This is a Special Notice of Intent to Incorporate Non-MAS (Open Market) Items Over $20,000 on a GSA Federal Supply Schedule Blanket Purchase Agreement (BPA). The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), intends to establish a single-award BPA with an estimated total maximum ceiling value of $9,500,000.00 with target awardee AB SCIEX LLC (Solicitation/BPA Number: 75F40126Q132980). The procurement covers Sciex Liquid Chromatography-Mass Spectrometers (LC-MS/MS) instrument systems, including triple quadrupole MS (QqQ) instruments, Ultra High-Performance Liquid Chromatography (UHPLC) instruments, High Performance Liquid Chromatography (HPLC) systems, wide-range diode array detectors, and nitrogen generator units under GSA Federal Supply Schedule procurement procedures (Classification Code 6640 – Laboratory Equipment and Supplies; NAICS Code 334516 – Analytical Laboratory Instrument Manufacturing).

The Government intends to incorporate open-market (Non-FSS) components estimated at a cumulative value of $3,135,000.00 directly into the final BPA structure. These components include UHPLC system bundles from multiple manufacturers (Shimadzu LC-40 X3, Agilent 1290 Infinity III), diode array detector upgrades, software licenses (SCIEX OS Acquisition, Qual, and Quant Workstation Software E-License), training services (Success Plus Personalized On-Site Applications Hub Operator Training and 3-Day Technical Introduction to Triple Quad Course), computer workstations, peripherals, infrastructure items (uninterruptible power supply, network equipment), and installation/calibration services. The notice satisfies public dissemination requirements under FAR 5.101(a) for non-Schedule components exceeding $20,000. All non-Schedule items will be labeled as individual open-market line items upon final award with mandatory commercial contract clauses incorporated. Price reasonableness will be verified by the Contracting Officer prior to final BPA execution. Interested parties may contact Contracting Officer Suzanne Martella at suzanne.martella@fda.hhs.gov no later than 09/24/2026 at 09:00 AM Central time. This notice does not constitute a request for competitive quotations, and no separate open-market solicitation will be issued.

MARKET”) ITEMS OVER $20k ON GSA FEDERAL SUPPLY SCHEDULE (FSS) Blanket Purchase Agreement (BPA)

Solicitation/BPA Number: 75F40126Q132980 Target Awardee: AB SCIEX LLC Classification Code: 6640 – Laboratory Equipment and Supplies NAICS Code: 334516 – Analytical Laboratory Instrument Manufacturing

The purpose of this notification is to meet the public dissemination requirement under FAR 5.101(a) to publicize a proposed contract action expected to exceed $20,000 for Non-MAS components incorporated into a Federal Supply Schedule Blanket Purchase Agreement (BPA).

1. Notice Purpose and Authority

The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), hereby issues this Special Notice. The Government intends to establish a single-award Blanket Purchase Agreement (BPA) with an estimated total maximum ceiling value of $9,500,000.00 utilizing GSA Federal Supply Schedule procurement procedures in accordance with FAR 8.401 for the purchase of Sciex Liquid Chromatography-Mass Spectrometers (LC-MS/MS) instrument systems – specifically, triple quadrupole MS (QqQ) instruments, Ultra High-Performance Liquid Chromatography (UHPLC) instruments, High Performance Liquid Chromatography (HPLC) systems, wide-range diode array detectors, and nitrogen generator (NG) units. This public notice satisfies the statutory requirement to synopsize the incidental, non-Schedule components greater than $20,000.00 that are anticipated for incorporation into the upcoming BPA framework, which will be anchored to the Federal Supply Schedule contract held by AB Sciex LLC.

2. Disclosure of Non-FSS (Open Market) Components

To deliver a turn-key instrumentation framework that satisfies the FDA’s mission requirement, the Government intends to incorporate a subset of Open Market (Non-FSS) components estimated at a cumulative value of $3,135,000.00 directly into the final BPA structure.

In compliance with the regulations governing Federal Supply Schedule modifications under FAR 8.401, the Contracting Officer provides the following disclosures:

• Incidental Nature: All open-market items included under this BPA are ancillary and incidental to the primary Federal Supply Schedule equipment and software streams.

• Full Regulatory Compliance: All applicable acquisition regulations pertaining to the purchase of commercial items not on a Federal Supply Schedule are being strictly followed for this component subset, including the public synopsis requirements of RFO 5.101(a) and commercial contracting methods under FAR Part 12.

• Price Reasonableness Verification: Prior to the final execution of the BPA, the prices of the open-market components will be evaluated, and a formal determination of price reasonableness will be certified by the Contracting Officer based on competitive commercial market analyses.

• Administrative Efficiency: The consolidation of these open-market items within the primary GSA FSS vehicle provides a logistical and financial cost-savings benefit to the Government. This single-vehicle approach eliminates duplicate procurement cycles, reduces contract administration overhead, and ensures native system compatibility across the laboratory network.

• Source Labeling: All non-Schedule items will be clearly and explicitly labeled as individual open-market line items upon final award, and all mandatory commercial contract clauses applicable to open-market supplies will be incorporated into the final order.
