REFERENCCE: The Milestone payment plan vs. Monthly payments. This new Solicitation discusses, for example, doing some level of Recruitment PSA’s. We did PSA’s for television that were, I’m proud to say, quite successful in that they produced many new registrants. We also do public presentations where we have rented a Hotel Conference Room and presented to the public after investing in some level of Media Advertising (Newspaper Ad, for example). These all require funds upfront. However, these PSA’s, for example, demand $50,000.00 up-front and that is out of our league. My understanding is this new Solicitation says we would pay this bill out of our own pocket, if you will, and we would then go through the bureaucracy of patiently awaiting reimbursement. It would be a tremendous hardship for the FealGood Foundation, a non-profit, and likely something unattainable. For the last (7.5) seven and a half years of successful and fruitful contracts we had with the CDC this financial aspect was broken down into (12) monthly stipend that assured successful completion of every event and payment of associated billing as well as salary to all involved. Would the government be willing to reconsider this Milestone design for a monthly stipend?Offerors can propose a milestone payment schedule that allows for monthly billing if there is an appropriate deliverable to link payment to. Offerors are encouraged to propose reasonable milestone deliverables, prices, and schedules in accordance with the PWS.
Page 2 B1.States: "This contract requires a milestone payment schedule." We are unable to sustain our work with a traditional milestone payment schedule. Will it be possible for us to use our monthly report as the "milestone deliverable," as we have done in past contracts?Yes. Offerors can propose reasonable milestone deliverables, prices, and schedules in accordance with the PWS.
Page 7Under Objective 3, it states "the contractor shall not create, receive, maintain, or transmit any protected health information as part of its enrollment assistance for applicants." How would this rule be followed in communicating with applicants about application content via email?O&E contractors will not communicate PHI with applicants via email or otherwise as part of enrollment assistance activities under the contract. Enrollment assistance should focus on answering general questions about eligibility requirements and how to demonstrate eligibility, and will not involve discussions about the applicant’s specific exposures and whether or not those are qualifying (as that determination is made by the WTC Health Program and is consistent with Objective 3).

Generally, the purpose of this language is to clarify that O&E contractors will not perform activities that would render them Business Associates of the WTC Health Program, subject to stringent HIPAA privacy and security requirements. The WTC Health Program’s view is that successful outreach and education does not require PHI to be used or disclosed, and this language makes it clear that smaller organizations who may not have the resources to be Business Associates but are otherwise best suited to perform O&E activities are not excluded from competing for this contract.

Page 9The Deliverables Table refers to a deliverable termed "Population Gap Assessment." Please define/describe.The population gap assessment is due 60 days before the end of the contract period. The Communications Unit will provide specific questions to be answered after award. The population gap assessment will be similar to questions in Objective 4 - assess and identify the needs of the selected population during the performance of the contract based upon efforts made. The population gap assesssment will allow the contract to review how their outreach has been received by the population and whether changes need to be made to be reach the selected population.
Page 4 Obj. 3. c.i and 3.c.iiIs the contract requiring us to reach 200 survivors total at in person meetings per 12-month period: 100 at meetings we host + 100 at meetings hosted by others?Yes
Page 4 Obj. 3. c.i and 3.c.iiWe are planning to do outreach to an underserved population that is not willing to attend in-person events for WTCHP information. Can we substitute virtual meetings?Yes
Page 33 Attachment 2States "REPLACE STATEMENT OF OBJECTIVES ABOVE WITH BELOW PWS TEMPLATE WHEN SUBMITTING QUOTATION." What is the PWS Template? How does it replace the SOO?Each offeror must provide a Performance Work Statement (PWS) detailing the tasks it will complete during the contract. The SOO is a list of objectives for the contract stated in general terms; offerors must propose specific tasks in the PWS to accomplish the objectives in the SOO. See FAR 37.602. Any contract resulting from this solicitation will contain the offeror's PWS, not the SOO. Offerors should use the PWS template to format their PWS (Attachment).
SOO: III Tasks to be Performed: Objective 1Given that this contract opportunity serves populations that are at higher risk of contracting severe illness from COVID-19, will virtual/remote events be considered for funding?Yes
SOO: IV DeliverblesWhat are the specific expectations of the Population Gap Assessment? Is there a template that can be shared and used by contractors?See response to Q4.
Section B1. Example Milestone Payment ScheduleDue to the crucial need of consistent billing in a non-profit financial structure, will monthly or consistent billing be an option for this contract?See response to Q1.
