About this file

This document is a set of Questions and Answers related to RFQ 75D301-24-Q-78154 for a Liquid Argon and Dry Ice BPA.

The key details are:

The BPA is to ensure the CDC's DLS laboratories have an uninterrupted supply of liquid argon and dry ice. There was a previous incumbent contractor, Select Gases LLC, under contract 75D30119A05942. The current RFQ has some differences from the previous contract's Statement of Work. The required dry ice pellet size is 16mm, and the liquid argon usage is approximately 30-50 gallons per day per building, with a final pressure requirement of 150 psi. The RFQ requires the contractor to provide documentation demonstrating their commercial record and manufacturing/delivery capabilities for the required quantities and purities of argon and dry ice. They must also show capability to service and repair the argon systems in the specified CDC buildings. The estimated total contract value for the previous incumbent was $670,318.18.

Questions and Answers

RFQ 75D301-24-Q-78154

Liquid Argon and Dry ICE BPA

1. Is there an incumbent that is/or was on this same contract previously?

CDC Answer: Yes

2. If so, would you provide me with the contract number for that?

CDC Answer: 75D30119A05942

3. If there was an incumbent, was the SOW of the previous contract completely the same as to the current solicitation or are there any differences?

CDC Answer: There are differences.

4. For this solicitation, what size ice pellet are you looking for?

CDC Answer: 16 mm is the current size of dry ice pellet used. CDC will consider a similar size, if proposed.

5. The SOW requirement, "Contractor must provide documentation demonstrating a commercial record or confirming that they are capable of consistently providing both the quantity and purity of argon and dry ice required." Could you be more specific as to the documentation you are requesting that would satisfy this requirement? A list of examples of your approval would make me feel comfortable instead of me guessing.

CDC answer: A statement from the vendor of their own commercial history supplying similar requirements. Documentation that demonstrates the manufacturing and delivery capabilities (e.g., manufacturing capacity, delivery vehicle sizes available to deliver argon and dry ice versus the demand stated in the RFQ, capacity to deliver quickly including the distance between the point of manufacture and delivery, and an example certificate of analysis regarding argon purity).

If the vendor is not the manufacturer of the dry ice and argon, documentation should also demonstrate that the vendor has access to and pledged support from a manufacturer with the necessary capabilities.

6. The SOW requirement, “Contractor must provide documentation showing capability to provide service and repair to buildings 110 and 103 argon systems.” Could you explain what this means?

CDC answer: A statement from the vendor that demonstrates they have the technical training and experience in servicing and repairing bulk liquid argon systems (like described at CDC’s Chamblee campus buildings 110 and 103) that qualifies them to perform an inspection of the argon tanks and vaporizers, and provide a report that will inform CDC about necessary preventative actions needed to prevent an interruption in supply of argon to the labs in these buildings.

7. The final pressure of the Argon usage CDC answer: 150 psi

8. Other than the ~1% daily usage, is there any other draw rate information to size the vaporizers.

CDC answer: Each building uses approximately 30 - 50 gallons of liquid argon per day. Each building has two vaporizers (one primary and one backup).

9. Is there an incumbent for this solicitation? If so, who won, the contract and how much was it?

CDC Answer: Yes. Select Gases LLC. Estimated total volume ordered not-to-exceed amount of $670,318.18

10. Is there an incumbent on this or is this a brand new project? if yes, could you please provide us with their award number?

CDC Answer: See previous answers.

11. I would like to know if there is an incumbent contractor for this solicitation. If so, could you kindly provide the contract number and the award amount for the incumbent contract?

CDC Answer: See previous answers.
