About this file
This document is an Amendment 1 Questions and Answers (Q&A) for Request for Quote (RFQ) 75F40125Q00448 for FDA Digital Surveillance & Intelligence Subscription Services. The RFQ seeks a software subscription service for digital intelligence and surveillance, with specific requirements including U.S.-based and English-language content, modular monthly reporting across five mission use cases, and automated reporting. The proposal due date has been extended to Tuesday, September 23, 2025 at 2:00 PM Eastern Time, with a base period from September 30, 2025 to September 29, 2026. The contract does not require key personnel, onsite presence, or onboarding, and there is no incumbent or planned transition.
The Q&A clarifies several key details, including that the 10-page technical proposal (Volume I) does not include the price volume (Volume II), and the monthly intelligence reports should be delivered as distinct deliverables for each use case without multilingual analysis. The FDA is primarily focused on acquiring a digital surveillance tool that provides automated reporting focused on U.S. content, with no requirement for analyst-authored qualitative analysis or global digital signals.
