RFP 75D301-21R-71871

The purpose of this amendment is as follows:

1) Revise pages 5, 19, 21, 32, and 33 to remove non-relative language.

2) Include the technical evaluation criteria, guidance, and instructions for proposal submission.

Proposal Due Date(s):

Questions are due on or before July 12, 2021 at 3pm Eastern

Proposals are due on or before July 20, 2021 at 1pm Eastern

Guidance and Instructions on the Proposal Content:

VOLUME I – TECHNICAL PROPOSAL

(1) The proposal shall meet all technical capability requirements stated in the Statement of Work (SOW) and elsewhere in the solicitation to be eligible for award. The offeror should provide documentation that details compliance with the technical approach, management plan and personnel, and similar experience under the Evaluation Factors. The information provided must be adequate and sufficient to allow the Government to evaluate an offeror’s technical capability.

(2) As the technical approach will primarily describe and demonstrate the capability of the offeror to fulfill all requirements stated in the SOW, the technical capability proposal should be specific and complete in every detail. The proposal shall not merely offer to perform work in accordance with the SOW. It shall outline the actual method proposed as specifically as possible.

(3) It is the offeror’s responsibility to ensure the completeness of the technical capability proposal;

therefore, the technical evaluation panel for the Government has been instructed to evaluate on the basis of the information provided. The Government shall not assume an offeror possesses any capability unless specified in its proposal. Understanding of the requirements of the SOW must be demonstrated by more than a reiteration of the SOW. Repeating the SOW without sufficient elaboration will not be acceptable. Statements such as “the offeror understands,” “can or will comply with all the requirements of the SOW,” “standard procedures will be employed,” etc., are insufficient.

VOLUME II – PAST PERFORMANCE PROPOSAL

(a) Past performance on existing and prior contracts will be evaluated in accordance with the RFP.

(b) Offerors shall submit the past performance information as part of their past performance proposal. The offeror should include the last three (3) contracts completed during the past three years and all or at least three

(3) contracts currently in process for the offeror. Contracts listed should be for work of a similar nature to this requirement. Contracts listed may include those with the Federal Government, agencies of state and local governments and commercial customers. Offerors that are newly formed entities without prior contracts should list contracts and subcontracts as required above for predecessor companies, corporate officers, proposed key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement. The following information should be included for each contract listed:

1. Name of Contracting Organization;

2. Contract Number;

3. Description of services provided under the contract and the ways the services performed are relevant to the services required under this RFP (please be specific or attached the SOW);

4. Names, addresses, telephone numbers, e-mail address (if known) and facsimile numbers of the Contracting

Officer and the Project Officer for all Government contracts. Names, addresses, telephone numbers, and facsimile numbers of private sector contacts equivalent of a Federal Government Contracting Officer and

Project Officer (operation manager);

5. The dollar value of the contract;

6. Contract type (Firm-fixed price, cost-plus-fixed-fee, etc.);

7. Period of Performance;

8. Place of performance;

9. The number and type of personnel assigned in performance of the contract;

10. Information on problems encountered on the identified contracts and the offeror’s corrective actions;

11. Copies of the most recent Past Performance Evaluation issued to the offeror under each contract listed.

(c) The Government will use past performance information primarily to assess an Offeror's capability to meet the solicitation performance requirements, including the relevance and currency of the Offeror's work experience. The Government may also use this data to evaluate the credibility of the Offeror's proposal. In addition, the Contracting Officer may use past performance information in making a determination of responsibility.

In evaluating past performance, the Government will consider any information supplied by the Offeror, information obtained by references provided by the Offeror, and other relevant past performance obtained from other sources and data bases known to the Government.

The Government will use this information to determine if the record indicates accomplishing performance objectives, any problems and corrective actions taken on prior contracts, standards of good workmanship, foreseeing and controlling costs, adhering to schedules, a reputation for reasonable behavior, and generally a business-like concern for the customer's interest. If any information obtained is considered unfavorable, the

Offeror will have an opportunity to address this information prior to award if the award determination is based on past performance and award is made without discussions or as a part of its final proposal revision

(FPR).

VOLUME III – PRICE PROPOSAL

(1) General – All information relating to pricing data shall be included in this volume. Under no circumstances shall pricing data be included elsewhere in the proposal. Should such pricing data be included in the technical capabilities and/or past performance proposals, the result will be removal of such pricing data and all other information included on the same page with such data. This could result in the exclusion from evaluation of critical mission capability/technical and/or past performance information. The price proposal shall contain the following in the order shown:

(a) Cover letter, only if offeror desires to provide a cover letter for the Pricing Proposal.

(b) Pricing Schedule within the solicitation. Complete all blanks on the CLIN Spreadsheet for unit and total prices, using the maximum quantities as the extended price. All dollar amounts shall be carried out two (2) decimal places.

(c) Completed provisions/clauses for Offeror’s Representations and Certifications if not electronically found in SAM.gov registration (see 52.212-3).

(e) Required Statement Regarding Expiration Date of Proposal: A statement shall be provided that the proposal and prices will remain in effect for 90 days after solicitation closing date. Include this statement on the cover letter or last page of Pricing Schedule.

(f) Signed acknowledgement of any Amendment(s) issued against this solicitation. FAR 52.212-1 and

Addendum thereto, FAR 52.212-2 and Addendum thereto and FAR 52.212-3 will be physically removed from any resultant award, but will be deemed to be incorporated by reference in any award resulting from this solicitation.

Proposal Submission Instructions

These instructions establish the acceptable minimum requirements for the format and content of proposals. The technical proposal must not contain reference to cost; however, resource information, such as data concerning labor hours and categories, material, subcontracts, etc., must be contained in the technical proposal so that your understanding of the requirement can be evaluated. The technical proposal shall be limited to no more than 65 pages. The limitation is a page number that cannot be exceeded. Cover pages, tables of contents, responses to the Pricing Tables in Appendix B and resumes do NOT count towards the page limitation. A page is defined as an 8 -1/2 inch by 11-inch sheet of paper with one-inch margins on all four sides. Text shall be in

12-point font Times New Roman with single space between lines. Text pages should use portrait orientation. Page formatting can alter for illustrations and tables but must be easily readable. Fold-outs will be counted as the appropriate number of pages based upon an 8 -1/2 inch by 11-inch sheet of paper.

The Appendix information does not count against the page limitation.

The Offeror shall number each page in order to eliminate any confusion. In the event that the offeror creates an ambiguity in the numbering of pages, the Government will exercise its own discretion in the counting of pages.

Pages in excess of the above limitation will not be evaluated.

Offerors will be evaluated on their understanding of and approach to managing and coordinating multiple tasks as described in the Statement of Work, including methods, procedures, and practices which will be implemented to manage and utilize resources, resolve problems, ensure timeliness, and maintain a high quality of professionalism while providing services. Offerors will be evaluated for appropriateness, completeness, and overall quality of its proposed services and personnel management policies and practices. Offerors shall also address the quality control to support the general management of the contract.

The offerors that merely restate the Statement of Work requirements without expounding on how they will meet all requirements will be considered non-responsive. The offeror shall clearly describe in technical detail, their ability to comply with each requirement of all the sections within this RFQ. A statement of compliance without the detailed description of how compliance will be met will not be considered sufficient evidence that the service and qualified personnel offered can technically meet the requirement.

Offerors submitting any restrictive data shall mark it as such. The Government assumes no liability for disclosure or use of unmarked data and may use or disclose the unmarked data for any purpose. Unless restricted, information submitted in response to this request may become subject to disclosure to the public pursuant to the provisions of the Freedom of Information Act (5 U.S.C. 552).

The minimum offer acceptance period is 150 days after the required date for receipt of proposals.

The technical proposal must disclose your approach in sufficient detail to provide a clear and concise presentation that addresses, but is not limited to, the requirements of the technical proposal instructions.

The technical evaluation factors will be evaluated in accordance with the following adjectival descriptions below (as listed on page 32 of the solicitation):

Blue / Outstanding

Proposal meets the requirements and indicates an exceptional approach and understanding of the requirements. The proposal contains multiple strengths, no major weaknesses, and no deficiencies.

Purple / Good

Proposal meets the requirements and indicates a thorough approach and understanding of the requirements. The proposal contains at least one strength, no major weaknesses, few minor or correctable weaknesses, and no deficiencies.

Green / Acceptable

Proposal meets the requirements and indicates an adequate approach and understanding of the requirements. The proposal contains strengths, any weaknesses (major or minor) can be readily corrected, and no deficiencies.

Yellow / Marginal

Proposal does not clearly meet the requirements and has not demonstrated an adequate approach and understanding of the requirements. Major weaknesses and/or deficiencies exist.

Red / Unacceptable

Proposal does not meet the requirements.

Technical Evaluation Criteria

The technical evaluation criteria remain unchanged as:

1. Technical Approach

2. Staffing and Management

3. Facilities and Equipment

4. Past Performance

Award shall be made to that responsible offeror submitting the proposal determined to be the most advantageous and the best value to the Government as evaluated under the criteria described in this section.

All changes and discussed above have been included as Amendment 1 to the solicitation and uploaded in

SAM.gov.

All terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.
