The first question inquired whether this is a new contract, to which the government confirmed it is an entirely new effort. The second question addressed why the requirement was not being solicited through the GSA Schedule, despite the item being commercially available. The government responded that per FAR 8.004(a)(1), GSA Schedule use is not mandatory, and after conducting market research on GSA Advantage!, they could not identify FSS contractors capable of fulfilling all of their specific requirements.

Request for Quotation (RFQ) No. 75F40125Q00182, Amendment 1 Attachment B – Questions and Answers

Vendors’ Questions and the Government’s Answers Regarding RFQ No. 75F40125Q00182

Question #1: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer #1: This is an entirely new effort.

Question #2: As a GSA Schedule holder, we wanted to kindly inquire if there is a specific reason this requirement is not being solicited through the GSA Schedule, given that the item is commercially available and listed on Schedule.

Answer #2: Per FAR 8.004(a)(1), the use of Federal Supply Schedules (FSS) is not mandatory.

The Government considered using FSS and conducted a search of GSA Advantage! as part of its market research. However, the Government was not able to identify FSS contractors that could fulfill all of the Government’s requirements.
