Requirement

The US FDA, National Center for Toxicological Research (NCTR) Office of Scientific Coordination, Veterinary Services has a requirement for mini swine housing pens. The pens must be configured to allow safe socialization of mini swine between multiple pens. The pens require a removable area for piglet warming during farrowing. In support of the FDA’s mission, NCTR conducts studies of the biological processes associated with toxicology and behavioral pharmacology to support the FDA Mission. Mini swine pens with socialization and farrowing capabilities are critical components of our daily operations. The FDA requires 16 mini swine pens with socialization and farrowing capabilities to fill two housing rooms in building 62, with the option to purchase additional 16 pens to fill the two other housing rooms in the future. This option shall be to purchase 16 additional pens within 365 days of the base contract. The pens must be collapsible to allow full sanitization through the building’s cage washer.

Minimum Requirements for the Mini Swine Caging:

1. The cages shall be collapsible for unoccupied transport. Cages shall securely lock into the fully expanded position for occupancy and fully lock into the collapsed position for safe transport.

2. Cages shall have the capability to lock together at the front and rear of the cage to allow 2 or more cages to continuously be used for socialization.

3. Cages shall be 304 stainless steel with all exposed surfaces smoothed to prevent injuries.

4. All welds shall be continuous and smooth for durability and to protect the animals from sharp edges.

5. The cage unit(s) shall be supported on stainless steel 5” casters that are 2” wide. All casters shall have locking brakes. Casters shall have sealed bearings and wheels shall be made of durable materials that can withstand high temperatures (180°F) and chemicals (detergent, acid).

6. There shall be a minimum 10” clearance from the floor to the bottom of the cage(s) (maximum 12”) to facilitate cleaning.

7. The internal dimensions of the cage(s) shall be a minimum of 4 ft by 6 ft (excluding space for feed bowl) with 5 ft tall walls. The external dimensions of the cage(s), including all handles, shall not exceed 53.5” x 78.5”.

8. The cage flooring shall be GREY pultruded fiberglass grating T-bar with a bonded grit anti-skid surface. (Yellow flooring is NOT acceptable.) The maximum gap between the top of each T-bar shall be 3/8”. (Commercially available from multiple vendors).

9. Cages shall be placed in the room with the long side (6 ft) against the wall and the short side (4 ft) connecting for socialization. The front of the cage shall have a full height door (“personnel door”) on the left side (when facing the front of the cage) and a guillotine door on the right side (when facing the front of the cage).

10. The full height door (“personnel door”) shall contain a solid 1-1.5 ft high panel containing a single slide in/out opening for a 4-quart feed bowl. The feed bowl shall be reinforced to be able to support the weight of full grown minipigs if they stand on the feed bowl. Above the solid panel, a vertical bar panel shall complete the full-sized door. Vertical bars shall be spaced appropriately for mini swine. The hinges on the main cage door shall be fitted so that the door will swing out FLAT (flush to the front of the cage) when opened from the outside. The full height door shall also contain a latch on the inside of the door in order to fully close the door to prevent animal escape while personnel are performing animal husbandry duties inside of the cage with the animal present. This latch shall be at least 4 ft high from the cage floor.

11. The front guillotine door shall have a latching system that securely holds the door open and securely holds the door closed.

12. The back and part of the front of the pens shall be composed of high-pressure laminate incorporating thermoneutral resins for the first 2 ft from the floor. (Commercially available from multiple vendors). The side (4ft) wall shall be made of a combination of bars and panels to allow socialization and sound control. These panels shall be thermoneutral, have sound attenuation properties and be durable against water and chemicals (detergency, acid). Both side walls shall have socialization doors that can be locked open or closed. Lock shall be animal proof. The socialization doors shall self-store. It is preferable for control of opening or closing of the socialization doors to be at the front of the cage.

13. All pens shall have automatic watering lixits and be compatible with commercially available automatic watering systems (examples include Avidity and SE Laboratories). These shall be adjustable from floor level to 2 feet from the cage floor near the front of the cage and the lixit shall have the ability to be removed, if neededd for safety during minipig anesthetic recovery.

The lixit cannot be located within the area which will be blocked off for piglets during farrowing.

14. The pen shall have removable panels to allow the piglets an area to escape and for external heat. The piglet panel shall be solid and extend from the front of the cage (incorporating the guillotine door but not the human door) to the right side panel at an angle. The piglet panel shall be 3 feet high and have a 5”x10” piglet hole in the middle bottom of the piglet panel for the piglets to access their area. The panel shall securely attach to the front and side wall of the cage. The side cage wall of this piglet area shall be composed of high-pressure laminate incorporating thermoneutral resins for the first 2 ft from the floor to retain heat. The piglet panel shall be no more than 25 pounds in weight to facilitate ease of placement and removal.

15. The piglet area shall have a secure location for attachment of a heat source.

16. The contractor shall deliver and install the cages in the 62 housing area, and the contractor shall provide the end users with onsite training on the use of the caging upon the first delivery.

17. At a minimum, cages shall be covered by a 12-month warranty which shall commence upon delivery and installation of the cages.

Delivery shall not be scheduled during Federal Holidays or Federal Closures as determined by Executive Orders or opm.gov. Federal Holidays are as follows:

(a) Any offeror responding to this solicitation must comply with established HHS Information and Communication Technology (ICT) accessibility standards. Information about Section 508 is available at https://www.hhs.gov/web/section-508/index.html.

(b) The Section 508 accessibility standards applicable to this solicitation are stated in the clause at 352.239-79 Information and Communication Technology Accessibility. In order to facilitate the Government’s determination whether proposed ICT supplies, products, platforms, information, and documentation meet applicable Section 508 accessibility standards, offerors must submit an appropriate HHS Section 508 Accessibility Conformance Checklist (see https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-52#FAR_52_225_2 https://www.acquisition.gov/far/part-25#FAR_25_105 https://www.acquisition.gov/far/part-25#FAR_Part_25 https://www.hhs.gov/web/section-508/index.html https://www.hhs.gov/web/section-508/accessibility-checklists/index.html) or an Accessibility Conformance Report (ACR) (based on the Voluntary Product Accessibility Template (VPAT) see https://www.itic.org/policy/accessibility/vpat), in accordance with the completion instructions.

The purpose of the checklists and conformance reports are to assist HHS acquisition and program officials in determining whether proposed ICT supplies, products, platforms, information, and documentation conform to applicable Section 508 accessibility standards. Checklists and ACRs evaluate—in detail—whether the ICT conforms to specific Section 508 accessibility standards and identifies remediation efforts needed to address conformance issues.

(c) If an offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies, products, platforms, information, documentation, or services support delivered do not conform to the described accessibility standards, remediation of the supplies, products, platforms, information, documentation, or services support to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.

(d) In order to facilitate the Government's determination whether proposed ICT supplies meet applicable Section 508 accessibility standards, offerors must submit an Accessibility Conformance Report, in accordance with its completion instructions and tailored to the requirements in the solicitation. The purpose of the Report is to assist HHS acquisition and program officials in determining whether proposed ICT supplies conform to applicable Section 508 accessibility standards. The template allows offerors or developers to self-evaluate their supplies and document, in detail, whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues. Instructions for preparing the HHS Section 508 Evaluation Template are available at https://Section508.gov/.

(e) In order to facilitate the Government’s determination whether proposed ICT services meet applicable Section 508 accessibility standards, offerors must provide enough information to assist the Government in determining that the ICT services conform to Section 508 accessibility standards, including any underway remediation efforts addressing conformance issues.

(f) Respondents to this solicitation must identify any inability to conform to Section 508 requirements. If an offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies or services delivered do not conform to the described accessibility standards, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.

(g) Items delivered as electronic content must be accessible to HHS acceptance criteria.

Checklist for various formats are available at https://Section508.gov/. Materials, other than items incidental to contract management, that are final items for delivery should be accompanied by the appropriate checklist, except upon approval of the Contracting Officer or Contracting Officer’s Representative. - (End of provision) -https://www.hhs.gov/web/section-508/accessibility-checklists/index.html https://www.itic.org/policy/accessibility/vpat https://section508.gov/ https://section508.gov/

If the offeror or applicant submits documents that contain macros, macro referenced files, and/or executable files, the Government will not be able to view or open such documents and the submission will be considered non-responsive to the solicitation. No additional time will be given to an offeror or applicant to correct the document submission and the Government will not inform the offeror or applicant that their submission is non-responsive prior to award. It is the offeror’s or applicant’s responsibility to ensure all electronic documents are submitted without the use of macros.

(a) The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable responsible quoter/offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated on their ability to meet the requirements provided herein. The lowest priced quote will be evaluated first. If the lowest priced quote is not technically acceptable, the next lowest priced quote will be evaluated and so on until a technically acceptable quote is determined.

Technical acceptability will be determined by review of information submitted by the quoter which must provide sufficient technical information necessary for the Government to conclusively determine that the quoted products meet or exceed the technical requirements identified herein.

The Government's determination of technical acceptability in no way relinquishes the Awardee’s contractual obligation to ensure the quoted products meet the FDA’s stated need.

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for any/all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoter’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
