Contractor Questions and Government Responses, Dated 30 June 2022, to Mathison Site – Water
Treatment System:
1. Q: What is the preferred foundation and flooring for the pumphouse structure. Is a gravel and pier and block foundation and wood floor acceptable? Or, is a concrete floor preferred?
A: A concrete floor is required. Section 2.10 of 02512 Individual Water Systems specifies a reinforced concrete slab 4-inches thick.
2. Q: Is a specification available for the diffuser and air pump shown in the drawings?
A: See Attached Specification 02152, labeled Individual Water Systems.
3. Q: It was noted that there is a more cost-effective alignment available for extending underground power to the pumphouse structure.
A: See Attached Revised Bid Schedule which incorporates an increase in quantity CLIN 10 from 150 LF to 190 LF as needed to route the underground electric service in front of the home.
Pricing shall be based on installing the underground electric service in front of the home where easier access will result in a more cost-effective installation.
*As stated within the solicitation, inquiries not received-in by the 29 June 2022 may not necessarily be addressed with Government response(s) herein.*

A. This section includes the installation of submersible pumps, drop pipe, electrical wiring, pressure tanks, water service lines, constant pressure systems, and pitless units from the well to the household or yard hydrant.

2.10 8’ X 8’ ENCLOSURE

B. Enclosure footprint shall be 8 feet by 8 feet, with a minimum wall height of 6 feet.
C. Enclosure’s pressure treated wooden base firmly and permanently mounted to a reinforced concrete slab 4 inches thick

PART 3 - EXECUTION
3.1 SUBMERSIBLE CABLE
A. Securely attach submersible pump cable to the drop pipe every 10 feet using tape.
B. Provide an extra 12 inches of cable under the well cap.
C. Waterproof splices made using correctly sized crimp wire connectors and heat shrinkable sleeves.
D. Test all cables for leakage or shorts using an ohmmeter and correct if not within the tolerance recommended by the manufacturer.
E. Limit the overall voltage drop from the electrical service to the pump motor to 2 percent
3.2 WATER SERVICE LINE AND APPURTENANCES
A. Install water service line of the size and material indicated on the Bid Schedule.
B. Install at the locations shown on the plans.
C. Provide sufficient slack in the water service line to prevent pulling joints apart and to allow for contraction due to temperature changes.
D. Install service line:
1. From the main to a location into or near home.
a. Connect to the home’s existing water stub out if provided outside the home.
b. If sleeve provided, run water line through the sleeve and leave a minimum of
12-inches of piping in the home. Seal space between piping and sleeve to prevent groundwater from entering the home.
c. If no stub-out is provided, cap service line and mark with steel post.

d. For connecting beneath the home, install pipe hangers at a maximum spacing of 6 feet apart for all horizontal copper tubing and 2 feet apart for all horizontal PE pipe inside the home.
2. Bury line consistent with water main depth. Insulate where installed above recommended frost line.
3. Install warning tape 2 feet below finished grade
4. Use compression couplings for all connections.
5. Use stainless steel insert stiffeners for compression connections to PE pipe.
6. No splices or joints are allowed from the point of connection to the main to a point 10 feet beyond any sewer line crossing.
3.3 BURIED CABLE
A. Install all wiring and underground cable (including a copper ground wire connected to the motor) in accordance with local utility regulations, the NEC, applicable state and local codes.
B. No underground splices are allowed.
C. Install in the same trench and at the same depth as the waterline.
D. Control power to each unit with a new fused disconnect switch or manually reset circuit breakers placed in the home, where possible, or otherwise on a power pole near the well.
1. Install lightning arrestor in accordance with manufacturer’s recommendations.
E. Connect underground wiring to the pump cable under the well cap using wire connectors.
1. Provide an extra 12 inches of slack cable under the well cap.
2. Tape connections using waterproof electrical tape.
3. The connections shall be accessible without having to unseat the spool
F. Securely attach the ground wire to the casing with a threaded metal screw tapped into or drilled through the casing
G. Ground the submersible pump and well casing to the panel in accordance with the NEC
H. Extend rigid conduit from the well cap to a point 2 feet below grade.
I. Enclose wiring within the home in rigid or flexible conduit, except wiring running in the floor joists.
1. Neatly cut conduit entrances into the home, seal or caulk when complete.
J. Provide sufficient slack in the wire in the trench to prevent separation of the cable by settlement of the trench.

K. For mobile homes and houses without basements, install underground wire in rigid conduit when placed below the structure.
3.4 PRESSURE TANK AND FITTINGS
A. Place tanks as shown on the plans.
B. No fittings made of galvanized iron, nylon, plastic, or containing lead are allowed.
C. Install tanks as shown on the attached drawings, including pressure gauge (0 – 100 psi), pressure switch, brass elevated tank cross, sample faucet, ¾ inch bronze ball valve and all miscellaneous brass fittings and adapters.
1. Install sample faucet a minimum of 12-inches above finished floor elevation.
D. Use leveling blocks or hangers when installing tanks
E. Connect tank to existing plumbing, if available. In home plumbing installed to the point of connection to existing plumbing shall be done with copper tubing.
F. Install tank so that it can be connected to house plumbing.
G. For tanks with a steel inlet fitting use a dielectric union, installed between the inlet pipe and the brass cross.
H. Install tank and cross such that the tank can be easily removed.
I. Install ½ inch brass pressure relief valve.
J. Wrap the bottom two feet of the pressure tank with reflective bubble insulation.
3.5 BACTERIOLOGICAL TESTING
A. Provide negative bacteriological sample report for water system after system has been installed and flushed, prior to placement in service.
B. No payment will be made for water system until the negative bacteriological sample report has been received.
3.6 POST INSTALLATION PERFORMANCE VERIFICATION TESTING
A. Collect water samples (below) during the latter portion of the filter test and submit them to an EPA certified laboratory. Record date, time and temperature of each sample. Conform to all lab-sampling requirements.

| 3.1 SUBMERSIBLE CABLE |
| A. Securely attach submersible pump cable to the drop pipe every 10 feet using tape. |
| B. Provide an extra 12 inches of cable under the well cap. |
| C. Waterproof splices made using correctly sized crimp wire connectors and heat shrinkable sleeves. |
| D. Test all cables for leakage or shorts using an ohmmeter and correct if not within the tolerance recommended by the manufacturer. |
| E. Limit the overall voltage drop from the electrical service to the pump motor to 2 percent |
| 3.2 WATER SERVICE LINE AND APPURTENANCES |
| A. Install water service line of the size and material indicated on the Bid Schedule. |
| B. Install at the locations shown on the plans. |
| C. Provide sufficient slack in the water service line to prevent pulling joints apart and to allow for contraction due to temperature changes. |
| D. Install service line: |
| 1. From the main to a location into or near home. |
| a. Connect to the home’s existing water stub out if provided outside the home. |
| b. If sleeve provided, run water line through the sleeve and leave a minimum of 12-inches of piping in the home. Seal space between piping and sleeve to prevent groundwater from entering the home. |
| c. If no stub-out is provided, cap service line and mark with steel post. |
| d. For connecting beneath the home, install pipe hangers at a maximum spacing of 6 feet apart for all horizontal copper tubing and 2 feet apart for all horizontal PE pipe inside the home. |
| 2. Bury line consistent with water main depth. Insulate where installed above recommended frost line. |
| 3. Install warning tape 2 feet below finished grade |
| 4. Use compression couplings for all connections. |
| 5. Use stainless steel insert stiffeners for compression connections to PE pipe. |
| 6. No splices or joints are allowed from the point of connection to the main to a point 10 feet beyond any sewer line crossing. |
| 3.3 BURIED CABLE |
| A. Install all wiring and underground cable (including a copper ground wire connected to the motor) in accordance with local utility regulations, the NEC, applicable state and local codes. |
| B. No underground splices are allowed. |
| C. Install in the same trench and at the same depth as the waterline. |
| D. Control power to each unit with a new fused disconnect switch or manually reset circuit breakers placed in the home, where possible, or otherwise on a power pole near the well. |
| 1. Install lightning arrestor in accordance with manufacturer’s recommendations. |
| E. Connect underground wiring to the pump cable under the well cap using wire connectors. |
| 1. Provide an extra 12 inches of slack cable under the well cap. |
| 2. Tape connections using waterproof electrical tape. |
| 3. The connections shall be accessible without having to unseat the spool |
| F. Securely attach the ground wire to the casing with a threaded metal screw tapped into or drilled through the casing |
| G. Ground the submersible pump and well casing to the panel in accordance with the NEC |
| H. Extend rigid conduit from the well cap to a point 2 feet below grade. |
| I. Enclose wiring within the home in rigid or flexible conduit, except wiring running in the floor joists. |
| 1. Neatly cut conduit entrances into the home, seal or caulk when complete. |
| J. Provide sufficient slack in the wire in the trench to prevent separation of the cable by settlement of the trench. |
| K. For mobile homes and houses without basements, install underground wire in rigid conduit when placed below the structure. |
| 3.4 PRESSURE TANK AND FITTINGS |
| A. Place tanks as shown on the plans. |
| B. No fittings made of galvanized iron, nylon, plastic, or containing lead are allowed. |
| C. Install tanks as shown on the attached drawings, including pressure gauge (0 – 100 psi), pressure switch, brass elevated tank cross, sample faucet, ¾ inch bronze ball valve and all miscellaneous brass fittings and adapters. |
| 1. Install sample faucet a minimum of 12-inches above finished floor elevation. |
| D. Use leveling blocks or hangers when installing tanks |
| E. Connect tank to existing plumbing, if available. In home plumbing installed to the point of connection to existing plumbing shall be done with copper tubing. |
| F. Install tank so that it can be connected to house plumbing. |
| G. For tanks with a steel inlet fitting use a dielectric union, installed between the inlet pipe and the brass cross. |
| H. Install tank and cross such that the tank can be easily removed. |
| I. Install ½ inch brass pressure relief valve. |
| J. Wrap the bottom two feet of the pressure tank with reflective bubble insulation. |
| 3.5 BACTERIOLOGICAL TESTING |
| A. Provide negative bacteriological sample report for water system after system has been installed and flushed, prior to placement in service. |
| B. No payment will be made for water system until the negative bacteriological sample report has been received. |
| 3.6 POST INSTALLATION PERFORMANCE VERIFICATION TESTING |
| A. Collect water samples (below) during the latter portion of the filter test and submit them to an EPA certified laboratory. Record date, time and temperature of each sample. Conform to all lab-sampling requirements. |
