Background and Requirement
The U.S. Food and Drug Administration (FDA), Center for Biologics Evaluation and Research (CBER), Office of Vaccines Research and Review (OVRR), Division of Bacterial Products and Allergenic Products (DBPAP), Laboratory of Bacterial Polysaccharides (LBP), Structural Biology Group, requires acquisition of a modern Circular Dichroism (CD) spectropolarimeter to replace an outdated instrument that is more than 20 years old and is limited to manual, single-sample operation.
The replacement instrument will support studies linking protein secondary structure to biological function, including ongoing research on codon optimization, polysaccharide characterization, and structural biology collaborations across CBER. The instrument will serve as a shared resource for multiple CBER research groups, broadening access to structural characterization capabilities and facilitating inter-laboratory collaborations.
The current instrument requires repeated manual loading, unloading, and cleaning of a shared cuvette for each measurement, creating a significant throughput bottleneck for multi-sample studies such as screening of mutant panels. A modern CD system would shorten acquisition times, reduce sample volume requirements, improve reproducibility, and enable unattended, plate-based automated data collection.
The Contractor shall provide a complete, fully integrated CD spectropolarimeter instrument, including all required accessories, software, computing hardware, installation, calibration, and training as specified herein.
The CD Spectropolarimeter System shall meet or exceed the following minimum technical specifications:

The Contractor’s quote shall also clearly show that the Contractor has selected the appropriate certification under FAR 52.222-48 (see below).

No additional time will be given to an offeror or applicant to correct the document submission and the Government will not inform the offeror or applicant that their submission is non-responsive prior to award. The provision at 52.212-2 Evaluation-Commercial Items (DEVIATION)(RFO Nov 2025) is applicable to this solicitation.
The following subparagraph (a) factors apply:
(a) The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable responsible quoter/offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated on their ability to meet the requirements provided herein. The lowest priced quote will be evaluated first. If the lowest priced quote is not technically acceptable, the next lowest priced quote will be evaluated and so on until a technically acceptable quote is determined.
Technical acceptability will be determined by review of information submitted by the quoter which must provide sufficient technical information necessary for the Government to conclusively determine that the quoted products meet or exceed the technical requirements identified herein.
The Government's determination of technical acceptability in no way relinquishes the Awardee’s contractual obligation to ensure the quoted products meet the FDA’s stated need.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.
