SECTION C. STATEMENT OF WORK

C.1. Background Information

The Warm Springs Tribe operates four community wastewater treatment systems: Warm Springs Wastewater Treatment Plant

(WWTP) (NPDES [National Pollutant Discharge Elimination System] Permit No. OR0032638), Kahneeta Lagoons (NPDES Permit

No. OR003410), Simnasho Lagoons (non-discharging), and Sunnyside Lagoons (non-discharging). The Tribe has struggled to maintain compliance with the discharge limits of their NPDES permits. Technical assistance services are requested to provide the

Tribe with training, Operation Maintenance (O&M) troubleshooting, and planning support to restore and maintain compliance with the discharge limits.

The Warm Springs Community WWTP is a secondary treatment activated sludge facility constructed in 2001 and serving approximately 500 homes and businesses in Warm Springs. The WWTP replaced a treatment lagoon system constructed in 1966 that was not meeting the Tribe’s treatment performance goals. The Tribe contracted with CH2M Hill for wastewater planning and preliminary engineering for the extended aeration secondary treatment plant with UV disinfection and discharge to Shitike Creek that was ultimately constructed.

C.2. Place of Performance

The services requested are focused on the Warm Springs WWTP, but assistance to the other three community facilities (Kahneeta, Simnasho, and Sunnyside) are within the scope of this contract.

C.3 Period of Performance

The period of performance (PoP) for the Services is 365 days from the date of award.

C.4. Basic Services

The work to be performed under this contract consists of two tasks and one option task. The required tasking shall be performed in accordance with the following table.

Line

Item Task Within

Task 1: Onsite Training and Technical

Assistance

Three site visits within 365 days of date of contract award.

Task 2: Remote O&M Compliance

WWTP process troubleshooting and recommendations

Laboratory equipment needs assessment and training

Operator certification training and testing support

The contractor shall be required to conduct three onsite visits within the contract PoP. To constitute a visit, the contractor’s time onsite must involve a minimum of 10-hours of contact time with Warm Springs’ utility personnel or Indian Health Service (IHS) personnel at the facilities indicated in section C.2. The contractor shall provide continuing education credits suitable for maintaining

State of Oregon wastewater operator certifications to utility staff in attendance. The contractor shall coordinate all onsite services and utility technical assistance with Warm Springs Utility:

For the purposes of this contract, timely is considered providing remote consultation to the Tribe or IHS within 1 week from the date the request for assistance is received. This tasking may require the contractor to review operational records to provide remedies or recommendations to correct WWTP issues. Additional consultation to IHS may be provided for review of scoping for capital improvement projects.
