About this file
This document is a set of Questions and Answers related to a federal contract opportunity. The key details are:
The contract opportunity is for the Centers for Disease Control and Prevention (CDC) to conduct cognitive and field testing of two modified survey questions on maternal vaccination, including RSV vaccination, for the Pregnancy Risk Assessment Monitoring System (PRAMS) mail and phone questionnaires. The CDC can waive the requirement for participant recruitment to be done from a pediatrician's office or health department if the vendor can recruit the target participants (mothers with infants under 12 months, Spanish-speaking mothers, and racially/ethnically diverse mothers with varying education levels) through other means. The CDC confirms that there is an incumbent for this work and will accept completed Voluntary Product Accessibility Templates (VPATs) and smaller font sizes in tables/charts post-award. Cognitive and field testing for the mail survey must be done in-person, but phone survey testing can be done remotely.

Questions & Answers #1
1. The RFQ states that participant recruitment “must be done from a pediatrician’s office or health department (including WIC and Medicaid offices).”
a. Can CDC elaborate on what specific recruitment procedures it’s requiring?
b. Would CDC consider removing this requirement if offerors can demonstrate ability to recruit participants with limited health literacy skills?
Answer: CDC typically recruits survey testing participants at these venues to facilitate in-person cognitive and field testing. We can waive this requirement, if the vendor can recruit participants according to the background characteristics requirements: mothers with infants ≤ 12 months old, Spanish speaking mothers, and mothers from diverse racial and ethnic and education (reading skills) backgrounds. Cognitive and field testing for the mail survey must be completed face-to-face but testing for the phone survey can be completed remotely.
2. Are offerors permitted to use a private IRB to expedite the IRB review process?
Answer: Yes
3. Would CDC accept completed Voluntary Product Accessibility Templates (VPAT) to be submitted post-award?
4. Would CDC accept font size smaller than 12 in tables and charts?
5. Can CDC confirm whether there is an incumbent for this work?
6. We have checked with a number of our field teams and are running into a bit of a roadblock when it comes to the requirement of recruiting new mothers from pediatrician or health facility offices. Is there anyway for this to be relaxed? It would be far more cost efficient to be able to virtually recruit these individuals. Additionally, we could, then, recruit from each corner of the
United States, as opposed to a single or select few locations as would be the case with in-person recruitment. I fully understand if this is an immovable stipulation but wanted to ask just in case!
