About this file
This document contains a set of questions and answers related to a federal solicitation for commercial waste and recycling services at the CDC's Cincinnati facilities. The solicitation, number 75D-301-24-Q-78445, is for a Firm Fixed Price contract with a base period of one year and four one-year option periods. The contract will be awarded as a Small Business set-aside to the lowest priced, technically acceptable offeror. Key details include:
The contract covers waste and recycling pickup at three locations, with Tuesday and Friday pickups for two buildings and weekly pickups Monday-Friday for the third. The incumbent is the subcontractor on the current O&M contract, which is expiring. The government does not own the dumpsters, and historical usage indicates a 40-yard dumpster is emptied 2-3 times per year. The estimated contract value range is $25,000 - $100,000 over the base and all option periods. Funds are available, and the contractor must be registered with the City of Cincinnati as a waste hauler, but the prime contractor does not have to be a certified waste management firm.

Cincinnati Waste & Recycling Solicitation
Amendment 0001 to Solicitation 75D-301-24-Q-78445
QUESTIONS RECEIVED by 5PM EST 10/03/2024:
1. The contract does not specify how to handle unexpected increases in waste or service interruptions.
Service interruptions such as a security event that locks down entry to the dumpster or severe weather conditions would be handeled according to each scenario.
Increases in waste will be addressed in accordance by adding the following CDC clause with Amendment 0001:
CDC0_H050 Option for Increased Quantity – Separately Priced Line Item – Services (July 2024)
The Government may require the delivery of the numbered line item(s) under CLIN(s) 0002, 1002, 2002, 3002, and 4002, identified in the Schedule as option item(s), in the quantity and at the price stated in the Schedule, up to the maximum amount identified in the numbered line item. The Contracting Officer may exercise the option by written notice to the Contractor within 5 days; provided that the Government gives the Contractor a preliminary written notice of its intent at least 5 days before the option period of performance begins.
2. The contract does not address how changes in waste disposal needs will be communicated.
All communications will be made through the COR and CO/CS team for anything related to this award. Typically there are not changes made to the pickup schedule,. All changes would be communicated via the COR (Tim Kreimer). Any changes in quantities or scope would be executed bia a contract modification.
3. And also feedback. My company loves feedback because it helps strengthen us and makes your experience better. Will it be a month to month basis or a weekly report? Past performance data for Federal Government contractors are captured in the Contractor Performance Assessment Reporting System (CPARS) for all contracts above the Simplified Acquisition Threshold (SAT). Contractors are required to provide a monthly tonnage report the government with the submission of their invoice. Any performance issues would be communicated via the COR (Tim Kreimer) and the Contracting Officer.
4. Estimated Budget Ranges: Could you please provide us with the estimated budget ranges for this opportunity? Having this information will enable us to negotiate effectively with our subcontractors and ensure alignment with your expectations. The estimated budget range is $25-$100K for the base and all 4-option period total.
5. Availability of Funds: Are there available funds allocated for this opportunity? Funds are allocated for this service.
6. Incumbent Details: If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract? The incumbent is a sub to the O&M contract which will no longer include these services. The current waste hauler is Rumpke.
7. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information? A monthly tonnage report is required to be submitted with each invoice.
8. Section 10 of the Solicitation: I know it states that the contractor has to be a certified waste management firm. Does that state that the prime contractor must be a certified waste management firm, or can a subcontractor take on that role? The waste hauler must be registered with the City of Cincinnati. Commercial buildings must contract directly with one of the registered waste haulers. There is no requirement for the Prime to be a certified waste hauler.
9. One 20 – 40 cubic yard dumpster for landscape and construction debris to be located near T-9 and emptied on an as needed basis. There is currently a 40 yard dumpster on site with a history of 2-3 pickups per year. *Important Update* This contract will require one 40-yard dumpster that is emptied 4 times per year. . This update to the statement of work is incorporated with this Solicitation Amendment 0001.
10. Can you confirm if the government already owns all trash and debris waste dumpsters?
Government does not own the existing dumpsters; they are owned by the incumbent waste hauling company.
11. What is the type and style of the dumpsters that are already owned (i.e. front load, rear load, etc.)?
There are various types of dumpsters are on site. The current dumpsters are not owned by the Government.
12. Does the government have any historical data or estimates on how frequently the “20
– 40 cubic yard dumpster for landscape and construction debris” required servicing in the past? *Important Update* This contract will require one 40-yard dumpster that is emptied 4 times per year. The current 40-yard dumpster has historically been picked up 2-3 times per year.
13. Is there flexibility in the service frequency if the volume of waste or recycling changes significantly during the contract period? An additional CLIN (Contract Line Item Number) will be available within each option period to address any additional needs. This contract is being set up based on the historical usage combined with anticipated needs.
14. Will there be any special events or seasonal requirements that may increase waste or recycling collection needs beyond the regular schedule? No special events or seasonal requirements are anticipated.
15. What is the current Award Notice ID and how much was the award amount for the recycle and waste portion of the contract? 75D30121F10428 is the existing prime O&M contract expiring in November 2024. Waste and recycling is done through their subcontract.
16. What is the process for awarding if no small business submits a proposal? From my experience, there are no small businesses in the area, larger businesses have taken over. In accordance with FAR 52.219-6(c)(1), “Offers are solicited only from small business concerns.
Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.”
17. What is the Award Notice ID for the existing Operations and Maintenance (O&M) contract as a subcontract? 75D30121F10428
18. While the Statement of Work specifies that trash pickups occur on Tuesdays and Fridays for two of the buildings, there are no specific days mentioned for recycling pickups or for the trash pickup at Taft North. No specific pick-up days are required, weekly pickup is required Monday through Friday between the hours of 7:00AM to 5:00PM to ensure access by the security guard staff.
19. Additionally, I would like to confirm if there are any specific time-of-day restrictions for these services, or if the contractor is free to perform them at any time during the day. No specific pick-up days are required, weekly pickup is required Monday through Friday between the hours of 7:00AM to 5:00PM (except for Federal Holidays) to ensure access by the security guard staff.
