(SPCC Rule), including familiarity with relevant parts of CDC’s SPCC Plan for each campus where oil will be handled.
Exercise caution when maneuvering vehicles or materials to avoid damage to CDC property or avoid any release of hazardous or harmful materials to the environment.
Remain with the vehicle at all times during a tanker/truck oil transfer process.
Use industry best management practices for the safe transport and management of any type of oil on
CDC property.
Immediately report any leakage or spillage to the onsite CDC Representative.
Be trained and qualified to safely clean up and manage oil spills. Provide certifications and qualifications if requested by the CDC Representative.
Bring and maintain equipment necessary for the cleanup of incidental spills, drips or leaks associated with oil transfers at all times and meet minimum requirements instituted by U.S. Department of
Transportation for fuel and other oil delivery systems.
Chock the truck wheels upon arrival to oil transfer site on CDC property.
Ensure a drain pan or other appropriate containment device is located under all connections, hoses, and transfer points.
Inspect tank, flexible hoses, piping, fittings, and liquid level indicator prior to, during and after filling event.
Drain the loading/unloading lines to the storage tank and close the drain valves before disconnecting loading/unloading lines.
Inspect the vehicle before departure to ensure all loading/unloading lines have been disconnected and all drain and vent values are properly closed.
Prior to filling and departure of any tank car or tank truck, closely inspect for discharges the lowermost drain and all outlets of such vehicles, and if necessary, ensure that they are tightened, adjusted, or replaced to prevent liquid discharge while in transit.
Meet any applicable more stringent State or local rules, regulations, and guidelines for the management of oils at an SPCC-regulated facility (Commonwealths of Pennsylvania and Puerto Rico, and States of
West Virginia, Ohio, Colorado, Washington, and Georgia).
CDC Representative Responsibility

Immediately report any leakage or spillage to your Campus Emergency Number.
Be trained and qualified to assist in the cleanup and report oil spills to CDC’s Security Operations Center
(SOC). Request updated training and certification requirements from OSHE when personnel changes are made.
Maintain equipment necessary for the cleanup of incidental spills, drips or leaks for general secondary containment and active containment procedures to prevent discharges to storm drains, sanitary sewers, and protected areas, including streams, wetlands, aquifers, and parks located on or off the site.
Ensure that truck wheels are chocked before starting to unload and that best management practices are used for any type of oil transfers associated with the vendor’s purpose on site.
Ensure that a drain pan or other appropriate containment device is located under all connections.
Inspect tank, fittings, and liquid level indicators for overfill or discharges during the transfer process for tanker trucks, drum deliveries or other oil-associated transfers.
Inspect the vehicle before departure to ensure all loading/unloading lines have been disconnected and all drain and vent values are closed.
Closely inspect at security entrance for discharges in the lowermost drain and all outlets of such vehicles, and if necessary, ensure that they are tightened, adjusted, or replaced by the vendor to prevent liquid discharge while in transit onto CDC property and on completion of all transfers; and
Ensure that the vendors meet any applicable more stringent State rules, regulations, and guidelines for the management of oils at an SPCC-regulated facility.
