Statement of Work

Laboratory Gas Supply Services

CDER-2024-123830

I. Background:

The Office of Product Quality Research (OPQR) has an important regulatory role evaluating the quality of drugs and drug products. To facilitate lab-based research evaluation of drug and drug products, two research facilities of OPQR namely White Oak-64 and Ammendale facility employs numerous analytical- and manufacturing-based instruments. Many of these instruments require chemical gases (liquid and/or compressed gas) for laboratory operation. Some instruments require highly purified inert gases (e.g. helium or argon) to move an analyte through the system. Other instruments use gases as fuel (e.g. hydrogen). To this end, OPQR requires ongoing laboratory gas supply and re-supplying services to maintain its ongoing research operations for both its White Oak and Ammendale locations. These services are required approximately 2 times monthly or as needed. Gas tank rentals are required for the delivery and storage of gases and must be supplied by the vendor for consumption by OPQR research facilities.

II. Requirements:

• Vendor shall deliver requested compressed and liquid gas tanks to both the FDA

White Oak campus and the FDA Ammendale campus as needed.

• Vendor shall provide compressed and liquid gas tanks to store the gases on site.

• Vendor shall deliver requested gas supply and services within 3 business days of request.

• Vendor shall provide same-day delivery of requested gas supply and services when an urgent need (period of unforeseen heavy use that consumes a high quantity of one or more gases) arises.

• Vendor-provided compressed gas tanks shall be kept on site, at White Oak and

Ammendale, until used and/or empty, at which time the vendor will reclaim empty tanks and deliver requested full tanks.

• Supplies shall be compatible with current laboratory gas line infrastructure.

• Vendor shall comply with all federal, state and local laws regarding the handling and transport of hazardous materials.

• Vendor shall invoice delivered gases and supplies on a monthly basis.

III. Gases and Liquids:

The program requires the following laboratory gases/liquids. The vendor must have the below gases/liquids and tanks available for delivery on a regular or ad hoc basis:

• Air, Zero Grade 260 c.f.

• Argon Gas, Zero Grade 337 c.f.

• Argon Gas, UHP Grade

• Liquid Argon

• Carbon Dioxide (Coleman Grade)

• Helium, UHP Carrier Grade

• Helium, 5.5 Grade Purity 300 c.f.

• Liquid Helium

• Hydrogen, Compressed

• Krypton, Compressed

• Nitrogen, UHP Carrier Grade
