The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) issues this Sources Sought announcement on behalf of the Center for Biologics Evaluation and Research (CBER)’s laboratory of Vector-Borne Viral Diseases (LVVD) of Division of Viral Products in order to determine if there are existing small business sources capable of providing a compact whole-body plethysmography that meets their needs.
If your firm is considered a small business source under North American Industry Classification System (NAICS) 334516 – Analytical Laboratory Instrument Manufacturing; with a Small Business Size Standard of 1,000 employees, and you believe that your firm would be able to provide the FDA with the system described below, please submit an email to suzanne.martella@fda.hhs.gov. Other than small business concerns are also encouraged to submit capability statements. The vendor shall include information about the company and demonstrate that it can meet all of the minimum performance requirements.
Background: The U.S. Food and Drug Administration’s (FDA), Center for Biologics Evaluation and Research (CBER)’s Laboratory of Vector-Borne Viral Diseases (LVVD) of the Division of Viral Products evaluates important medical countermeasures, i.e., vaccines and antibodies, against SARS- CoV-2. LVVD scientists frequently evaluate pathogenicity of new variants of concern and test vaccine efficacy in various mouse strains or Syrian hamsters. Infection of these small rodents sometimes cause weight loss and clinical signs of diseases, but a direct measurement of critical pulmonary function of infected animals will be extremely crucial for us to understand how viral infection affects the respiratory tract.
Whole body Plethysmography tests how much air is in animal lungs after animals take in a deep breath.
This test can tell scientists if animals suffer from lung damage from exposure to substances in the environment and other key pieces of information. It has been demonstrated to be extremely useful in measure possible lung damage in SARS- CoV-2-infected rodents. Whole body Plethysmography monitor the respiration of conscious, unrestrained animals, which is especially desirable because SARS-CoV-2 research is conducted in the biosafety level 3 laboratory and a non-intrusive method is mailto:suzanne.martella@fda.hhs.gov preferred to minimize operation time.
The laboratory requires a compact whole-body plethysmography for small rodents and has identified an instrument that meets its requirements: the DSI whole-body plethysmography system, or equal instrument.
Instrument Salient Characteristics/General Requirements that “or equal” instruments must include.
1. Device should fit in a 6-ft biosafety cabinet in the BSL-3 suite (Cabinet dimensions: 72” W, 28” D, 24” H).
2. Device shall be a closed system
3. Device shall be able to perform whole-body plethysmography on both mice and Syrian hamsters
4. Shall be capable of handling up to 4 animals simultaneously.
5. Non-invasive (no small surgery involved, no intubation on the animals).
6. Upgradable to connect to an inhalation device and a nebulizer
