About this file

This document contains questions and answers regarding Amendment 1 to a federal solicitation for a Bulk Liquid Gas Storage System and Ultra High Purity (UHP) Nitrogen Gas. The key details are:

The solicitation is for replacing an existing 3,000-gallon bulk gas tank, with an estimated 32 monthly deliveries over the contract period. The existing concrete pad can accommodate the new tank, but the vendor is welcome to inspect it. The annual estimated volume is 68,400 hundred cubic feet (hcf). The incumbent contractor's contract expires on 12/31/2024, and the government requires the new contract to start immediately after, without any lapse in service. The solicitation allows a minimum of 15 calendar days after award for installation, but the government will consider a 90-day transition period to accommodate competitive offers, as long as there is no disruption in gas service.

1) Please confirm if the requirement is to replace an existing tank or if this is a new installation/new bulk tank. If existing, what is the historic number of monthly deliveries for 2024.

Response: We currently have an existing bulk tank contract in place. The current contract expires on 12/31/2024. Historic number of deliveries averages around 2-3 monthly. Solicitation has been updated to estimate 32 deliveries per period. The Government will pay for actual deliveries required during the performance period which could be more or less than the estimated 32 deliveries.

2) The concrete pad size cites that it is 9-foot, 8-inch x 9-foot, 8-inch. Can the FDA provide an engineering stamp that the existing pad has engineering and safety approval for a new 3,000-gallon bulk tank installation?

Response: The pad has been in place for 10+ years, and currently has a 3,000-gallon tank installed on it. There are not any engineering stamps for the current pad, but the vendor is welcome to conduct an onsite inspection if necessary.

3) Please provide pictures of the location

Response: See pictures below.

4) Is the unit of measure hcf for the annual estimated volume of 68,400, hundred standard cubic feet or standard cubic feet.

Response: The abbreviation should be “hcf”, “hundred cubic foot”.

5) An award to the non-incumbent incoming vendor may require several weeks lead time. RFQ cites installation upon 15 calendar days after award. Please confirm if the FDA will allow for a minimum of a 90-day transition to allow for competitive offers.

Response: The current contract expires 12/31/2024, 90 days will leave us with 3-4 months w/no contract. This would be unacceptable. Any disruption in gas service would cause a lapse in most analytical services at the lab. Should the vendor that is awarded the contract be different than the current vendor, it would be required to request coordination between the two companies for removal and installation of the tanks to eliminate a lapse in service. The replacement would need to be within a few days of 1/1/2025 based on the coordination of the contractors with approval by the Government. The Government cannot go without gas service.
