2. As a result of this amendment 00001, quote due date is not extended.

75D30124Q78155 QUESTIONS AND ANSWERS
1. Does this mean that we would not be able to participate in the bid because we are not a small business? I wasn’t sure if because it says “original” that was the previous classification and maybe something changed?
ANSWER: That is correct; the action is being set aside for small businesses. That is just the term that SAM.gov uses for some reason. Any business not classified as some sort of small business would not be eligible for award as the prime contractor.
2. Will site visits be available?
ANSWER: No, site visits are not possible for this procurement. CDC requires this to be awarded in FY24 and there isn’t enough time left in FY24 to coordinate travel and security access to the facilities for site visits.
3. Are there BSCs or other HEPA recirc units in the space for decontamination? Can the lower containment labs have HVAC powered off?
ANSWER: Yes, there are other HEPA equipment in the space that are decontaminated separately by another vendor. The majority of lab room decontaminations are on a pre-planned schedule and the lower containment labs are prepared to have HVAC temporarily shut off.
4. Is there a way to estimate number of requested deployments annually per site rather than simply number of labs?
ANSWER: The estimated number of visits annually to Atlanta averages 20 visits and 3 visits annually in Fort Collins.
5. Will there be instances of scheduled decontaminations being requested as blocks of labs rather than individual labs each time?
ANSWER: Yes, majority of scheduled decontaminations are pre-planned in blocks of laboratories. This requirement also includes occasional unscheduled decontaminations.
6. Can a bid specify the number of labs to be decontaminated per trip (i.e. a block of three minimum)?
ANSWER: This requirement includes occasional unscheduled decontaminations with no minimum labs. CDC will pay for approved travel expenses. The offerors are to provide pricing as required in the solicitation; the CDC will not accept pricing with terms attached to it, for example, price is valid if there is a minimum of three cleanings per visit, etc. This will render the quote invalid and unawardable.
7. If the bid is accepted, can the contractor keep a small amount of equipment and consumables on site to assist with logistics?
ANSWER: CDC cannot guarantee that it would be possible for a contactor to store equipment on CDC premises.
8. Does this language allow for microcondensation and contact time rather than "spraying".
ANSWER: This requirement is for only decontaminations where a cold sterilant is used and applied with a pressurize sprayer.
9. Is a 7-day read on BIs the requirement? Is True Indicating and modified broth acceptable?
ANSWER: Dual BI test (using Releasat and Trypticase Soy Broth) will be used for the Polio Containment Laboratory and will require 7-day incubation on BIs using Trypticase Soy Broth.
For all other laboratories, BI test using Releasat Medium will require 24-hour incubation.
10. Is there a required number of BIs to be challenged per lab and does the CDC have a process in place already to validate?
ANSWER: CDC has a validation process in place. For most laboratories, 3 BIs will be used but for spaces exceeding 1500 cubic feet, a minimum of 2 additional BIs will be required.
Placement of BIs for each decontamination will be coordinated with the Biosafety Team or lab designee.
11. The CDC has, in the past, required High concentration of Vaporized Hydrogen Peroxide for decontaminations of BSL3 & BSL4 in their SOP. Would VHP be required or added to this bid? Or other methods, such as Sodium Hypochlorite, will this be strictly Spor Klenz (PA) decons?
ANSWER: This requirement only includes decontaminations with the use of a peracetic acid-based solution, i.e. Spor Klenz, Ready-to-Use. VHP decontaminations are not included in this requirement.
