QUESTIONS AND ANSWERS
Q1. On the transfer valve structures please confirm 18” DR18 is the pipe to be used with the MJxMJ Plug
Valves.
A1. Confirmed - the contractor shall install 18” diameter PVC C900, DR18 pipe with MJxMJ Plug
Valves to construct the transfer piping.
Q2. On the PVC pipe inlet 18” and 24” what type PVC is this to be?
A2. The 24” diameter inlet piping shall be C900 PVC pipe (in accordance with TP-4003.A.1)
The 18” diameter transfer piping shall be C900 PVC pipe (in accordance with TP-4003.A.1)
The 18” diameter gravity sewer pipe responsible for transferring the treated effluent flows from lagoon outlet to the Wetland Lift Station shall be SDR-35 pipe (in accordance with TP-603.A.1)
Q3. On sheet 17 it is calling out for a 3” sewer air release valve, standard on a 12” line is 2” please confirm this is acceptable, also there is reference to a sheet detail but that detail page isn’t provided.
There also isn’t a bid item for the ARV Assembly on the price schedule.
A3. This project will not include installing an ARV. Sheet 17 depicts the layout of the existing Wetland
Lift Station. The ARV shown on Sheet 17 is an existing ARV, which will remain untouched. The only prescribing actions at the Wetland Lift Station site (shown on Sheet 17) that the Bidders should consider executing are:
“Install New Dual Channel Utrasonic Flow Meter, Connect to Control Panel”
“Remove Ex. Flow Meter, Install Iron Force Main Pipe”
Q4. Do the materials have to be domestic?
A4. Yes. Unless specifically requested and approved otherwise. Approval of non-domestic materials/products will only be justified if non-domestic options are not non-existent.
Q5. On page 10 of the plans there is a note inside of Cell 4 Showing the HDPE Anchor Trench Detail. My question is are there HDPE Anchor pockets in the bottom of Ponds 2-5 of the plans and if so what are the locations and how many will be in each pond. The detail on page 10 shows the GGVL layout? If there are anchor trench pocket's in the bottom of Ponds 2-5 Will the GGVL go underneath the anchor trench pockets.
A5. HDPE anchor trenches will not be featured in New Cells 2, 3, 4 and 5. In New Cells 2 thru 5, the
GGVL system will be featured instead of the HDPE anchor trench. Only New Cell 1 will feature an
HDPE anchor trench. Please disregard the note that states “See HDPE Anchor Trench Detail on Sheet
16” depicted on Sheet 10 of 17.
Q6. Are bidders to submit offers electronically or by mail. Can you please confirm the email or mailing address for submission?
A6. All proposals shall be submitted electronically to matt.sanders@ihs.gov and Andrew.hart@ihs.gov.
Q7. On sheet 6 of 17 it states the existing cell floor is at an elevation of: 6,035.5, and on sheet 7 of 17 it states that the “new treatments cells floor elev. = 6,235.5. I would like to confirm that you don’t intend to lift the cells 200’ and that the existing cell floor will match the designed cell floor, except where noted otherwise.
A7. The elevations reported on Sheet 6 for the "Ex. Top of Berm" and "Ex. Cell Floor" are incorrect.
Please disregard the reported values and instead, consider these elevation values in preparing your bids and construction planning efforts:
mailto:matt.sanders@ihs.gov mailto:Andrew.hart@ihs.gov
Ex. Top of Berm Elev. = 6,244.0 (approx.)
Ex. Cell Floor Elevation Elev. = 6,235.5 (approx.)
Please note these values correlate with the existing surfaces depicted in the cross-sections.
Q8. The .dxf file provided doesn’t seem to contain any existing condition and only contains the proposed conditions. Would it be possible to include the existing conditions the .dxf version, or possibly send us the .dwg file?
A8. Please disregard the provided DXF file from Amendment 04, as it lacks sufficient data to define the existing surface conditions. It appears the existing surface features were lost when IHS converted the
DWG to DXF. A new (corrected) DXF file is provided along with Amendment 05.
Q9. The cross sections on the drawings through the existing cells show about 1’ +/- of sludge to remove.
We have visited the site and it appears that existing cell 1 and existing cell 4 have 3-5’ of sludge. Is it the contractor’s responsibility to quantify existing sludge to be removed above and beyond what is shown in the cross sections found in the solicitation?
A9. Yes, it is the responsibility of the contractors' to estimate the quantity of sludge in the existing cells.
It should be noted that the cross-sections do not portray the depth of accumulated sludge.
Q10. Will the Pueblo consider a draw – down, utilizing existing outlet system, of the existing cells prior to and during Phase 1 construction to reduce dewatering efforts by the contractor?
A10. Yes, the Zuni Utility Department will drain the Existing Cell 4 prior to the onset of Phase 1 construction activities. The successful contractor will be responsible for draining the Existing Cells 1, 2, 3, 5 and 6 to facilitate the prescribed Phase 2 construction activities.
Q11. Supplemental Technical Provisions found in the Scope of Work, page 11 indicates that TP-4004E be replaced with; The top of berms shall be covered with base course. What is the thickness of the base course? Is NMDOT base course acceptable?
A11. The required thickness of the base course applied to the top of the berms (berm access roads) is 3 inches.
Q12. AAIHS/OEHE Technical Provisions are very clear that Moxie 1800 Super Admix is required for sewer manholes. Will Moxie be required for the concrete Discharge Structure as well?
A12. The moxie admixture should not be incorporated to the concrete comprising the Discharge
Structure.
Q13. The AquaTrans AT600 Panametrics Ultrasonic Flow Meter as manufactured by GE is made in
China. Will this be acceptable?
A13. No. Please disregard the specification of the GE AquaTrans AT600 Panametrics Ultrasonic Flow
Meter. Instead, the AquaTrans AT868 Panametrics Liquid Flow Ultrasonic Transmitter as manufactured by GE (or equal) may be installed as a dual-channel flow metering system.
Q14. The AquaTrans AT600 Panametrics Ultrasonic Flow Meter is not available as a dual channel. The spec sheet as they only talk about using one pair of sensors instead of two pair. Will a Dual Channel meter required?
A14. Please disregard the specification of the GE AquaTrans AT600 Panametrics Ultrasonic Flow Meter.
Instead, the AquaTrans AT868 Panametrics Liquid Flow Ultrasonic Transmitter as manufactured by GE
(or equal) may be installed as a dual-channel flow metering system. This product is capable of being installed and operated as a dual channel system.
Q15. Please provide the following requirements for the flow meter: power supply, outputs, area ratings, submersibility, length of cables.
A15. It is the responsibility of the Contractor to determine and implement the necessary electrical controls to support the installation of the Ultrasonic Flow Meter.
