SPECIAL NOTICE

FOR

PROVIDER ENROLLMENT AND OVERSIGHT SERVICES

PURPOSE: The purpose of this Special Notice is to have exchanges with industry regarding the upcoming Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS) requirement for the Provider Enrollment and Oversight (PEO) effort.

SUMMARY: The PEO supports the CMS’ Center for Program Integrity’s (CPI’s) task of combating fraud, waste, and abuse across the Medicare and Medicaid programs. Currently, CPI relies on a network of contractors to carry out provider enrollment and screening tasks in the Medicare and Medicaid programs. The PEO Multiple-Award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts will provide a contracting vehicle that is capable of evolving through new regulations and authorities to address Medicare and Medicaid program vulnerabilities and prevent fraud, waste, and abuse in the provider enrollment and screening process.

The requirements under the PEO are critical in supporting the prevention and deterrence of fraud, waste and abuse by completing a thorough evaluation of the provider enrollment and screening processes. The nature of these services requires the expertise of qualified personnel, facilities, equipment, materials, and supplies not otherwise provided by the government, as needed to perform program integrity activities.

The NAICS code applicable to this procurement is 541990 (All Other Professional, Scientific, and Technical Services) with a size standard of $15 million.

A draft PEO IDIQ SOW (Attachment 1) is provided with this special notice. CMS anticipates releasing a draft solicitation prior to this Information Session Conference.

Information Session Conference

CMS will host an Information Session on May 23, 2018 from 1:00 p.m. – 4:00 PM Eastern Time (local, Baltimore, MD) in the CMS auditorium at 7500 Security Blvd, Baltimore, MD 21244. This is a secured area and identification will be required. Please allow extra time to pass through the secure entrance gates. There will also be a YouTube live stream made available for those who are unable to attend in person and for any additional personnel from any companies in attendance.

Interested parties wishing to attend the Information Session in person must respond by May 9, 2018 no later than 12:00 PM Eastern Time (local, Baltimore, MD) using Exhibit 1 of the Special Notice and emailed to PEO2018@cms.hhs.gov. All information under Exhibit 1 to this Special Notice must be provided if requesting attendance. Interested parties will be limited to two (2) in-person attendees per company. You must register as required above or access will not be granted to the Information Session Conference. Please state in your response whether you do or do not agree to disclose your contact information to interested parties. If you agree, CMS will release this information to encourage networking among small and large businesses.

Capacity for this event is limited and attendees will be notified of their successful registration on a first-come first-served basis. Interested parties that are unable to attend in person can still view the Information Session via YouTube by clicking on the following link: https://www.youtube.com/watch?v=hmFMvDvywGs.

QUESTIONS AND COMMENTS: Questions and comments are welcomed prior to the Information Session Conference; however, questions and comments are not required to register for the session. These questions and comments must be submitted to PEO2018@cms.hhs.gov no later than May 15, 2018 by 2:00 PM Eastern Time (local, Baltimore, MD) using Exhibit 2. All contractual and technical questions and comments must be submitted in writing (via e-mail). Telephone inquiries will not be accepted.

Submission of questions and comments will only be accepted when using Exhibit 2 of this Special Notice. Exhibit 2 must be completed in order for CMS to address any comments or questions.

Any questions or comments that result from the May 23, 2018 Information Session are due electronically (using a new version of Exhibit 2 separate from questions/comments prior to Information Session) no later than 4:00 PM Eastern Time (local, Baltimore, MD) on May 31, 2018 to PEO2018@cms.hhs.gov.

THIS IS A SPECIAL NOTICE ONLY. This Special Notice is to publicize the Government’s upcoming requirement as well as engage with industry per FAR 15.201(d). The Government does not presently intend to award a contract, but wants to solicit information from industry. This does not constitute a Solicitation. This Special Notice does not commit the Government to contract for any supply or service. Further, CMS is not seeking proposals through this notice and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Special Notice; all costs associated with responding to this Special Notice will be solely at the interested party’s expense. Not responding to this Special Notice does not preclude participation in any future procurement, if conducted. It is the responsibility of the interested party to monitor www.fbo.gov for additional information pertaining to this requirement.

CMS may or may not choose to contact responders. Such communications would only serve to clarify written responses further. The information provided in the Special Notice is subject to change and is not binding on the Government. This Special Notice should not be construed as a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
