Vendor Questions for Solicitation #: 75D301-20-Q-72495

1. Do you know if the end user can provide a floor plan for the areas to be covered by the monitoring system?

We will have to consult with our building facilities to make sure that this is allowable to provide to vendors

We are unable to share floor plans as they are Sensitive Security Information (SSI).

2. Page 5, Section 8 – “The server is hosted in a consolidated virtual environment provided by CDC” Is the preference to be Cloud or local based on a CDC managed server?

The preference for the system is that it is located on the ISLE (Isolated Laboratory Environment for IT products); if this is not possible, we defer to our IT Security Office for guidance on location of the system

(cloud or server).

3. Page 22, Appendix A – Not clear on what is to be monitored and what sensors required. Are the freezers and Walk-In refrigerators the only items to be monitored? If so, will it be temperature monitoring only? Is there any room level monitoring? If so what rooms and required sensors?

Please see attached for our current units for this procurement. Ultimately, we view this as a scalable approach and would like to have equipment (freezers, refrigerators, incubators) monitored and then the rooms that compose the lab also monitored for temp and humidity.

4. How many labs are you looking to monitor?

We have one lab with multiple lab areas. In answering in terms of lab areas, we have 4 lab areas and two walk-in refrigerators all which compose the lab.

5. Are you looking to monitor temperature, humidity and CO2 in all of the labs?

Yes, ideally we would like the ability to monitor temperature and humidity in each of the rooms of the lab.

None of our incubators are CO2 incubators so we do not need this capacity at this time, but may in the future.

6. Are you looking to monitor all of the equipment in Attachment A?

Yes

7. Do you have a layout showing where all of the labs are and where all of the equipment is located?

Defer to Question #1 for lab layout.

8. If you don’t have a layout, what is the approximate distance between the labs?

The lab rooms are next to each other on the same floor, but we do not have information on the distance between lab rooms.

9. The RFQ mentions that on-site support must be available 8 hours a day, 5 days a week. Do you require someone to be at the facility all the time, or will you schedule on-site support and when it’s scheduled, the on-site support will be on site and available 8 hours per day, 5 days a week

No, we do not require someone to be on-site at all times. We would like there to be at least a point of contact to reach 7 days a week if we have an issue with the system. If there is an issue, we expect on-site service within 48 hours of the request.

10. Can the government provide a drawing or schematic or appropriate document which would show the room locations specified in Attachment A for purposes of configuring the equipment and determining quantities and layout for communication equipment?

Defer to responses to Questions #1 and #7

11. Will a site survey be permitted to review the room locations?

For the exlusive purpose of performing the site survey, only critical service staff will be provided limited on-site access and must honor all restrictions and protocol for the pandemic, including masks/PPE.

12. Can the Responder propose additional line items in their cost/price proposal?

At this time, we do not have additional line items needed.

13. Is the government asking the bidder to be responsible for the equipment in Schedule A as a service provided?

The freezers, refrigerators, and incubators are property of CDC and maintained by CDC. The temperature monitoring equipment provided by the vendor should have some type of warranty (clearly specified) as well as information on average lifespan of equipment.

SECTION 2 – PURPOSE

This requirement is to obtain an automated monitoring and notification system that will record temperature, humidity, and CO2 levels in MDB laboratories and notify laboratory staff when required levels are out of range.

14. RFQ is for temp monitoring only, the RFP stipulates Humidity and CO2 but there are no measurement points indicated. Please confirm the project is for Temperature only.

The requirement is for NIST calibration temperature mpnitoring for equipment (refrigerators, incubators, freezers) as well as temp and humidity monitoring for laboratory rooms. Temperatures are indicated on

Attachment A

SECTION 3 – SCOPE OF WORK

The vendor will provide and install a comprehensive monitoring system (blutooth enabled with digital download capabilities) to record temperature, humidity, and CO2 levels in necessary laboratory areas, including open laboratory rooms, refrigerators, freezers, and incubators. The monitoring system will include a network of temperature transmitters, laboratory receivers, and software to collect data (centralized via either cloud or server) and generate graphs and reports; remote access and notification capabilities; and door sensors to indicate when equipment is opened, closed, or left ajar.

15. In our experience, Bluetooth has reliability and security issues, our solution is a 915 MHz wireless frequency with AES 128 Encryption based on a Diffie-Hellman key. Will this system be acceptable?

If this system is approved by our IT Security Office, we are amenable to this.

SECTION 4 - TECHNICAL REQUIREMENTS

900Mhz Zigbee IEEE 802.15.4 Wireless Transmitters

16. Our solution is based on the 900MHz band, specifically 910-915 MHz with AES 128 Encryption using a

Diffie-Hellman key. In our experience, this satisfies this requirement, will this meet the CDC criteria.

Again, if this is approved by our IT Security Office, we are amenable to this.

LCD temp/humidity/CO2 display on transmitter modules

17. Does this apply to the this RFQ, it appears some of the specifications are copied from an outdated device.

Our modules and software provide displays in various forms, some on the individual loggers, others in independent display devices that show alarms and warnings visually. Will this suffice?

Yes, this will suffice.

Self-healing, redundant MESH network topology that auto-recovers from receiver failures

18. Our solution is a quasi-mesh network where our devices will communicate with whatever receiver has the best signal strength. Will this suffice?

As long as this quasi-mesh network is approved by our IT Security Office, we are amenable to this.

Provide a HHS Product Accessibility Template (HHS PAT) for every software release or upgrade (for Section 508 compliance) after system installation.

19. Can we offer this?

The HHS Product Accessibility Template (HHS PAT) is not required before award. It will be provided after award as software updates are released throughout the period of performance of the contract to ensure continued

Section 508 compliance.

SECTION 6 – DELIVERY SCHEDULE

SECTION 11– TRAVEL

Travel may be required for installation of temperature monitoring system and training of laboratory staff. Contractor will be responsible for all associated travel costs.

20. Is this to be quoted as a separate item? Or billed as incurred?

This is not a separate billable item; this should be considered as part of the base services provided by the company.
