About this file

This document is a Questions and Responses related to a Request for Quote (RFQ) for a quantity of five (5) TSE 700500-MFC-OUT-002 (or equal) Electronic Mass Flow Controllers (MFCs) to support Center for Tobacco Products (CTP) animal inhalation studies at the National Center for Toxicological Research (NCTR) in Jefferson, AR.

The RFQ was issued by the Department of Health and Human Services Food and Drug Administration Office of Acquisition and Grant Services. The MFCs will be used to control the aerosol sampling airflow rate and will communicate with the TSE Daco System. The required flow rate is 2.0 NL/min of air, with the inlet at ambient pressure and the outlet connected to a vacuum source. Potential offerors must meet the minimum requirements stated in the RFQ and provide the country of origin for the quoted products. Offers will be evaluated in accordance with FAR Clause 52.212-2.

RFQ: 75F40124Q123814-1: TSE 700500-MFC-OUT-002 (or equal) Electronic Mass Flow Controllers (MFCs)

Questions and Responses

1. We need the model code for this item. The information sent (TSE 700500-MFC-OUT-002) looks to be the tag number for the existing MFCs. Please send me any additional information you have available.

Response: See below picture of one of the MFCs in the system.

2. Can you tell me about your project and what you’re trying to achieve?

Response: The MFC will be used in the inhalation exposure system. The MFC will be connected to TSE Daco System to control the aerosol sampling airflow rate.

3. What role will this device have in your application Response: The MFC will be connected to TSE Daco System to control the aerosol sampling airflow rate. The computer with TSE Daco System (software and hardware) will communicate with the MFC.

4. What gases will be used in this process (if any) apart from Air Response: Just Air

5. Will the flows have anything corrosive or with high temperatures or water present Response: Prior to the MFC, the sampling aerosol will be filtered by particle filter and charcoal filter.

6. What will the supply pressure to these devices be, and will there be any back pressure on them Response: The inlet pressure (pressure in the inhalation exposure chamber) is ambient pressure. The outlet of the MFC is connected to the vacuum source.

7. I see you need a maximum of 2 LPM of flow. Is this a volumetric or mass flow rate Response: 2.0 NL/min air.

8. How do you plan on communicating with and controlling the device? Analog I/O, front panel display, USB comms

Response: The MFC will be connected to TSE Daco System to control the aerosol sampling airflow rate. The computer with TSE Daco System (software and hardware) will communicate with the MFC. The signal is 0-10 V with a 15-pin Sub-D connector.

9. I am not familiar with G ¼’’ connectors, could you please clarify what type of connector this is?

Response: British parallel threads are often referred to as “G” threads
