Questions and Answers:
1 . Referencing GSA eBuy RFQ #75F40123Q115598. In general, the requested products listed in both solicitations are the same: “Brand Name or Equal” AB SCIEX Triple Quadrupole 5500+ trap-based mass spectrometer.” The GSA eBuy RFQ #75F40123Q115598 requested pricing for specific SCIEX part numbers/descriptions but also provided a list of technical specifications “equivalent” products must meet. Unfortunately, one of those technical specifications called for higher performance capabilities than what a few of the SCIEX-requested part numbers could deliver.
The technical specifications listed on pages 2-4 of the subject solicitation mirror those in FDA GSA eBuy RFQ #75F40123Q115598. Does the FDA prefer to modify the specification in question to match the amended version in FDA GSA eBuy RFQ #75F40123Q115598? The specification in question is on page 3 of the subject solicitation, section 13b. It reads as follows:
• Shall be able to support binary pump maximum operating pressures of at least 15,000 pounds per square inch (PSI) under a flow of at least 1 milliliters (mL)/minute, have a total delay volume under 100 microliters (ul.)
That specification in FDA GSA eBuy RFQ #75F40123Q115598 was amended to read as follows:
• Shall be able to support binary pump maximum operating pressures of at least 8,000 pounds per square inch (PSI) under a flow of at least 1 milliliters (mL)/minute, have a total delay volume of 600-900 microliters (ul.) or less.
Answer: A review of the anticipated applications for the instrument indicates that an 8,000 psi operating pressure for the binary HPLC pump and delay volume of less than 600-900 ul will be sufficient. Please amend solicitation to the following:
13. b. Shall be able to support binary pump maximum operating pressures of at least 8,000 pounds per square inch (PSI) under a flow of at least 1 milliliters (mL)/minute, have a total delay volume of 600-900 microliters (ul.) or less.
