PART 1 – INTRODUCTION
The Centers for Disease Control and Prevention (CDC), Office of the National Center for Emerging and Zoonotic Infectious Diseases (NCEZID) has a requirement for the purchase of service agreements for the Leico Aperio CS eSlide Manager Production Application and separate Test Application to support ePathology.
(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) The solicitation number is 75D301-26-Q-78796. This solicitation is issued as a request for quotation (RFQ), using the Simplified Acquisitions Procedures of FAR 13 and FAR Part 12. The office of National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), intends to award a sole source contract to to procure service maintenance services for the Aperio CS laboratory equipment.
(iii) The solicitation document/incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular: FAC 2005-101, dated 10/26/2018.
(iv) The associated North American Industry Classification System (NAICS) Code is 811210 – Maintenance, Repair, and Rebuilding of Equipment-Instruments and Laboratory Equipment

The Government respectfully requests any discount that would be offered to an offeror’s most favorable customer.

THE GOVERNMENT HAS THE RIGHT TO AWARD ALL, A PORTION OF, OR NONE OF THE OVERALL
REQUIREMENTS ON THE BASIS OF THE AVAILABILITY OF FUNDS.
PART 3 – REQUIREMENTS
(vi) Leica Microsystems is the original developer of and sole authorized maintainer of Aperio CS laboratory equipment. As such Leica Microsystems is the only vendor capable of providing the Governments’s requirement for e Aperio CS laboratory equipment. Given these circumstances, the Government will award a sole source contract to Leica Microsystems in accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The basis for restricting competition is the lack of sufficient technical data. Duplication of cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The proprietary property is not available from the Government to be provided for this procurement.

(vii) Period of Performance:
The contract’s duration will be a basic period of 12 months and 2- 12-month option periods
(03/02/2026-03/01/2029). Anticipated award date is 02 Mar 2026.

This is not a competitive request for proposals. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for the Government’s requirement. Additionally, the determination to compete the proposed procurement is solely within the discretion of the Government.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government will not be responsible for any costs incurred in preparation of any capabilities statements or documents prepared for this notice. No requests for capability briefings will be honored as a result of this notice, and any information provided will not be used as part of any subsequent solicitation requirement.
All changes to the requirement that occur prior to the closing date will be posted via SAM.gov. It is the responsibility of interested vendors to monitor the SAM.gov site for amendments that may be issued to this solicitation. Offers are due no later than 23 Feb 2026, 3:00 pm est. All responses shall reference solicitation number 75D30126Q78796 and be sent via electronic mail to Sandra Adams at email:
ab41@cdc.gov and Latoya Michel zrb5@cdc.gov. Telephonic inquiries will not be honored, and the vendor will be responsible for validating Government receipt by contacting the above.
In accordance with AFI 16-201 for this contracting action, the participation of foreign contractors is not permitted.
