
Our firm will be submitting CPARS in place of Past Performance Questionnaires. Should these be submitted as a separate document or placed at the end of the SF 330 package following Part II's?
RESPONSE:
If a firm chooses to submit CPARS in place of Part Performance Questionnaires, they should be submitted under Factor 4.
INQUIRY 0009: (A00002)
On the Pre- Solicitation, Page 5 states at the end of the document that “The prime A-E SHALL have MEP in house and self-perform these disciplines”. The solicitation however states that Preference will be given to firms with MEP in house. Is in house MEP a requirement, or a preference of this opportunity?
RESPONSE:
Refer to answer 0003.
INQUIRY 0010:
Factor 3, Section 3 of the solicitation states that 3 documents are needed to get Indian preference. There is also a 60 page limit for the sf330. Are the Indian documents needed for preference included in the 60 page count of the SF 330; or should the Indian preference documents be attached in a separate file in the emailed submission along with the SF330 as to ensure all firms (Indian or not) all have the full 60 pages of the SF 330 to use for their qualifications and firm information for an equal evaluation?
RESPONSE:
The 60-page limit does not include the documents required for Indian Owned Firms. This paragraph under Section 3 in the RFQ has been updated to reflect this.
INQUIRY 0011:
Factor 4, Section 4 lists the Past performance requirements of PPQ’s to be submitted. There is not a requirement of how many projects should be listed in Section F of the SF330 reflecting past performance.
Is there a minimum/maximum/ required number of projects you would like to see in the SF330 that show relevant experience so that all forms are evaluated equally?
RESPONSE:
The RFQ has been updated to reflect a submission of at least three (3) but no more than six (6) relevant projects.
INQUIRY 0012:
Factor 6, section 1 &2-Geographic Capability- States there are 12 IHS regions nationwide, and that the offeror should state where they are best prepared to offer services. There are several documents online that list regions but all are very different by not showing 12 regions, not specifying the names of the regions, etc. Can you please provide an official listing or map of the IHS regions for firms to determine the areas/ regions referenced accurately?
RESPONSE:
A map of the IHS 12 areas has been provided for reference and is included as the last page of this amendment.
INQUIRY 0013:
We are requesting clarification on Factor 3, item #2 regarding in house Mechanical, Electrical and Plumbing (MEP). While firms that have in house MEP may have a higher rating according to the evaluation criteria, no other discipline is rated favorably if provided in-house. Since this is a ISBEE small business set aside, this may impact the ability to comply with this "favorable" requirement. Using sub consultants for engineering services can be efficiently provided if familiar and through use of technology. Sub consultants who are familiar with the locality, may also be better able to respond in a region. Please confirm rationale for including in-house MEP as a higher rating.
RESPONSE:
As the RFQ announcement states, this is 100% set aside for small businesses.
INQUIRY 0014:
Can you please provide a sample of the contract/master agreement that we would be signing with IHS if selected?
RESPONSE:
As stated in the announcement, up to twelve (12) of the most highly rated firms selected will receive the solicitation for pricing.
INQUIRY 0015:
Factor 4. Past Performance - "While submission under this factor is not required, if a firm so chooses, firms shall have clients complete Past Performance Questionnaires (Attachment 2)." Can you confirm that the offeror does not need to submit PPQs OR CPARS for this RFQ?
RESPONSE:
Amendment A00001 was supposed to revise this language; but this language is now corrected with Amendment A0002. The announcement has been revised to remove this sentence and revise to, “Firms shall have previous clients submit Past Performance Questionnaires for design and construction projects that are the same as the projects included in its proposal for Factor 2 (Specialized Experience) if not available in the Contractor Performance Assessment Reporting System (CPARS) by having clients complete Past Performance Questionnaires (PPQs) (Attachment 2).”
INQUIRY 0016:
Would you please advise if there are any resources available for contacting Prime consultants that are bidding on this project?
RESPONSE:
The offeror can view the Interested Vendors List on sam.gov for potential Prime contractors.
INQUIRY 0017:
According to the document, it states packages must include: (2) the submission requirements contained in Section 4 (Paragraphs 1-6). Is Section 4 (Paragraphs 1-6) considered: 4. Evaluation Criteria?
If so, can you clarify what paragraphs 1-6 are as there are only 3 paragraphs before it breaks down into Factors.
RESPONSE:
Section 4 is the Evaluation Criteria where the 6 evaluation factors are listed. Paragraphs 1-6 are the evaluation factors themselves.
INQUIRY 0018:
In reference to Factor 6. Geographical Capability, Paragraph 2. Do we list the geographical areas by priority, 1-12, or by listing projects we have executed by region?
RESPONSE:
However the firm chooses, if singular, both or more options are provided, as long as it’s clearly explained and intent provided, if applicable.
INQUIRY 0019:
Respectfully request the response date be moved to 12 April 2023. There have been a number of delays in source selection from the government and as a result there a quite a few responses due at the same time as yours.
RESPONSE:
Unfortunately, due to a tight schedule, we are not able to move the response date to 12 April 2023. This amendment will extend the response date to 30 March 2023.
INQUIRY 0020:
Is the Project Manager required to be a licensed architect or engineer?
RESPONSE:
No.
INQUIRY 0021:
How many projects can be submitted as part of Section F?
RESPONSE:
The RFQ has been updated to reflect a submission of at least three (3) but no more than six (6) relevant projects.
INQUIRY 0022:
In Section F, do pages with photos and captions count toward the page limit?
RESPONSE:
As stated in the announcement, submission packages for each firm is limited to 60 pages exclusive of indexing tabs, project photos or drawings with brief captions, Indian Owned Firm documentation listed under Factor 3 and Past Performance Questionnaires submitted.
INQUIRY 00223:
Can more than 5 PPQ’S be included in the response?
RESPONSE:
As stated in the solicitation, “The offeror shall submit a minimum of three (3) with a maximum of five (5) past performance questionnaires submitted by their clients.” The government will not evaluate more than five (5) past performance questionnaires.
INQUIRY 0024: (A00003)
When emailing PPQs separately from our SF330 package, do the forms need to be sent directly from each client? Is it acceptable for our firm to submit the forms attached in one single email to shaukat.syed@ihs.gov?
RESPONSE:
As stated in the solicitation, “The completed PPQs are to be submitted with the firm's SF330 package or the client may submit directly to Shaukat Syed, via email to shaukat.syed@ihs.gov if the client so chooses”. It is acceptable to submit the forms attached in one single email.
INQUIRY 0025:
Would you please advise if firms could go as a Subconsultant for one team and also submit another proposal as Prime?
RESPONSE:
If the firms are qualified, then they can submit as a Subconsultant for one team and also submit as a prime on another proposal.
INQUIRY 0026:
In the RFP for Factor 2 - Specialized Experience and Technical Competence, Item 1 - It indicates that we are limited to at least three (3) but not more than six (6) project examples.
Should the projects we describe in Factor 2 match the projects in Section F - Example Project and are we limited to three (3) minimum and six (6) maximum projects in section F
RESPONSE:
Correct. The projects described in Factor 2 should match the projects in Section F and are limited to at least three (3) but no more than six (6) projects in Section F as stated in the solicitation.
The PROPOSAL DUE DATE remains the same; Offers are due by 2:00 pm (CST) on 30 March 2023.
Pre‐Qualification Inquiries will be accepted up to 5 days prior to due date of the qualification. Therefore, questions received after March 25 will not be answered.
NOTICE TO OFFERORS: Offerors must acknowledge receipt of any and all amendments by number and date on their cover letter in their offer or by submitted a signed copy of the SF30. All other terms and conditions remain unchanged.
