SF30 CONTIUATION OF BLOCK NARRATIVE

SUMMARY OF CHANGES

The solicitation is hereby amended (A00005) to address the following:

1. Respond to RFQ inquiries received in addressing the solicitation package. This is a consolidated list of inquiries received and are presented and answered as follows (A00001 answered questions 0001 to 0008) (A00002 answered questions 0009 to 0023) (A00003 answered questions 0024 to 0025) (A00004 answered questions 0026 to 0029) (A00005 answered questions 0030 to 0034):

INQUIRY 0001: (A00001)

Please confirm if any preliminary site plan and building design has been developed by another AE firm and approved by the stakeholders. If not, then we wish to confirm that you are also looking for program validation, preliminary concept, design charrettes, schematic design and design development phase services prior to construction document services. Also, kindly confirm if any preliminary design drawings are available for review.

RESPONSE:

IHS does not have any preliminary site plan, building design, or design drawings. Refer to the RFQ’s Attachment 3, Draft AE RFP SOW, for a description of the design work to be performed.

INQUIRY 0002:

If two entities have a past working history together (contracting as prime and consultant) but for the purposes of this contracting opportunity choose to form a Joint‐Venture or partnership, which in turn would create a new SAM/UEI number for the newly formed entity, will their work under their separate UEI numbers be considered in the evaluation? Or will only the work they’ve completed as the JV be considered under their new SAM/UEI, which in this case would be no work to show as a JV.

RESPONSE:

For the purpose of your specific question, the answer would be yes to the first question—that if two entities who have worked together in the past, under separate UEI numbers formed a JV (with one UEI), then the past performance and experience of both firms, working both separately and together would be considered. It is important to note as well, that under Factor 2.c., it states that “[d]emonstration of prime and subcontractors previously working as a team on projects submitted under this factor shall be evaluated more favorably.”

INQUIRY 0003:

Would you be able to send me a list of prime contractors that have shown interest such that I can reach out to them and discuss teaming opportunities?

RESPONSE:

IHS does not have a list of prime contractors. Please reach out to firms who have chosen to follow this on SAM.gov under the Interested Bidders list or any firms you’re wanting to team up with.

INQUIRY 0004:

I didn’t see a pre-submittal meeting time/day. Can you confirm a meeting day/time or that IHS new process is not conducting a presubmittal meeting for this RFQ. We would like to visit the existing facility.

Who should we reach out to schedule the visit?

RESPONSE:

IHS is not conducting a presubmittal meeting for this RFQ. There are no site visits scheduled nor are any sanctioned.

INQUIRY 0005:

Our company is an 8(a) small business concern but does not qualify as small under the NAICS code for this procurement. Will a small business subcontracting plan be required since FAR 19.702(b)(1) exempts small business concerns from having to provide subcontracting plans?

RESPONSE:

The small business size standard is respective for which the procurement is classified against the NAICS code; therefore, a subcontracting plan will be required for any firm not considered a small business classified under the 541330 NAICS code for which this solicitation is being posted under.

INQUIRY 0006:

If the contract is awarded to a Tribally-owned 8(a) small business that does not qualify as small under this NAICS code, can the prime contract work be applied to the small business subcontracting goals under FAR 52.219-9(d)(1)(i), which allows the work of Tribal companies to be counted regardless of the size of the company?

RESPONSE:

Pursuant to FAR 52.219-9(d)(1)(i), [s]ubcontracts awarded to an ANC or Indian tribe shall be counted towards the subcontracting goals for small business and small disadvantaged business concerns, regardless of the size or Small Business Administration certification status of the ANC or Indian tribe.

Also, the apparent awardee’s subcontracting plan submitted will be reviewed and ultimately approved pursuant to FAR 19.705-4 and 19.705-5.

INQUIRY 0007:

Are the Part II forms included or excluded from the 60 page limitation?

RESPONSE:

Instructions on SF330 says Part II presents the general qualifications of a firm or a specific branch office of a firm, and that Part II has two uses. The 2nd use may be more applicable to this specific project: “2.

Prepare a separate Part II for each firm that will be part of the team proposed for a specific contract and submitted with Part I. If a firm has branch offices, submit a separate Part II for each branch office that has a key role on the team.” Part II will be counted as part of the page limitation.

INQUIRY 0008:

Can you please clarify if the 33.25% combined small business goal is for the subcontracted amount of the contract, or the total contract amount? For example, we are planning to pursue this as a Joint Venture. If our firm and our JV partner were able to accomplish 66.75% of the work as the prime contract holder, then ALL remaining work would have to be subcontracted to small businesses if your number is based on total contract amount. – Please note this is a purely theoretical scenario for illustration purposes. But, we do request the clarification so we can plan our team accordingly.

RESPONSE:

The 33.25% combined small business goal would be 33.25% of the total contract value; so, in the specific theoretical example, the assumption is correct, assuming the small business subcategories are all met as well. Clarification—the small business subcategories are a part of the overall 33.25% combined small business goal, not in addition to.

INQUIRY 0009: (A00002)

The RFQ requires firms to submit SF330 Part I, Part II, and the submission requirements contained in Section 4 (Paragraphs 1-7), Evaluation Criteria tabbed and addressed in Part H. Instructions for multiple sections within The Evaluation Criteria appear to ask for repeated information that is to be included in the

SF330 Parts A-G. Will a reference to these previously included items be sufficient to meet this evaluation factors in Part H (i.e. Professional Qualifications and Experience and Specialized Experience and Technical Competence)?

RESPONSE:

Yes, references to previous sections contained within the submitted proposal, as long as clearly indicated, will be acceptable. Clearly indicated means an obvious and easy to understand reference contained within the proposal. If referencing information is not easily found from that reference point, the proposal may be rated less favorably.

INQUIRY 0010:

The RFQ requires firms to submit SF330 Part I, Part II, and the submission requirements contained in Section 4 (Paragraphs 1-7), Evaluation Criteria tabbed and addressed in Part H. The Evaluation Criteria listed under Factor 1. Professional Qualifications and Experience, subsection B states: “The offeror shall identify the roles of its key personnel by providing resumes for its proposed key personnel.” Given the 60 maximum page count and the required Key Personnel, is it the agencies intent that proposers repeat resumes previously provided in the SF330 in Part H? Will a reference to these previously included resumes be sufficient to meet this evaluation factor?

RESPONSE:

It is not the intent to repeat information within the proposal. References to previous sections/resumes/etc.

contained within the submitted proposal, as long as clearly indicated, will be acceptable.

INQUIRY 0011:

The RFQ requires firms to submit SF330 Part I, Part II, and the submission requirements contained in Section 4 (Paragraphs 1-7), Evaluation Criteria tabbed and addressed in Part H. The Evaluation Criteria listed under Factor 2. Specialized Experience and Technical Competence, subsection A states: “The offeror shall submit at least three (3) but no more than five (5) relevant and recent projects to demonstrate specialized experience under this factor.” Given the 60 maximum page count, is it the agencies intent that proposers repeat 3-5 of the projects previously provided in the SF330? Or should proposals include a total of 3-5 out of the 10 standard project in the SF330 Part F? Or are the 3-5 in addition to the 10 standard projects? Will a reference to these previously included projects be sufficient to meet this evaluation factor?

RESPONSE:

No more than 5 projects will be evaluated under Factor 2 and shall be on the SF330 Part F. The SF330 general instructions state, “Present ten projects, unless otherwise specified by the agency” and this RFQ is requesting no more than 5 projects.

INQUIRY 0012:

Per Factor 2. Specialized Experience and Technical Competence, subsection A the RFQ States: “Projects submitted under this factor shall be at least 75% design completed or completed within the last 6 years from the date the RFQ closes.” In this second instance, does “Completed” refer to design complete or construction complete?

RESPONSE:

This question refers to 75% design completed.

INQUIRY 0013:

Will the Whiteriver Service Unit include a Pharmacy?

RESPONSE:

The Draft AE RFP SOW has been amended to include a list of areas/departments and the requirement of a pharmacy.

INQUIRY 0014:

Reference UEI section, can we utilize projects in which the offeror was a consultant as long as we specify scopes that we performed the entirety of (ex. Design Architect, Medical Planning)?

RESPONSE:

Without knowing the context of “reference UEI section”, an offeror can use subconsultant projects with a clear description of the portion the subconsultant performed to demonstrate specialized experience and technical competence.

INQUIRY 0015:

Referring to section 3: SOW - Paragraph C.5.3 and C.8.3 refers to Hazardous survey report and demolition of Buildings 200, 217 and 710. Please provide any information available on size /location / status (in-use/out of commission) etc. on these buildings.

RESPONSE:

Any SOW attachments will be provided to the most highly rated offeror during the Request for Proposal stage.

INQUIRY 0016:

Regarding page limitations, the RFP states "Submission packages for each firm is limited to 60 pages exclusive of indexing tabs, project photos or drawings with brief captions and Past Performance Questionnaires submitted." Can you please specify what "project photos or drawings with brief captions" is considered? Would this apply to section F projects?

RESPONSE:

Yes, project photos and brief captions would apply to Section F projects. Brief is defined as of short duration, usually no more than one sentence.

INQUIRY 0017:

Would you be willing to reconsider excluding the Part II's from the 60 page limitation? The number of part II's can become significant being upwards of 10-15 which is a considerable amount of our page count.

RESPONSE:

Please see response to Inquiry 0007.

INQUIRY 0018:

An email and hard copy are required. Can hard copies be postmarked on January 24 with a window of appropriate time for mailing permitted?

RESPONSE:

Yes, as long as tracking information is provided via email submission prior to the deadline indicated in the RFQ.

INQUIRY 0019:

A resume for a Project Manager wasn’t requested. If we were to include this role in our organization chart, would it be acceptable to include a resume in Section E?

RESPONSE:

The solicitation has been amended to include the requirement of a resume submission for the Project Manager(s).

INQUIRY 0020:

Can we show multiple resumes for key personnel roles? If yes, how will they be evaluated?

RESPONSE:

Yes, please indicate in Section D.

INQUIRY 0021:

Can the organization chart be on 11x17 paper?

RESPONSE:

Yes

INQUIRY 0022:

We are concerned with PQI’s being accepted 7 calendar days before the due date. If hard copies are to be received on January 24th and final PQI responses are published on January 18th, the turnaround time to comply and incorporate changes into our response could be difficult. Can questions be submitted at an earlier date?

RESPONSE:

See Inquiry 18.

INQUIRY 0023:

Factor 1. Professional Qualifications and Experience requests projects that are “at least 75% complete within the last six (6) years from the date the RFQ closes.” Factor 2. Specialized Experience and Technical Competence requests projects that “shall be at least 75% design complete or completed within the last 6 years from the date the RFQ closes.”

Please confirm whether the project eligibility requirements should be the same between both projects and follow the Factor 2 requirements, i.e. be at least 75% design complete or completed within the last 6 years from the date the RFQ closes.

RESPONSE:

The solicitation has been amended to have the same language in Factor 1. and 2.

INQUIRY 0024: (A00003)

Please confirm if existing PPQ’s will be accepted or if IHS is expecting new PPQ’s to be completed using the provided template.

RESPONSE:

We don’t keep the PPQs on/in a file or allow referencing to previously submitted PPQs; so yes, you would either need to submit them with your proposal or have the person filling them out send them directly to us. They don’t have to be “new” PPQs if y’all retain them in your office.

INQUIRY 0025:

Factor 3, Past Performance, Paragraph a states, “For any project submitted under Factor 1 or 2 not in the CPARS, firms shall have clients complete a PPQ for the prime A-E firm.” This will result in ~25 additional PPQs in the SF 330 submittal for projects shown on Key Personnel resumes not included in Factor 2. We request this sentence and requirement be deleted from the Solicitation.

RESPONSE:

The solicitation has been amended at Factor 3 to delete the Factor 1 requirement of PPQs.

INQUIRY 0026: (A00004)

Factor 1, Professional Qualifications and Experience, b indicates that appropriate certification be provided for Medical Planners, who are identified as key personnel.

Please confirm whether certification is required and/or what would be considered as an “acceptable certification” for this role, as there is no industry established/ recognized certification for this role.

RESPONSE:

Factor 1 says, “Key personnel shall include appropriate certification for their respective discipline:…” If there is no appropriate certification for Medical Planners, just note that on the submission.

INQUIRY 0027:

One of the required team roles is stated as “LEED AP BD+C.” As that is more of a certification and not a “role” are you looking for team members certified in LEED AP BD+C or a specific sustainability role?

Please clarify.

RESPONSE:

Yes, we are looking for at least 1 team member to be certified in LEED AP BD+C. This person will be responsible for the LEED requirements for the project. If more than 1 team member is LEED AP BD+C certified, the LEED workload can be shared among these team members, but one person must be designated as the person responsible to oversee the LEED requirements for the project.

INQUIRY 0028:

Regarding specific roles for the project: is it appropriate to list “enhanced services/team members” on the org chart that do not appear on the Section E resumes nor Section G matrix?

RESPONSE:

Yes, that is acceptable.

INQUIRY 0029:

Could you provide a list of socioeconomic standings list (SBE, SDVOSB, etc.) appropriate to this solicitation?

RESPONSE:

This procurement is open to both large and small businesses. For subcontracting opportunities for large businesses, a subcontracting plan will be required to be submitted in the RFP phase of this procurement.

For this phase, we have provided the minimum socioeconomic subcontracting goals in the 3rd paragraph of Section 3 – Submission Requirements where it starts with “Large business firms shall convey their intent to meet the minimum small business goals on the SF330…”.

INQUIRY 0030: (A00005)

If the part I form does not fit on one page, does the second page count towards the page limitation or can it be considered an 11x17 similar to the org chart?

RESPONSE:

The part I form is a 5 page (8.5x11) section on the form from GSA of which additional pages can be attached: https://www.gsa.gov/forms-library/architect-engineer-qualifications 11x17s are just for org charts, pictures, and formats that don’t fit a regular letter page.

INQUIRY 0031:

In Section 4. Submission Requirements. It states, “The evaluation factors listed below shall be tabbed/bookmarked accordingly and addressed in Part H of the SF-330.” Could you explain what you mean by tabbed/bookmarked accordingly? Does the physical copy need to have 3D tabs?

RESPONSE:

On the SF330, H. Additional Information says “Attach additional sheets as needed.” When addressing the evaluation factors in H., the additional sheets need to be tabbed/bookmarked to align with the Factors in the RFQ.

INQUIRY 0032:

Is a Cover Letter required? If a Cover Letter is required, does it count towards our page count?

RESPONSE:

A cover letter is not required, and it will not count towards the page count.

INQUIRY 0033:

Do signed SF30’s count towards our page count?

RESPONSE:

No, signed SF30’s will not count towards the page count.

INQUIRY 0034:

Based on other federal contracting opportunities, we have learned that securing a UEI# has become lengthy process due to the current backlog of submissions under review. If a prime offeror or subcontractor’s UEI# application still has a “pending” status with SAM.gov at the time of this submission, will the offeror or subcontractor qualifications remain in consideration for contract award until the review process is completed and UEI# provided? Or will the entity be considered ineligible for award because no UEI# was provided at the time of submission?

RESPONSE:

IAW FAR 4.1102(a), as long as proof of SAM registration is submitted with the proposal, even if pending, the entity will be in compliance. This proof will not count against the page limitation and shall be explained in a cover letter and included in this section of the qualification submission.

The PROPOSAL DUE DATE is unchanged: Offers are due by 2:00 pm (CST) on 16 February 2023, unless changed by an amendment to this solicitation. NOTICE TO OFFERORS: Offerors must acknowledge receipt of any and all amendments by number and date on their cover letter in their offer or by submitted a signed copy of the SF30. All other terms and conditions remain unchanged.
