Statement of Work / Performance Work Statement

Title: Pipette Calibration Service for DHQP/CEMB

Period of performance of this contract is: Exact date of calibration to be established once the contract is approved.

BACKGROUND

The mission of Division of Healthcare Quality Promotion (DHQP) is to protect patients; protect healthcare personnel; and promote safety, quality, and value in both national and international healthcare delivery systems. DHQP is a part of the National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), at the Centers for Disease Control and Prevention (CDC). DHQP is composed of nine (9) branches/office/programs which include the Office of the Director (OD), the Surveillance Branch (SB), the Prevention and Response Branch (PRB), the Immunization Safety Office (ISO), the International Infection Control Branch (IICB), the Epidemiology Research and Innovations Branch (ERIB), the Health Systems Strengthening, Resilience and Training Branch (HSSRTB), the Medical Product Safety Branch (MPSB), and the Clinical and Environmental Microbiology Branch (CEMB).

To support this mission, the Clinical and Environmental Microbiology Branch (CEMB) provides reference antimicrobial susceptibility testing; provides reference identification services for anaerobes, staphylococci and related genera, and the non-tuberculous mycobacteria (excluding M. tb complex, M. leprae, and M. ulcerans); provides environmental hygiene consultations, environmental sampling and laboratory assistance for the investigation of outbreaks and other adverse events in healthcare settings; maintains surveillance programs for important, healthcare-associated bacterial pathogens, such as MRSA, C. diff, and antibiotic resistant Gram- negative bacteria, including carbapenem-resistant Enterobacteriaceae (CRE); and develops and optimizes methods to detect and decontaminate pathogenic bacteria on healthcare surfaces, water, and devices. In addition, CEMB supports and assists with coordination of CDC’s Antimicrobial Resistance Laboratory Network (AR Lab Network) which provides the infrastructure and lab capacity for public health laboratories across the country to detect and support response to resistant organisms recovered from human samples.

CEMB manages the AR Isolate Bank which is a centralized repository of microbial pathogens with well- characterized resistance profiles that are assembled by CDC in collaboration with the Food and Drug Administration (FDA). The AR Bank is available to support and advance development of diagnostic devices and antimicrobial drug products. CEMB also utilizes new advanced molecular detection methods (AMD) such as whole genome sequencing to detect novel and emerging AR microorganisms and to research the microbiome.

In order complete the mission of CEMB we are committed to a continuous quality improvement process that ensures the data we generate, the research we provide and all the critical functions we perform are reliable and accurate and done with the best interest of the public. The on-site laboratory equipment we use to perform these duties are essential and necessary for the laboratory staff to carry out our mission and provide service to the American public. CEMB operates several laboratories that adhere to the standards set forth in the Clinical Laboratory Improvement Act (CLIA) that governs quality standards for laboratory testing performed on specimens from humans, for diagnostic, prevention or treatment and/or assessment of health. We also follow our established Quality Management Systems policies to ensure our equipment is functioning properly thus CEMB requires annual calibration of all pipettes used within our laboratories.

PURPOSE/OBJECTIVE

The purpose of this contract is to provide the Clinical and Environmental Microbiology Branch (CEMB) laboratories with NIST Traceable calibration services for pipettes used within CEMB laboratories. The CDC seeks to obtain 100% calibration compliance with the standards set forth by ANSI/NCSL Z540-1 and ISO/IEC 17025:2017 in this contract to ensure the accuracy of research, and tests performed as the agency adheres to an established standard of quality assurance. The Offeror shall ensure that all pipettes are calibrated and documented to a quality standard that meets and/or exceeds the requirements. The Offeror must be able to provide the service onsite at the CDC to minimize lab work downtime.

SCOPE OF WORK

CEMB desires to enter into a contract with a Contractor that can perform NIST Traceable calibrations for single channel, repeater pipettes, and multichannel pipettes (8 and 12 channel) from a variety of manufacturers. Calibrations must be timely, reliable, documented and cost effective in order to meet the goals of the agency. The equipment shall be properly calibrated in accordance with the OEM recommendation or exceeding those recommendations if current ANSI/NCSL Z540-1 and ISO/IEC 17025:2017 standards account for this. The Contractor will be responsible for the coordination of the calibration schedule with laboratory points-of-contact for the pipettes set forth in the contract. The Contractor shall demonstrate the knowledge skills and ability to perform these task in the time frames set forth in the contract. The Contractor shall provide technically qualified and trained technicians with experience in the calibration of pipettes.

A full list of exact models and their calibration requirements is provided in Appendix 1. Please note that the serial numbers in Appendix 1 may change during performance as like-equipment is replaced.

Concurrent to each calibration, the Contractor shall provide preventative maintenance services in accordance with original equipment manufacturer (OEM) recommendations.

The Contractor shall provide repair services for any pipette, repeater, or motorized pipette controller found to be damaged or defective during calibration or preventative maintenance services.

TASKS TO BE PERFORMED

Task 1: Pipette Calibration

1. Pipettes –All pipettes shall be calibrated current according to ANSI/NCSL Z540-1 and ISO/IEC 17025:2017 standards for accuracy and precision. The method of calibration should be based upon the current ISO 8655 standards for gravimetric calibrations unless this is different from the manufacturer’s recommendation. This applies to both air displacement pipettes, positive displacement pipettes, single and multichannel pipettes and manual and automated pipettes.

a. Contractor shall coordinate with the points of contact to schedule onsite calibration times for each laboratory group within CEMB.

b. The contractor shall label each pipette calibrated with labels indicating the calibration status.

Task 2: Documentation

1. Documentation is a key component of the calibration contract and the contractor shall provide detailed documentation in accordance with their business practices to satisfy the requirements of this contract. An ISO 17025 compliant certificate of calibration shall be issued to the laboratory for each piece of equipment calibrated.
