Wastewater Testing

1. SOW §12(D) seems to apply only to incidents involving PII. Pursuant to SOW §12(A)(3), this solicitation/ contract does not involve PII, therefore the incident response requirements arguably do not apply. Please confirm if the Contractor is still expected to comply with incident response training and one-hour reporting requirements even if this contract does not involve PII.

• PII requirements only apply if there is PII involved.

2. Are the appendices requested in the “Resource Plan” section for Material Transfer Agreements and inventory list included in the 30 page limit or do these fall outside of this limit?

• Material Transfer agreements and inventory list will not count toward the 30 page limit.

Page 36 of the solicitation has been updated to reflect this change.

3. In relation to page count, the QCP is included in the 30-page limit. In previous solicitations supporting NWSS and other programs, the QCP was separated for an unlimited page count due to the technical details that are required for satisfactory completion. We are unsure if this was intentional, but we request that the QCP not be included in the page count.

• Solicitation has been updated to remove the page count limitation for the QCP.

4. The pricing sheet places units in “months”, which are then multiplied by 12 to determine annual costs.

However we noticed in the Q&A response that we should assume 4 weeks for each month, which ends up with 48 week years vs 52 week years. How do you recommend we proceed with filling out the pricing sheet given this discrepancy?

• Contractors should ensure their pricing proposal aligns with the testing frequency as stated in the Statement of Work. For example, Task 1 requires twice weekly sample collection, so each offeror should ensure their annual price accounts for 52 weeks of testing regardless of monthly pricing structure.

5. Please confirm that the CDC wishes to proceed with the pricing model of 4 weeks in a month. If we calculate in 4-week increments, it will not align with the proposed contract year of 52 weeks, causing a disparity in pricing vs. time. Alternatively, can we calculate the unit price by assuming 52 weeks / 12 months = 1 unit.

6. Please clarify if the increased number of tests for surge capacity is based on an increased sampling frequency or an increased number of sites, or both.

• Surge testing would be an increased number of sites, not frequency.

7. Would a list indicating the type of agreement and the date of initiation suffice for MTAs that are confidential and unable to be disclosed?
