This solicitation notice is for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide analytic support and technical assistance to the Centers for Medicare and Medicaid Services (CMS). The selected contractor will assist CMS on a wide range of activities supporting models, demonstrations, and reforms affecting Medicare, Medicaid, CHIP, and the uninsured under the Affordable Care Act, MACRA, and other legislation. Services include supporting all aspects of model design, implementation and operations except IT; conducting programmatic, technical and environmental analyses; assisting with applicant review, monitoring sites' progress; designing and conducting primary data collection like surveys; obtaining and analyzing secondary data sources including Medicare, Medicaid and CHIP data; reporting on formative and summative analyses; providing rapid cycle evaluation feedback; and implementing learning systems to accelerate improvement and disseminate best practices. The contractor will work closely with CMS on research, measurement, assessment, design and analysis needs to meet demands of ongoing health system reforms.

This RMADA 2 work may require the expertise of multi-disciplinary staff including, but not limited to, economists, actuaries, statisticians and biostatisticians, epidemiologists, health policy analysts, health services researchers, and other social scientists; physicians, pharmacists, and other clinical professionals; and systems analysts and programmers.
Provided below are examples of types of work that may be performed at the task order level and the skillset necessary to complete the tasks:
• Research Methods and Design o Capacity to develop and execute high-quality, complex, multisite research and evaluation designs
• Primary Data Collection o Ability to design, develop, and administer data collection instruments o Capacity to conduct surveys, focus groups, interviews, environmental scans, and case studies, and to process and analyze the data obtained from these data collection methods
• Secondary Data Collection o Capacity to process and analyze Medicare/Medicaid administrative, claims and encounter data, and other government or commercially available datasets.
o Knowledge of the capabilities and limitations of these data, and experience computing measures and deriving samples relevant to a project o Ability to use Medicare and Medicaid claims data to characterize expenditures and patterns of care among beneficiaries
• Statistical Analysis o Extensive knowledge of relevant methodologies and statistical design including the creation of subsamples, comparison groups, and case mix groups o Capacity to conduct qualitative and quantitative analyses, including complex multivariate analysis, using software packages such as SAS and STATA.
• Subject Matter Expertise o Knowledge of CMS policies, regulations, and governing statutes o Knowledge of the Medicare and Medicaid programs and their current and historical coverage policies and payment mechanisms o Familiarity with the organization, structure, operations, and resources of primary and/or specialty care practices in general and specific to health care delivery systems o Capacity to provide technical assistance or training for demonstration sites and/or other groups or individuals
• Communication o Knowledge in participating in the development of conferences, seminars, or workshops and making presentations at these events o Capable of effectively communicating with individuals representing various professional disciplines and service providers

• Report Writing and Synthesis o Ability to develop options or issue papers with interim and final reports o Ability to synthesize findings from different data collection activities into a cohesive story o Ability to interpret results and translate the results for audiences with and without research backgrounds
• Learning Networks o Ability and experience to develop shared learning activities for award recipients, research participants, and stakeholders o Skilled in improvement science and tools
