RFP 75D301-19R-67958
Questions and Answers in Response to RFP 75D301-19-R-67958 for Biospecimen Storage Services
RFP: Mission Capability Proposal: Limit 100 pages for the original proposal - Does the limit of 100 pages include attachments?
Answer: Yes, the 100 pages limit includes attachments.
RFP: Solicitation Cover Sheet SF-1449: SF1449 is not one of the documents in the RFP. The blank form downloaded instructs “the offeror to complete blocks 12, 17, 23, 24 and 30”. Can government provide prefilled form SF1449 with relevant information?
Answer: Submission of an SF 1449 is not required with proposals in response to the subject RFP. However, one is attached for use by any offeror who chooses to do so.
Pricing Proposal: Do we provide salary information in the Pricing Proposal? There's no mention of salaries.
Answer: The government has not asked for cost and pricing data since adequate price competition is expected. If at any time during this competition the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
CLIN0001:
Where are the 16 freezers (City, State), so that we can estimate shipping?
Answer: Frederick, Maryland.
What is the average age of the freezers? I noted that 6 are fairly new and the plan is to replace the freezers as needed.
Answer: Currently the government owns 15 freezers: four freezers are 3-4 yrs old; three freezers are 5-6 yrs old; and eight are older than 6 yrs. A 16th freezer is contractor owned.
Note that replacing the freezers as needed is not the only option that can be proposed per the RFP Instructions under Section 6. Proposal Content, c: Volume III, Special Instruction to Offerors – Pricing Options. Any of the options listed are acceptable and can be priced.
What are the specifications of the freezers (Temp, Volume {Cubic feet}, Amps, Volts)?
Answer: Currently the samples are stored in freezers with the following specifications:
Capacity 28.8 cu. Ft (815L) Holds 600 boxes 2ml Vial Capacity per Freezer 60,000 Footprint 11.38 sq. ft (1.06 sq. meters) Energy Usage 17/21.3kW per hr/per day Vial to Footprint Ratio 5.272 vials/sq. ft (56.604 vials/cu.m) Vial to Energy Ratio 1.39 watts/100mL vials (box) Voltage 208 to 230V
Who owns the freezers?
Answer: Samples are currently stored in fifteen government owned freezers and one contractor owned freezer.
RFP 75D301-19R-67958
Are all 16 freezers the same model? Answer: They are mainly Thermo Fisher Upright Ultra Low Temperature Lab Freezers.
Are all 16 freezers full? Are there any empty backup freezers?
Answer: The freezers are almost full but the boxes inside the freezers are not all full. There are currently no backup freezers.
What is the expected temp to maintain during moving of samples? Answer: -80°C.
What is the maximum time that the samples can be at a temperature other than -80°C? Answer: Zero.
What is the approximate volume of the 400,000 samples?
Answer: Sample volume ranges from 0.2 - 2.0 mL in 2 mL Nalgene cryogenic vials.
CLIN0002: Will freezers be shipped for calibration and validation prior to the shipment of the samples?
Answer: Depends on the option(s) in the proposal and on whether the samples are shipped inside or outside the freezers.
If not, can freezers be used concurrently as the calibration and validation activities are performed? Answer: Yes.
Will prior calibration and maintenance information be provided for each freezer?
Answer: We will attempt to provide this.
CLIN0003: Please confirm that all sample/vial has a unique bar code? Answer: Yes.
CLIN0004:
What is meant by maintain freezers?
Answer: Ensure they are running in working condition; an alarming system is necessary to know if there is a problem. Maintain freezers at prescribed temperature all times.
Is the expectation that the contractor will pay for parts and labor associates with broken freezers?
Answer: Depends on the options proposed as part of the pricing for either government owned or contractor owned freezers.
CLIN0005: Will samples arrive at -80°C?
Answer: Yes. Samples will arrive from CDC labs on dry ice, after being stored for at least one year at -80°C.
CLIN0006:
