Questions and Answers

Question #1: Award amount: Is there a budget ceiling? Is there a ceiling on direct costs? Is there a ceiling on personnel costs? If there is no explicit ceiling, is there a general total cost goal? (M4, p. 55) Answer 1: The offeror shall prepare the cost/price proposal based on the requirements described within the solicitation. The government will not provide the budget ceiling.

Question #2: Clarification needed: Is travel amount for $12,500 only for the investigator? Or does it additionally include travel for personnel to conduct site visits? Is the travel budget intended for travel to CDC or to consortium sites for the purpose of required technical assistance where data collection is occurring? If it is not inclusive of the latter, is there a separate ceiling for site-visit travel? (Section B, p.2) Answer 2: The travel line item is intended to cover all travel related to the statement of work/tasks, potentially including site visits or TBESC consortium-wide meetings. There is not a separate budget line item for site-visit travel.

Examples of TA include giving feedback or advice about data collection changes needed, potential substitute data variables/elements, cost data collection methods, etc. See the revised RFP. This task should be included in the technical approach. Any technical assistance that is provided by the contractor shall be reported verbally to CDC during the applicable monthly project management calls (Task 2.1) and documented in the call minutes/summary that the contractor will deliver to the CDC contracting officer representative.
