The solicitation is hereby amended (A0002) to address the following:

1. Respond to RFQ inquiries received in addressing the solicitation package. This is a consolidated list of inquiries received and are presented and answered as follows:

(A0001)

INQUIRY 0001:

For the key personnel, specifically “NACE tank inspector”: Do you require a CIP Level 1, CIP Level 2, or CIP Level 3? Or would you accept a coatings/corrosion specialist who is also API 653 certified or are you looking simply for an API 653 Tank Inspector?

ANSWER:

NACE CIP Level 1 inspector. Please see revised Factor 1 language:

a. The offeror shall identify the roles of its key personnel by providing resumes for its proposed key personnel that include credentials, education, registrations, relevant experience, and the role to perform IHS’s requirements. Key personnel shall include licensed professional engineers (e.g., civil/environmental, electrical and geotechnical), professional surveyor, and NACE CIP Level 1 tank inspector.

INQUIRY 0002:

We understand the requirement to clearly indicate the services that, as Prime Contractor, we would self-perform vs. subcontract, but can the Government clarify if the Prime Contractor will be required to “self-perform” 50% of more of the work associated with each Task Order as it relates to the overall requirements with this IDIQ contract?

RESPONSE PROVIDED:

In accordance with FAR Clause 52.219-14, Limitations on Subcontracting (DEVIATION 2019-O0003), self-performance is no longer referred to as the prime contractor. Instead, the deviation states that

“Services (except construction), it will not pay more than 50 percent of the amount paid by the

Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded.” A “”similarly situated entity” means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award and that is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform. An example of a similarly situated entity is a first-tier subcontractor that is a HUBZone small business concern for a HUBZone set-aside or sole source award under the HUBZone Program.” Each individual task order will be required to submit Limitations on

Subcontracting form, which will be an attachment sent to the most highly qualified A-E firms selected chosen to receive to the Request for Proposal (RFP) and each task order will be monitored to be in compliance with this clause.

INQUIRY 0003:

3. Instructions to Offerors: 4th Paragraph “An SF330 (Attachment 1) is also required for each consultant or joint firm”. Our question is “How many copies of SF330 is required for a team with a prime and two sub-contractors? One SF 330 or three SF330 (1 prime + 2 Sub-consultants). Please confirm.

ANSWER:

As the solicitation states, a SF330 is required for each consultant or joint firm; therefore, in the example provided of a prime firm with two sub-contractors, a SF330 would be required for each of the three (3) firms.

INQUIRY 0004:

Factor 1. Professional Qualifications and Experience Bullet c “Offerors shall demonstrate and clearly describe their ability to provide civil and environmental …”. Our question is what is the environmental referring to? Wastewater treatment? Permitting? Water quality sampling and lab testing? Please specify.

RESPONSE PROVIDED:

The environmental component can refer to water treatment, storage, and distribution; water quality sampling and analysis; wastewater treatment, collection, and disposal; and wastewater sampling and analysis. Permitting is not required.

INQUIRY 0005:

2. Set-Aside Information: how many firms are going to be shortlisted? (8-12) or (3-5). Please tell us more.

RESPONSE PROVIDED:

As stated in the solicitation, DES intends to award up to three (3) but no more than five (5) Indefinite

Delivery-Indefinite Quantity (IDIQ) contracts.

INQUIRY 0006:

For this solicitation it mentions the area of focus is NM, CO, and UT. Would a firm be considered if office location is not in one of those states? Our staff are licensed in those states and have past project history in these areas.

RESPONSE PROVIDED:

There is no restriction on where the firm office is located. Factor 5 states that the “offeror shall demonstrate that it can perform all required services as stated in the SOW within the Albuquerque Area

(states of New Mexico, Utah and Colorado).” Demonstration of this experience is through past projects submitted in accordance with this Factor and Factor 1 and 2.

The Factor also states, “the offeror shall provide which geographic areas they are best prepared to provide A/E services, and any areas they would prefer not to provide services, or areas they do not believe they would be able to provide cost competitive services.”

INQUIRY 0007:

Is the scope of services to include water supply (civic and well), water treatment and distribution systems, sewers and septic systems, and solid waste systems?

RESPONSE PROVIDED:

Yes.

INQUIRY 0008:

Are the environmental services required under this contract limited to designing systems and obtaining appropriate permits for systems or that plus managing and designing to minimize or eliminate impacts to the natural environment and remediating disturbed areas with native vegetation?

RESPONSE PROVIDED:

Please refer to the Scope portion of the RFQ solicitation. Overall, the services would include steps necessary to comply with the National Environmental Policy Act, which mandates that we investigate a reasonable range of design alternatives and evaluate the environmental impacts of those alternatives.

However, services will not include permitting nor planning for remediating disturbed areas with native vegetation. Continued on next page.

INQUIRY 0008 RESPONSE CONTINUED:

Please note that each task order issued will have individual scopes of work relevant to the SOW that will be provided to the three (3) to five (5) firms determined most highly qualified to receive the Request for

Proposal (RFP).

INQUIRY 0009:

Standard SF330 submissions include 10 projects completed or in process the designated time frame. How many projects shall be included in the SF330 Section F?

RESPONSE PROVIDED:

There is no limit on the number of projects, only that they must have been completed within the last seven

(7) years.

INQUIRY 0010:

Evaluation criteria Section 4(a) and 4(d) appear to be in conflict with one another. Are past performance questionnaires a requirement? If the answer to question 3 is 10 projects, are the PPQs limited to a maximum of 5.

RESPONSE PROVIDED:

Evaluation criteria Section 4(d) deleted. Please see revised RFQ solicitation. Past performance questionnaires are not required.

INQUIRY 0011:

Further Question on Inquiry 0003: What will be the number of page limits for a firm with three SF

330? 60 pages or 180 pages (60 pages x 3=180 pages)?

In addition to the page limits, we like to know the “Evaluation Criteria” between Prime and Sub-

Consultants? Based on the previous IHS proposal submittal experience, Sub-Consultant experience will not be counted toward the Prime’s experience. Please confirm.

Further, we like to know the engineering disciplines for this RFP. For example, building structural, architecture, electrical, HVAC (mechanical), SCADA control, land survey? As a small business consultant, we are specialized in water and water engineering only, we have to work with other engineering disciplines as sub-Consultants. Please give us the numbers of other disciplines required for this RFP if you can.

ANSWER:

For the 1st question, reference Section 3, Instructions to Offerors that states, “Submission packages for each firm is limited to 60 pages exclusive of indexing tabs, project photos or drawings with brief captions and Past Performance Questionnaires submitted.” Therefore, 60 pages, exclusive of indexing tabs, project photos or drawings with brief captions and PPQs submitted, is the limit for the entire RFQ submission.

To answer the 2nd question, reference Section 4, Evaluation Criteria that states, “Offerors responding are requested to clearly indicate those required services it intends to self-perform and those it intends to subcontract. IHS shall evaluate each potential offeror in accordance with the following evaluation criteria.”

To answer the 3rd question, reference Factor 1. More specifically, specific disciplines will be listed if selected to receive the Request for Proposal.

INQUIRY 0012:

Further Question on Inquiry 0007: The scope of services is to include water supply, water treatment, and distribution systems, sewer and septic system, and solids waste system. Our question is “the solids wastewater system” is referring to the water treatment plant wastes and wastewater treatment biosolids disposal systems?

ANSWER:

The reference is actually to solid waste systems, not “solids wastewater systems”, so this would mean planning and design for open dump site cleanup and solid waste transfer station construction. However, biosolids and effluent management are also possibly components of the wastewater treatment and disposal systems design services referenced in the statement of work but not listed in the inquiry referenced.

INQUIRY 0013

In Section 3(2), Instructions to Offerors, the proposal format instructions indicate "Font size shall be no less than 12 pitch font, single-spaced with 1.5 line spacing..." The term "...single-spaced with 1.5 line spacing..." appears to be contradictory. Is line spacing to be single or 1.5? If 1.5, what does single-space refer to?

ANSWER

The term "single-spaced" means single spacing between sentences (i.e. after periods). Line spacing shall be 1.5.

The PROPOSAL DUE DATE remains unchanged: Offers are due by 2:00 pm (CST) on 18 December

2019, unless changed by an amendment to this solicitation. NOTICE TO OFFERORS: Offerors must acknowledge receipt of any and all amendments by number and date on their cover letter in their offer or by submitted a signed copy of the SF30. All other terms and conditions remain unchanged.
