SECTION C - DESCRIPTION/SPECIFICATION/WORK STATEMENT

Statement of Work

1) Background: The National Personal Protective Technology Laboratory (NPPTL), National Institute for

Occupational Safety and Health (NIOSH), Centers for Disease Control and Prevention (CDC) conducts research in a variety of areas related to personal protective equipment (PPE)/ensembles. The scientific staff within the Evaluation and Testing Branch (ETB) of the NPPTL also conducts testing of respiratory protective devices (RPD), submitted for approval by their manufacturers, as per the requirements of 42

CFR, Part 84. Vibrational conditioning of PPE/ensembles and RPD is sometimes required to be performed prior to conducting performance evaluations in order to simulate user transport and handling.

ETB currently has a need to purchase a vibration test system for all NPPTL vibrational conditioning operations that is constructed to conform to the Technical Specifications outlined in this document. The vibration test system will support NPPTL PPE Conformity Verification and approval activities, standards development testing for both conventional and consensus standards, environmental conditioning of

CBRN respiratory protective devices (RPD) and verification testing of standard test procedures for all

RPD.

2) Requirements:

a) General Requirements: The contractor shall provide:

i) A vibration test system that conforms to the technical specifications as outlined in this document.

ii) The contractor shall provide installation services, including connection of vibration test system utility services to existing building utilities that will be provided to within fifty (50) feet of the vibration test system’s two shaker and slip table assemblies and seventy (70) feet of the power amplifier and controller by NPPTL/NIOSH. FAR 42.1502 and 42.1503 requires agencies to prepare evaluations of contractor performance and submit them to the Past Performance Information Retrieval System (PPIRS). The CDC utilizes the

All information contained in these assessments may be used by the Government, within the limitations of FAR 42.15, for future source selections in accordance with FAR

The CPARS contractor representative will also have the opportunity to add comments to performance evaluations.

The assessment is not subject to the Disputes clause of the contract, nor is it subject to appeal beyond the review and comment procedures described in the guides on the CPARS website. Refer to: www.cpars.gov for details and additional information related to CPARS, CPARS user access, how contract performance assessments are conducted, and how Contractors participate. Access and training for all persons responsible for the preparation and review of performance assessments is also available at the CPARS website.

It is the contractor’s responsibility to notify the CDC contracting office, in writing (letter or email), when their CPARS representative information needs to be changed or updated.
