Background:
Office of Applied Microbiology and Technology (OAMT), Division of Food Processing Safety and Technology (DFPST) requires the purchase of a new ICP-QQQ tandem MS system to successfully complete current and upcoming scientific research projects related to elemental analysis of foods. DFPST conducts research on a broad range of topics relevant to food safety and nutrition. Typical research projects including studying how food processing or food packaging affect the levels of inorganic contaminants and/or nutrients in foods, including toxic heavy metals. ICP-QQQ tandem MS systems are commonly used by analytical food chemists to quantitate concentrations of metallic, inorganic, or metallo-organic contaminants and nutrients in foods.
DFPST currently has an aging Agilent 8800 ICP-QQQ tandem MS instrument that is no longer supported by the manufacturer. This equipment is obsolete and does not meet the modern standards of detection, including standards of sensitivity and sample throughput. DFPST requires replacing this equipment to improve the quality of its elemental analysis and promote more speedy completion of project objectives critical to the FDA's mission to protect human health.
Purchasing a new ICP-QQQ will also in the long run save money associated with high maintenance costs of aging equipment and prevent long periods of instrument downtime during repairs, ultimately leading to more efficient completion of project objectives. The replacement system shall be a current-generation ICP-MS/MS platform that incorporates significant hardware and workflow improvements intended to simplify routine operation, improve laboratory throughput, and support long-term operational needs and manufacturer support.
Minimum Technical Requirements:
1. Instrument Configuration
a. System shall be a triple quadrupole ICP-MS (ICP-QQQ) with:
i. Two mass-filtering quadrupoles (Q1 and Q3)
ii. A collision/reaction system positioned between Q1 and Q3
b. System shall operate in MS/MS mode for interference removal
2. Interference Removal and Reaction Chemistry
a. System shall incorporate a dual-cell collision/reaction architecture, or functionally equivalent technology, that combines advanced helium collision capability with an air-based interference-removal mode.
b. Advanced helium mode shall replace the need for multiple helium tune modes, reduce method setup, and maintain effective interference removal across complex sample matrices.
c. System shall provide an air-cell mode, or functionally equivalent capability, that uses ambient air rather than specialty reaction gases for selected difficult spectral interferences.
d. MS/MS reaction chemistry capability shall resolve isobaric and polyatomic interferences.
e. System shall support reactive gases (e.g., H2, O2, or equivalent) when required for applicable analytical methods.
3. Analytical Performance and Productivity
a. High sensitivity and low background suitable for ultra-trace elemental analysis.
b. Stable performance with effective interference removal in complex matrices.
c. Simplified helium-mode operation shall reduce tuning complexity and support faster routine analysis; the offered system shall demonstrate workflow/acquisition efficiency improvements consistent with a reduction of approximately one-third or greater compared with conventional multiple-helium-tune workflows.
4. Sample Introduction System
a. Sample introduction system capable of handling up to 25% total dissolved solids (TDS).
b. System shall support analysis of samples containing up to 25% total dissolved solids
(TDS) while maintaining stable signal, minimal matrix suppression, and routine operation without excessive maintenance or clogging.
5. Advanced Measurement Capabilities
a. Capability to perform precursor ion and product ion scanning.
b. Single particle analysis (spICP-MS) capability including:
i. Real-time acquisition.
ii. Minimum dwell times of approximately 0.1 ms or faster.
iii. Software for particle size and concentration determination.
6. Software and Workflow Requirements
a. Integrated software platform providing:
i. Automated fluidics control.
ii. System parameter monitoring, diagnostics, and alerts.
iii. Automated mass calibration.
iv. Automated sample tuning.

(HPLC) systems for elemental speciation analysis.
8. Autosampler
a. Autosampler with full software integration and control.
b. Capable of increasing throughput and enabling automated sample handling and unattended operation.
9. Required Accessories for Operation
a. Recirculating chiller compatible with ICP-QQQ system requirements.
b. High-purity argon gas supply with appropriate regulators.
c. Any specialty collision/reaction gases and regulators required for the offered analytical configuration; air-based interference-removal operation shall not require a specialty gas supply for that mode.
d. Dedicated computer workstation with current, vendor-supported software.
Installation, Training and Additional System Requirements:
1. The components and equipment shall be newly manufactured, not used or refurbished, or previously used for demonstration.

(g) Items delivered as electronic content must be accessible to HHS acceptance criteria.

The provision at FAR 52.212-2 Evaluation-Commercial Items (Deviation) (RFO Aug 2025).
The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:
(a) The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable responsible quoter/offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.
Quotes will be evaluated on their ability to meet the minimum technical requirements provided herein. The lowest priced quote will be evaluated first. If the lowest priced quote is not technically acceptable, the next lowest priced quote will be evaluated and so on until a technically acceptable quote is determined.
Technical acceptability will be determined by review of information submitted by the quoter which must provide sufficient technical information necessary for the Government to conclusively determine that the quoted products meet the technical requirements identified herein.
The Government's determination of technical acceptability in no way relinquishes the Awardee’s contractual obligation to ensure the quoted products meet the FDA’s stated need.
The Government reserves the right to request additional information or conduct discussions at any time.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Government reserves the right to request additional information or conduct discussions at any time. Once the Government determines the offeror that is the best-suited (i.e., the apparent successful offeror), the Government reserves the right to communicate with only that offeror to address any remaining issues, if necessary, and finalize a contract with that offeror. These issues may include technical, price or other issues.
