Evaluation Factors

The Government anticipates awarding a fixed-price purchase order.

General Instructions

1. All quotations shall be clear, concise, and shall include sufficient detail based on the solicitation requirement. Offers are required to meet solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Quotations shall provide adequate detail for effective evaluation.

2. Restrictions: Incomplete quotations – failure to submit the (e.g. data, option periods, etc.)

as indicated in the solicitation may be cause for determining a quote be incomplete and, therefore, not considered for further technical evaluation or for award.

3. Page Limits: There is not an established page limit or format for quotations. Quotations are at the discretion of the Offeror. Quotations shall include sufficient detail for the Government to determine technical acceptability and price reasonableness. The Government seeks substance, not gloss. Offerors shall submit one (1) electronic version of all quotation documents in MS Office Word, Excel, and/or PDF file format.

4. All correspondence in conjunction with this solicitation should be directed to the Contract Specialist identified below. Preferred method of communication is email for contract file records.

5. All questions are due no later than 2:00pm ET Friday, 19 July 2019.

6. All quotations are due no later than 10:00am ET on Tuesday, 23 July 2019.

Evaluation Factors for Award

1. This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) procedure to make a best value award. A decision on the technical acceptability of each Offeror’s quotation will be made. For those Offerors which are determined to be Technically Acceptable, award will be made to that Vendor with the lowest overall price. While the Government will strive for maximum objectivity, LPTA, by its nature, is subjective;

therefore, professional judgment is implicit throughout the evaluation process. The Government intends to make an award based on the initial quotations received. If further questions are required, the Contracting Officer may contact the Offeror or Offerors. Award will be made to the responsible Offeror whose quotation conforms to all solicitation mailto:vhg0@cdc.gov requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation described in paragraph below.

2. The LPTA evaluation process will be accomplished as follows: For the purpose of award, the Government will evaluate offers based on the evaluation factors described below:

a. FACTOR 1 – Technical Acceptability (Pass/Fail)

b. FACTOR 2 – Cost/Price

A. FACTOR 1 – Technical Acceptability. Each Offeror’s technical quotations will be evaluated to determine if the Offeror provides a sound, compliant approach that meets the requirements of paragraphs (Section B and the Statement of Work (SOW)) and demonstrates a thorough knowledge and understanding of those requirements. For technical acceptability, the Offeror shall meet the minimum requirements.

a. Contractor shall be able to provide hardware according to the Government’s specifications in the SOW.

b. Contractor shall provide manufacturer trained and authorized technician(s) for on-site installation and maintenance.

B. FACTOR 2 – Cost/Price: Cost/Price, while being an important factor, is not in and of itself the determining factor in the selection of the successful Offeror for award of the contract contemplated by this solicitation. Cost/Price is not scored; rather, each Offeror’s cost will be evaluated for realism, reasonableness, and completeness of the proposed contract cost. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 13.106–2 Evaluation of quotations or offers.

3. An evaluation rating of Technically Acceptable/Unacceptable will be assigned upon completion of the technical quotations evaluation. If an Offeror receives a technical rating of “Unacceptable” they will not be considered for contract award.

4. Price Quotations: The Offeror’s Price quotations will be evaluated by CLIN level and the Offerors with the lowest overall Price will be ranked accordingly.
