About this file

This document is Amendment 1 to Request for Proposals (RFP) 75D30124R72939 for the Centers for Disease Control and Prevention (CDC) to award one or more indefinite delivery/indefinite quantity (IDIQ) contracts for the purchase of standard commercial adult vaccines.

The amendment extends the proposal due date by one day to April 18, 2024 at 4:30 PM EST and provides responses to several Requests for Information. The key details include:

  • The minimum order size is 100 doses and the maximum order quantity is 30 million doses. The exact quantity ordered will depend on individual delivery orders.
  • Vaccine deliveries will be to distribution centers in Olive Branch, MS, Aurora, CO, and/or Clermont, KY, as well as potential shipments to 5 CDC Occupational Health Clinic locations.
  • Federal Excise Tax, if applicable, must be included in the quoted price per dose.
  • The "maximum extended price" refers to the total price for the proposed quantity, not just 30 million doses.
  • The Clermont, KY depot may be used for COVID-19 vaccines in addition to the current locations, but this transition is not yet confirmed.
  • Packaging must include electronic temperature monitoring devices to ensure FDA recommended temperatures are maintained during transit.

This Amendment is for the following purpose:

1. Extend the proposal due date by one day from April 17, 2024 at 4:30 PM EST to April 18, 2024 at 4:30 PM EST.

2. Answer the below Requests for Information.

Requests for Information

1. Regarding the quantity required, the solicitation specifies a minimum order size of 100 doses and a maximum of 30 million doses. Could you confirm the exact quantity you'll be needing?

The Offeror should propose a maximum quantity to be offered. Regarding how many doses will be ordered on the contract, please refer to clauses:

1. C.3.10 FAR 52.216-22 Indefinite Quantity (Oct 1995): The Centers for Disease Control and Prevention (CDC) is seeking to award one or more indefinite delivery/indefinite quantity (IDIQ) contracts for the purchase of standard commercial adult vaccines.

1. C.3.8 Delivery Order limitations:

1. Minimum Order Size: Individual delivery orders issued under this contract must meet the minimum order size as specified within each Contract Line Item Number (See Section B, Continuation of SF 1449). When the Government requires supplies covered by this contract in amounts less than stated above, the Government is not obligated to purchase, nor is the Contractor obligated to furnish those supplies under this contract.

b. Maximum Order: The maximum quantity specified within each Contract Line Item Number (See Section B, Continuation of SF1449) is the maximum number of doses that may be ordered during the contract period of performance. Contractors are advised that the maximum quantity represents their commitment to the Government under their contract.

1. Could you please provide clarity on the distribution process? Specifically, should we plan to ship to CDC Atlanta, and should we include the shipping cost in our quote?

Please refer to C.3.5 Place of Delivery:

Vaccine delivery location depends upon vaccine type; for refrigerated and frozen vaccines, delivery is required to several distribution centers (currently in Olive Branch, MS and Aurora, CO and/or Clermont, KY); for ultracold vaccines, options must be proposed for (1) bulk shipments to the distribution centers and (2) drop ship delivery of vaccines F.O.B. destination as directed by delivery orders to individual provider locations. In addition, for all vaccine types, shipments to five CDC Occupational Health Clinic locations may be requested by the CDC.

1. Is the Federal Excise Tax expected to be included in the price per dose?

If FET is applicable to the manufacturer’s vaccine, then FET will need to be included in the per dose price.

1. I'm seeking clarification on the term "maximum extended price." Does this refer to the total price for 30 million doses?

The “maximum extended price” is the per dose price times the number of doses being proposed for each product.

1. Both solicitations reference a new depot listed as Clermont, KY. Will this be a depot used for all COVID vaccines in addition to Aurora, CO and Olive Grove, MS?

Currently, refrigerated COVID-19 vaccines are distributed out of Olive Branch, MS and Aurora Colorado. In the future, operations at Aurora, CO may transition to Clermont, KY. Such a transition is not yet confirmed or scheduled, but manufacturers need to be aware that such a transition is possible.

1. Concerning the packaging guidelines and shipping requirements. Can you please share the exact temperature monitoring requirements needed for shipping purposes.

As noted in C.3.2 Packaging and Packing Requirements, product delivered to the CDC depots shall be packed to ensure maintenance of FDA recommended temperature during transit and safe arrival at destination and an electronic temperature monitoring device is required with each shipment.

The electronic temperature monitoring device allows the assessment of temperature during transit to the depots.
