Solicitation RFQ 75D301-19-Q-70337 – NPPTL Leadership Coaching and Development
Questions and Answers
1. To allow time to address questions, would the Centers for Disease Control (CDC) extend the proposal submission deadline to 12Jul2019? This would also allow vendors adequate time to identify and cost a location for the “One Day Strategic
Planning Meeting” required in “Task 6” of the “Solicitation_RFQ_No_75D301-19-Q-
70337.pdf” document posted at FBO.gov.
The due date is extended by one (1) week to 03:00 PM 07/05/19
2. Per section “1) Technical Evaluation" in the "Solicitation Instruction and Eva luation Provisions” section of the “Solicitation_RFQ_No_75D301-19-Q-70337.pdf” document posted at FBO.gov, is it sufficient for the Prime Contractor and lead instructor to be sole ICF-certified instructor? Our team has a highly qualified member who has five years experience as a GS-14 with the Department of the Navy running a training department and teaching leadership to over 2000 government employees at all GS levels. This instructor also served as the lead performance and leadership coach for a team of 9 coaches for a year-long government contract prior to being hired as a GS. We believe that this prior experience surpasses any certification requirements.
All coaches and facilitators must be certified.
3. Per the requirements of Section B.4 of the “Solicitation_RFQ_No_75D301-19-Q- 70337.pdf” document posted at FBO.gov, would CDC accept a simple monthly payment plan where one-twelfth of the contract value is invoiced and paid every month during the term of the twelve-month contract?
A payment basis will be reflected in an award document acceptable to the
Government and a successful offeror
4. Regarding the number of "One-on-One or Group Coaching Hours” specified on pages 6 of 25 in the “Solicitation_RFQ_No_75D301-19-Q-70337.pdf” document posted at FBO.gov, please answer each of the following questions:
a) How did the CDC determine that 150 hours would be adequate?
150 hours was selected based on the number of hours used in previous contracts for one-on-one coaching.
b) What is the CDC position on potential recommendations from the awarded vendor regarding the need for additional "One-on-One or Group Coaching Hours”?
No additional coaching hours will be awarded to this contract.
c) How would CDC add additional "One-on-One or Group Coaching Hours” to the contract?
No additional coaching hours will be awarded to this contract.
5. Since a firm fixed price proposal is required, please provide an organizational chart that lists the names and titles of all of the CDC personnel in the Work
Units that will be subject to the “confidential, one-on-one interviews” outlined in the “Task 5 - Work Unit Assessments” section on page 6 of 25 of the
“Solicitation_RFQ_No_75D301-19-Q-70337.pdf” document posted at FBO.gov. Since http://fbo.gov/ http://fbo.gov/ http://fbo.gov/ http://fbo.gov/ the cost of doing these interviews and assessments will vary significantly based on the number of personnel in the selected work units, vendors must have a specific understanding of the number of work units and personnel and work units subject to the interviews and assessments.
The work units in question have not yet been defined. The guidance provided in the statement of work is the best guidance that the government is able to provide. A PDF of NPPTL organization chart provided for your reference.
6. Since "Task 6 - Facilitation of a One Day Strategic Planning Meeting” (on page 7 of 25 of the “Solicitation_RFQ_No_75D301-19-Q-70337.pdf” document posted at FBO.gov) states that "no food or drink costs may be billed to the government”, please confirm that CDC does not want vendors to provide for any food or refreshments during the One Day Strategic Planning Meeting.
For an event of this type, it is illegal for the government to spend taxpayer dollars on food or drink. The contract shall not provide any food or drink to this event. Attendees are responsible for providing their own food and drink.
This is also true for all other tasks on this contract—no food or drink may be provided by the contractor as part of this contract
7. How would CDC respond to a request that CDC require two (2) facilitators to simultaneously work the three (3) training sessions? It is our experience that co-facilitation is more beneficial for participants, however, a proposal with two (2) facilitators at those sessions will have a higher price than if just one facilitator were provided.
The CDC does not feel that two facilitators are required; however, the contractor is free to propose this model.
8. Please provided forecast/estimated calendar dates for each of the following:
a) proposal evaluation period;
b) contract award; and,
c) kick-off meeting.
Solicitation 75D301-19-Q-70337 is an FY-19 action. Proposal evaluation and contract award will be made before fiscal year end, with FY-19 funding. A kick-off meeting will be held as soon as possible following contract award, as circumstance permit.
9 The reason I write to you is to inquire about the possibility of extending the response date from Jun 28, 2019 3:00pm Eastern to July
5, 2019 3:00 Pm Eastern.
The solicitation is being extended to 07/05/19, 03:00 PM Eastern Time
10. I have a question related to the above named RFP. The RFP said it wanted the coaches and the training facilitators to have coaching certification. I subcontract my coaches, all of whom are certified.
I provide the training and facilitation and have done so on BPAs like this for … … years. I'm a …….with …years of training and facilitation experience (with advanced facilitation training). I have never been asked for coaching certification for my facilitation or training work.
Training and facilitation are very different skills than coaching.
Can you please clarify if coaching certification is required for the person facilitating the training sessions and the one day strategic planning session?
Coaching certificates are required for all involved. NPPTL does not see each task as being separate. Rather, we see all tasks as being part of a larger system of support. NPPTL desires individuals who have coaching, facilitation, and training experience. In this way, addressing identified issues/challenges in work units, amongst the leadership team, or at the individual level can be supported holistically—e.g., realizations that occur during training, strategy, and work unit sessions may be, in part, incorporated and addressed during the coaching sessions.
11. After reviewing the solicitation, I wanted to verify the following items in regard to character limits:
1. On page 24, in the section titled “Evaluation Factors”, the solicitation reads:
“30 points (not to exceed 1,000 characters including spaces)—
Coaches must have direct experience coaching FEDERAL workers.
Offeror must (1) list all federal agencies where coaching occurred, (2)include a point-of-contact at each federal agency who could verify the work performed, and (3) include the awarded contract number for the work performed. Any offerors who do not have direct experience coaching FEDERAL workers will be disqualified from consideration. Experience coaching STATE or
LOCAL government workers may not be considered as coaching FEDERAL workers.“
After reading this section, it is my understanding this character limit is specific to the character sum for the entire section detailing the past federal experience for all coaches (e.g.
Coaches’ #1, #2, and #3 federal experience combined not to exceed
1,000 characters) rather than the coach’s individual experience.
(e.g. Coach #1 federal experience – 1,000 character limit, Coach
#2 federal experience – 1,000 character limit, etc.) Can you please verify that my understanding of the character limit for this section is accurate?
2. On page 24, in the section titled “Evaluation Factors”, the solicitation reads:
“30 points (not to exceed 20 points (not to exceed 1,500 characters including spaces)—Coaches, Training Session facilitators, work unit assessment evaluators, and strategic planning meeting facilitator must have direct experience facilitating groups of 5 to 25. Offeror must briefly provide three examples.”
After reading this section, it is my understanding this character limit is specific to the character sum for all three of the offerors’ examples, (e.g. Examples #1, #2, and #3 combined not to exceed 1500 characters) rather than the individual example. (e.g. Example #1 = 1500 character limit, Example #2 – 1500 Character limit, etc.). Can you please verify that my understanding of the character limit for this section is accurate?
The assumption is correct in both cases.
12. In reference to request #75D301-19-Q-70337 Technical evaluation critera 1, will you accept other coaching certifications for this opportunity? I have many years of experience in training and coaching, as well as experience in coaching federal employees. I have a ……………certification, an …….Certificate from …..and a
……..from ……….
No, NPPTL selected the two certifications that it feels are most closely aligned with its coaching interests.
13. Under Task 2 of the project, will the update meetings be held in person at the Pittsburgh facility of may they be held via Zoom or
Skype?
The Task 2 update meetings may be done using remote communication technologies such as Zoom, Skype, or traditional phone line.
File details come from the government source that posted it.
