About this file

This document contains an amendment to a federal solicitation for construction services. The contractor shall renovate and expand an existing 32.6-acre, six cell wastewater lagoon facility located on Zuni Pueblo lands into a 49-acre, five cell treatment system. Services include furnishing all labor, materials, and equipment for improvements such as renovating existing cells and constructing a new cell. The acquisition is set aside for Indian Small Business Economic Enterprises in accordance with the Buy Indian Act. Offerors must acknowledge any amendments by the specified deadline. The amendment provides clarification on fencing details and corrects elevation data in the construction drawings. The successful contractor must obtain licensing from New Mexico and a business license from the Zuni Pueblo.

QUESTIONS AND ANSWERS

Q1. Per detail 60A on the plans, it states galvanized wire, depicts barbed wire, but then has a drawing depicting razor wire, typically in this application it would be barbed wire. Which should be used?

A1. Installation of three-stands of barbed wire (per TP-6002.D) will be required to form the (1-foot) upper portion of the new perimeter fence.

Q2. Also in the statement of work page 3 is calls for installation of 6 foot high chain link fencing, however on detail 60A it is depicting 8ft fencing plus 1’. If 8 foot is to be used 1 5/8” for the top rail is standard and 1 1/5” is standard for the brace and truss.

A2. The height of the chain-link fencing fabric shall be 6-feet; please disregard the note on Detail 60A indicating the height of the fencing fabric to be 8-feet.

Q3. Do we need to include the Zuni Pueblo Compliance agreement and the Zuni Pueblo Indian Preference agreement with our Proposal, or can this be submitted after award?

A3. Post award. Only the successful contractor will be required to enter into the agreements required by the Zuni TERO Department.

Q4. In the solicitation on page 16, section H.1.c it states the contractor shall obtain a Zuni business license. Is this in addition to the Zuni contractor’s license? Can it also be submitted after award?

A4. The successful contractor must (1.) be a licensed contractor within the State of New Mexico, and (2.)

obtain a Zuni business license from the Pueblo of Zuni. Bidders are not required to obtain the Zuni business license prior to award.

Q5. On sheet 6 of 17 in the construction drawings it states the existing cell floor is at an elevation of:

6,035.5, and on sheet 7 of 17 it states that the “new treatments cells floor elev. =6,235.5. Please confirm that there is not a 200 foot elevation difference and that the existing cell floor is at 6,235.5.

A5. The elevations reported on Sheet 6 for the "Ex. Top of Berm" and "Ex. Cell Floor" are incorrect – there is not a 200’ difference between existing and design elevations. Please disregard the reported values and instead, consider these elevation values in preparing your bids and construction planning efforts:

Ex. Top of Berm Elev. = 6,244.0 (approx.)

Ex. Cell Floor Elevation Elev. = 6,235.5 (approx.).
