About this file

This document contains the Questions and Answers related to Request for Quote (RFQ) 75D301-24-Q-78214 for an Automated Dried Blood Spot Design and Installation. The RFQ is issued by the Department of Health and Human Services Centers for Disease Control and Prevention Office of Acquisition Services.

The key details are:

  • Robotic cells are acceptable to automate some steps, but the entire system must fit within specific physical dimensions of 18'x20'x7.6'.
  • Quality control for printing and blood spotting is mandatory.
  • The system must include printing information directly on the cards - pre-printed, serialized cards are not acceptable.
  • Loading and unloading to the dryer must be automated, not manual.
  • Disposable glass reservoirs with integrated agitation are acceptable.
  • The system must be able to operate and pack 10,000 cards for a single lot.
  • The prototype must include the full system.
  • The requirement for sequential printing has been removed from the RFQ.

Questions and Answers

RFQ: 75D301-24-Q-78214

1. Robotic cells would almost certainly be needed to automate some of these steps. Is it acceptable to have robots in the area for CDC? See page 8, Task 2. Yes, that is acceptable assuming that it fits within the requirements included in the RFQ.

2. How mandatory is QC for printing and dot? See page 9, Process 2. Yes, the QC for printing and the blood spotting is mandatory.

3. Is it acceptable to use pre-printed, serialized cards and store production data attached to that SN? See page 9, 10, Process 1 & 2. No, the automated system must be an all-inclusive package including printing information on the cards.

4. May loading and unloading to the dryer be done manually? See page 10, Process 4. No, that would not be acceptable.

5. Would disposable reservoirs with integrated agitation be acceptable? See page 10, Blood Reservoirs. Yes, but the reservoirs must be made of glass.

6. What would be a typical lot size to run with one envelope material? See page 11, Process 5. This information is included on Page 11, Additional Requirements, where the system must be able to operate and pack 10,000 cards for a single lot.

7. Does the drying facility need to be contained in the 18’x’20’x7.6’ space? See page 12, Process 6, Additional Requirements Section. Yes, the entire system must not exceed the following physical dimensions: Width: 18 ft, Depth: 20 ft, Height: 7.6 ft.

8. Will the Prototype include the whole system? Page 13, Task 3 (text under chart). Yes.

9. Sequential numbering question on Page 2 (see below). The requirement for sequential printing has been removed from the RFQ. See the amended RFQ on page 9.
