About this file

This is a Justification for Other than Full and Open Competition (JOFOC) document under FAR 6.302-1 for a one-month sole-source contract extension of security guard services at CDC facilities in Metro Atlanta, Georgia, and Fort Collins, Colorado. The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS), seeks to extend Contract No. 75D30125C20468 with Chenega Global Protection, LLC from January 1, 2027, through January 31, 2027. The modification covers firm-fixed-price basic guard services and not-to-exceed emergency/temporary guard services funded as needed. The original base award totaled $15,567,438.74, with cumulative value through Modification 00004 of $50,715,504.38; the new contract value is redacted. The sole-source justification rests on FAR 6.103-1, as the incumbent is the only responsible source capable of maintaining continuous, uninterrupted coverage during the incoming follow-on contractor's transition-in period without a lapse in cleared, credentialed personnel. The protected environment includes a BSL-4 select-agent laboratory and a Sensitive Compartmented Information Facility (SCIF), both requiring guard personnel with current security clearances, CDC-specific credentials, badges, weapons qualifications, and post certifications.

The requirement encompasses armed and unarmed security guard services, access control, and post coverage at CDC facilities. The current contract expires December 31, 2026; this one-month modification bridges the transition gap while the competitive follow-on acquisition remains in negotiations, with a projected award date of November 2027 and full performance under the follow-on beginning February 1, 2027. Both available contractual extension mechanisms are exhausted—FAR 52.217-9 (Option Period 1) and the full six months permitted under FAR 52.217-8 were already consumed in prior modifications. The competitive follow-on, Request for Quotation No. 75D301-26-Q-79023, issued July 2, 2026, is conducted as a total 8(a) small business set-aside under GSA Multiple Award Schedule category 561612 (Protective Service Occupations), with multiple quotations received and technical review in process. Award is to be made on a best-value tradeoff basis. The justification will be made publicly available after award in accordance with FAR 6.305.

FAR 6.302-1

1. Acquisition Title:

One-Month Extension of Security Guard Services - CDC Facilities, Metro Atlanta, Georgia, and

Fort Collins, Colorado

Division: Centers for Disease Control and Prevention (CDC)

3. Description of Supplies and/or Services:

The requirement is for continuous armed and unarmed security guard services, access control, and post coverage at CDC-occupied facilities in metro Atlanta, GA and Fort Collins, CO. The protected environment includes high-consequence assets, specifically a BSL-4 (biosafety level 4) select-agent laboratory and a Sensitive Compartmented Information Facility (SCIF), both of which require guard personnel who hold current security clearances and CDC-specific credentials, badges, weapons qualifications, and post certifications.

The pre-existing award covers the same security guard services. Its original base period was June

1, 2025 - December 31, 2025, and subsequent modifications extended performance through

December 31, 2026. The proposed modification continues the identical requirement, at the same facilities, with the same workforce under the same statement of work, solely for January 1-31, 2027. The original base period and modification history are detailed in Section 8.

The modification includes the firm basic services and optional funded-as-needed emergency/temporary line items identified in Section 2. No remaining contractual option is available to extend the period of performance. This is a services requirement; manufacturer, make/model, and brand-name specifications are not applicable.

4. Statutory Authority Cited and Rationale:

☒☒☒☒ FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Authority: 41 U.S.C. 3304(a)(1). Per HHSAR 306.103-1, for acquisitions covered by 42 U.S.C. 247d-6a(b)(2)(A), “available from only one responsible source” must be deemed to mean “available from only one responsible source or only from a limited number of responsible sources.”

The authority cited is FAR 6.103--1, "Only one responsible source and no other supplies or services will satisfy agency requirements". For the discrete one-month transition window, the incumbent is the only responsible source able to perform the required security services at these specific sites without a lapse in coverage.

Chenega Global Protection, LLC is the only responsible source that can continue performance without interruption during the January 1–31, 2027 window, for the following reasons:

Continuous protection of a BSL-4 select-agent laboratory and a SCIF cannot tolerate any lapse or degradation in guard coverage. Guard personnel at these posts must already hold the requisite security clearances, CDC facility credentials and access badges, site- and post-specific certifications, and current weapons qualifications. The incumbent's workforce is already fully cleared, credentialed, badged, post-certified, and in place.

The incoming follow-on contractor's workforce will be in transition-in throughout January of 2027

— onboarding, clearance and credential processing, badging, and post familiarization — and cannot assume full and certified coverage of these posts as of January 1, 2027. No source other than the incumbent can field a fully cleared, credentialed, and post-certified guard force at these specific facilities within the one-month window.

Any lapse, gap, or partial coverage would create an unacceptable risk to life safety, to the physical security of select agents at the BSL-4 laboratory, and to classified national-security information within the SCIF. Accordingly, for this limited period only one responsible source — the incumbent

— can satisfy the agency's requirement.

5. Special Considerations for Certain Contract Extensions or Bridge Contracts:

Contract No. 75D30125C20468 began as a bridge for June 1, 2025 - December 31, 2025. Mod

00002 extended performance through March 31, 2026, added Option Period 1, and incorporated

FAR 52.217-8. Mod 00003 exercised Option Period 1 under FAR 52.217-9 through June 30, 2026.

Mod 00004 exercised the full six months under FAR 52.217-8 through December 31, 2026. Mod

00001 is reflected in the reconciliation, but its scope, authority, and period of performance remain to be confirmed. The complete funding/value chronology appears in Section 8.

Both option mechanisms available under this contract are now exhausted — FAR 52.217-9

(Option Period 1) was exercised at Mod 00003, and the full six months permitted under FAR

52.217-8 were consumed at Mod 00004. Because no contractual option remains to extend performance, a JOFOC is required to continue services with the incumbent for the one-month transition window.

The competitive follow-on acquisition is in active negotiations. The incoming contractor's transition-in is scheduled for January 2027, during which the incumbent's continued coverage is required to prevent any lapse. This extension bridges only that one-month transition and is not intended to extend beyond January 31, 2027.

The follow-on solicitation contemplates a base period beginning January 1, 2027, structured with a dedicated transition-in period of January 1–31, 2027, followed by full performance beginning

February 1, 2027, four option years, and a potential six-month FAR 52.217-8 extension. The one-month sole-source action justified herein covers precisely that January 1–31, 2027 transition-in window — the period during which the incoming awardee phases in under the follow-on and the incumbent must maintain uninterrupted, fully cleared and credentialed coverage at the BSL-4 laboratory and SCIF posts (see Section 4). The sole-source limitation is thus confined to the transition month and is complementary to, not a substitute for, the competition being provided for the ongoing requirement.

The existing cleared, credentialed, badged, post-certified guard force must remain in place while the incoming contractor completes onboarding, clearance and credential processing, badging, and post familiarization. As described in Section 4, another contractor cannot assume full and certified coverage on January 1, 2027. The bridge is limited to the January transition month and the basic guard coverage and funded-as-needed emergency/temporary services identified in

Section 2; no extension beyond January 31, 2027 is intended.

6. Actions to Increase Competition:

a. A Notice Was / Was Not Published

Notice / synopsis determination: This action extends an existing definitive contract

(75D30125C20468) on a sole-source basis under FAR 6.302-1; accordingly, the approved justification will be made publicly available in accordance with FAR 6.305, including posting within the timeframe required after award, with any redactions appropriate under FAR 6.305(b)–

(d).

b. Responses Were / Were Not Received

Responses have not been received yet, since the posting will be made after the justification is approved.

c. Sources Expressing Interest

No sources have yet expressed written interest in performing the one-month transition bridge.

Offerors participating in the competitive follow-on are not applicable to this sole-source transition action.

Offers were not solicited from sources other than the incumbent for this one-month bridge because, as set forth in Section 4, no source other than the incumbent can perform the January

2027 transition month without a lapse in cleared, credentialed coverage.

d. Actions to Foster Competition for Future, Similar Requirements

Competition for the ongoing security guard services requirement is being fully provided through a separate competitive follow-on acquisition, Request for Quotation No. 75D301-26-Q-79023, issued July 2, 2026 by the CDC Office of Acquisition Services. That acquisition is conducted under

FAR Part 8.4 against the GSA Multiple Award Schedule, MAS category 561612 (Protective Service

Occupations), as a total 8(a) small business set-aside, and is therefore open to all 8(a) Schedule holders under MAS 561612. Interested sources were afforded site visits at the CDC Atlanta-area and Fort Collins campuses during July and August 2026, a questions-and-answers period, and a quote due date of August 27, 2026. Multiple quotations were received and the technical review is in process. Award will be made on a best-value tradeoff basis.

The requirement is being competed through the follow-on acquisition now in negotiations;

award and transition are expected to be complete such that no sole-source extension beyond

January 31, 2027 will be necessary. The contracting activity will apply acquisition-planning improvements to align future period-of-performance end dates with competitive award and transition timelines to avoid further bridge actions.

7. Market Research:

Market research conducted in support of the competitive follow-on established that the security guard services requirement is available from multiple capable sources, which is why the follow-on requirement is being competed rather than awarded sole source. The sole-source limitation here is confined to the one-month transition window, during which only the incumbent can perform without a coverage lapse (see Section 4).

8. Procurement History:

9. Additional Information or Other Facts:

Both contractual extension mechanisms are exhausted: FAR 52.217-9 (Option Period 1) was exercised at Mod 00003, and the full six months permitted under FAR 52.217-8 were consumed at Mod 00004. No option remains to extend performance within the contract.

As a further supporting fact, the high-consequence nature of the protected assets (a BSL-4 select-agent laboratory and a SCIF) means a lapse in certified, cleared coverage is not an acceptable outcome. The combination of exhausted options, an incoming workforce still in transition-in, and the security consequences of any gap creates a compelling need to maintain the incumbent through the transition window. This urgency is offered here as supporting context for the only-one-responsible-source determination in Section 4; it is not relied upon as an independent statutory authority.
