“Mathematical Modeling and Economic Evaluation”

Questions and Answers

Question 1: Can you please provide the incumbent contract information?

Answer 1: The incumbent is RTI International. The CDC contract No. is 200-2017-93666.

Question 2: Can the government please clarify if the referenced Attachment J5 is the Volume II Task Order SoW and is not required as part of the Volume IV – Business Proposal? Proposal Content & VOLUME II - Technical Proposal for Task Order 0001 (Attachment J5) PG. 71/114 Answer 2: The correct reference should be the Attachment J4 – Task Order 0001, Statement of Work (SOW). See attached the revised solicitation that corrects the attachment number reference. The information within the attachment J4 – Section B, SOW, and additional clauses - should be used for both Technical Task Order proposal (Volume II) and Business Proposal (Volume IV) preparation.

Question 3: Electronic and Information Technology Accessibility Notice - Please confirm a completed VPAT is not required at proposal submission. If a completed VPAT is required please instruct on which volume it should be included and if it counts toward page limits? Pg. 106, paragraph 5, item b.

Answer 3: In accordance with the Special Considerations section of the Task Order 0001 SOW, Electronic and Information Technology Accessibility Notice, “… offerors must submit an HHS Section 508 Product Assessment Template…” The offeror shall submit the template with the proposal submission within the Business Proposal volume – Volume IV. This is satisfied by providing the most current version of the VPAT, or may be satisfied via submission of the HHS checklists at Http://508.hhs.gov.

Question 4: Can the government please advise on which, if any, contract deliverables are required to be 508 compliant. Page 35. H.3 HHSAR 352.239-74 Electronic and Information Technology Accessibility (Dec 2015) Answer 4: All final deliverables must meet Section 508 standards. Purely contract management documents (e.g. invoices, weekly reports, etc.) will not be required to meet Section 508 standards.

Question 5: Could CDC please describe the types of budget analyses that may be of interest for Task Order 1, Task 5, and the additional flexibility that is desired to "ensure the societal resource allocation analyses accurately and appropriately account for the expenditure and budget projections for all existing federally funded HIV prevention and treatment programs"?

Page 85. Task 5 Answer 5: The goal of Task 5 is to more directly relate the societal (public and private) funding estimated with the HOPE model (illustrated in the references in Section 9, Reference Materials) to HIV budgetary expenditures by CDC and other federal agencies. This task will involve working with budget analysts in the Division of HIV Prevention and with other agencies, such as the Health Services and

Resources Administration (HRSA), to examine budgets and expenditures for specific HIV prevention programs. CDC will develop the budgetary analyses and work with the contractor to integrate them in the HOPE model.

Question 6: Do you expect that reprogramming and/or recalibration of the model would be required to implement the COVID-19 and racial/ethnic disparities analysis? Page 85. Task 6 Answer 6: As listed under Task 7 and Task 12 b & c, it is possible that the COVID-19 and racial/ethnic disparities analysis will result in the need to recalibrate the model.

It is expected that, on average, the model will need to be recalibrated two to three times per year.

Question 7: Is this a recompete or merge of existing contract(s)? If so, can you please provide contract numbers.

Answer 7: This is not a merge of existing contracts. This is a recomplete of contract 200-2017-93666.

The incumbent is RTI International.

Question 8: It says place of performance will be determined at the task order level, but is that generally on site (at CDC) or contractor site?

Answer 8: The place of performance is at the contractor’s site.

Question 9: Is the SAM.gov listing above the best place to find the RFP or is there a CDC.gov site for these sorts of postings?

Answer 9: All updates and information for this RFP will only be posted on sam.gov. There is no CDC.gov site for these postings.
