Question/Comment Answers

56 Request For Proposal General Instruction

62 7 Some of our COVID testing is through industry and not through a federal contract. How would the government like us to present past performance that is industry specific (not state or federal)?

The same way.

57 Section B.3 Quantities

7 5 The paragraph references maximums/NTE amounts. The contractor is to be reimbursed on a per complete test basis. Will there be a minimum number of tests guaranteed like there is two hour minimum the site is to be operational daily? For example, the contractor has to operate the required two hours (or more) and not collect any specimens and therefore not be reimbursed for site operations.

There is not a minimum number of test.

58 N/A N/A N/A Is there a requirement for the contractor to provide Medical Director oversight and/or standing orders for specimen collection, testing and resulting or will the CDC provide the Medical Director oversight and/or standing orders?

If necessary, an OHC healthcare provider can serve as the ordering physician.

59 Standard-4:

Contracts Involving Cloud Services

33 5 Our company uses a web-based COTS product for patient registration, resulting and reporting.

The COTS product will have no connectivity to the CDC computer network. Is there still a requirement for the COTS product to be FedRAMP Compliant and an ATO?

Need more information to address this question.

60 Section 4-:

Tasks To Be Performed

41 4 Testing is daily from 0800-1600 w/a 24 hours resulting requirement. Under this requirement, the 24-hour timeframe starts before personnel even leave the site to deliver the specimens. Will the government extend the 24-hour timeframe to 36 – 48 hours as per industry norms to allow for specimen transportation to the lab?

No. CDC needs results by 4pm the day following specimen collection due to time sensitive requirements.

61 Section B.3 – Quantities

7 5 Per section B.3, “There is no guarantee the full amount of these quantities will be required by CDC. Contractor shall only invoice for, and will only be reimbursed for, fully complete and delivered results related to each specimen tested conformance with the Statement of Work.

Contractor will be reimbursed for each complete and delivered test at the fixed price per unit listed within the CLIN.” The tasks are identified as Firm Fixed Price however this reads as Time and Materials as there is no guarantee of minimums and the government specifies the times to perform the tasks.

This is a comment not a question.

62 Section 4 – Tasks To Be Performed

41 5 As resulting laboratories may be out of state, should shipping to a Georgia-based laboratory or the CDC be included in pricing? Is there an existing agreement between the CDC and sequencing laboratories to perform the sequencing or is that an incurred cost to the contractor?

CDC needs results by 4pm the day following specimen collection due to time sensitive requirements. All costs should be included in proposal. There is no agreement between CDC and sequencing labs for this work.
