****************************************************STATEMENT OF WORK********************************************************
I. Purpose
The purpose of this requirement is to purchase a solid-state nuclear magnetic resonance (NMR) probe capable of 40 kHz CP-MAS for the detection and identification of organic and inorganic fluorine for the FDA, CFSAN, Office of Regulatory Science (ORS), Division of Analytical Chemistry (DAC).
II. Background
ORS/DAC requires the purchase of a double-resonance, X/H-F, cross-polarization, magic angle spinning (CP-MAS) solid-state (SS), nuclear magnetic resonance (NMR) probe capable of at least 40 kHz spinning and compatible with an existing 500 MHz, standard bore, Bruker NEO SSNMR system for the research and development of quantitative analysis and methods for distinguishing organic and inorganic fluorinated contaminants and fluorine content in food and contact materials, such as per and poly-fluorinated alkyl substances (PFAS) and fluorine salts. This probe is necessary to provide the fluorine-19 Nuclear Magnetic Resonance (NMR) spectral resolution to identify and distinguish fluorinated compounds in solid samples. A spin rate of 40kHz is needed to provide the spectral resolution and spectral width needed to analyze the structure of the fluorinated compounds and to observe organic and inorganic spectral peaks that may overlap or interfere at a lower spin rate. No other technique offers the capability or to identify and differentiate organic and inorganic fluorine in solids which is critical information for assessing the source of fluorine contamination of food and contact materials.
III. Objectives
The objective of this requirement is to purchase a solid-state NMR probe capable of 40 kHz CP-MAS that is critical to support the Agency’s mission of ensuring food safety. This purchase is necessary to support development of quantitative and analytical methods for fluorine in food and packaging and generate data to support safety assessments.
The major components of this acquisition are as follows:
a. A solid-state, double resonance, X/F-H NMR probe capable of 40 kHz CP-MAS with the following required capabilities, attributes and components:
i.Complete integration and compatibility with an existing, 500 MHz Bruker NEO spectrometer with a standard bore (SB) magnet ii.Rotor size from 1.2-1.7 mm iii.A broad band channel (X) capable of tuning from 31P to 15N.
iv.High power 1H and 19F decoupling v.A variable, stable MAS rate with maximum rotation frequency at or above 40kHz vi.An active sample volume of equal or greater than 1 ul vii.Variable temperature range of (at least) -30°C to 50°C viii. All RF filters, cables, and other parts needed to install and control the probe ix.Automatic inject/eject of sample x.Six (6) rotors and all rotor packing/handling tools compatible with the probe xi.Calibration standards
b. A system warranty for parts and labor for twelve (12) months from date of installation. Service shall be provided by service engineers who are trained and certified by the original manufacturer of the probe. Engineers shall have access to the manufacturer’s latest technical developments, repair procedures, application updates, diagnostic software, and planned maintenance procedures.
c. The Contractor shall provide all needed training for routine use and care of the probe.
d. The Contractor shall provide fluorine free or low fluorine parts where possible and otherwise provide notification of the fluorine content of any parts that interact with the samples or are close to the probe head.

The instrument must meet all the technical and hardware specifications below.
f. The Contractor shall deliver and install the instrument. The CFSAN technical point of contact (TPOC) will perform or assign inspection and issue acceptance (or not) of the system.
g. The Contractor shall demonstrate upon installation that the system shall meet all performance specifications by the manufacturer.
h. The Contractor shall demonstrate compatibility of operation, including system communication and hardware/software configuration, between the probe and the existing spectrometer.
IV. Scope
The Contractor shall provide an instrument (quantity 1 each) and any associated components that meet the following technical requirements:
