The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) issues this Sources Sought announcement on behalf of the Office of Regulatory Affairs (ORA) in order to determine if there are existing small business sources capable providing a PM and repair service contract on a Thermo Q-Exactive (QE) High Field (HF) Liquid Chromatograph High Resolution Mass Spectrometer (LC-HRMS) for Arkansas and Denver Regulatory Labs. These instruments are needed for multiple projects including analysis of aquaculture samples through regulatory program work and special assignments with congressional oversight, ephedrine alkaloid analysis, Federal Emergency Response Network (FERN) program work, and several other ongoing research projects. These instruments are located in Jefferson, AR and in Denver, CO. Because of the different matrices analyzed, and varying uses for these instruments at these locations it is impracticable for one instrument to serve as the backup for the other. Therefore, if a system is not operational sample analysis and analytical work is delayed.

If your firm is considered a small business source under North American Industry Classification System (NAICS) 811219 – Other Electronic and Precision Equipment Repair and Maintenance; with a Small Business Size Standard of $22 Million, and you believe that your firm would be able to provide the FDA with the service described below, please submit an email to suzanne.martella@fda.hhs.gov.

Other than small business concerns are also encouraged to submit capability statements. The vendor shall include information about the company and demonstrate that it can meet all of the minimum performance requirements.

The FDA Office of Regulatory Affairs Arkansas laboratory and the Denver laboratory need a PM and repair service contract to expedite repairs and maintenance. The instruments have been receiving regular preventative maintenance by the OEM. The system located at Jefferson, Arkansas had its last routine maintenance performed by the OEM in November 2021. Prior to the last service, this system was under maintenance Contract No. 75F40120P00104 with coverage dates of 03/11/2020- 03/10/2021. The system located at Denver, Colorado was installed 04/05/2021 and has not had any post-warranty maintenance coverage. The last performance verification was conducted on 03/20/2022.
